Moscow will spend 57 million rubles on blockchain platform for regulating vegetables trade

In the middle of August, 2019 the Department of Information Technologies (DIT) of Moscow  started  the tender for creation of a blockchain platform for automation of electronic services of the capital mayor's office. The help in regulation of trade in vegetables will become one of functions of new technology.

The platform is wanted to be used for issue of references from house registers, providing trade places at fairs of the day off and other similar services.

The statement from the house register which the mayor's office intends to provide using a blockchain — one of documents of housing accounting necessary, for example, for real estate transactions or receiving subsidies. In the future the reference from the house register, as well as other documents of housing accounting, will be replaced by the uniform housing document (UHD).

The blockchain was decided to be used because this technology provides "transparency of mechanisms of rendering electronic services and services" and also will allow to cut down expenses, said in technical specifications to the project.

The solution should involve a blockchain consensus (process of reaching an agreement concerning value of the distributed data) a type of proof-of-authority and to function at simultaneous access of 1.5 million people.

The solution will be received by an algorithm of distribution of trade places by specialization "vegetables fruit". It will allow to define places from the selected limit first of all among individuals, and already then among individual entrepreneurs and the companies.

DIT implementation of the platform in  the Active Citizen project, and  consolidation of service with  already existing a blockchain networks of the Government of Moscow considers the possibility. The department aims to increase trust the population to electronic services, using a blockchain.

The cost of the contract is 56.96 million rubles. It is going to create a system in 60 days after signing of the contract with the contractor.[1]
