The unified state register of a real estate (EGRON, FGIS EGRN) integrates databases of the Unified State Register of Rights on real estate and transactions with it (EGRP) and the state inventory of a real estate (GKN).
Thanks to consolidation EGRP and GKN it is going to create a reliable source of information on real estate, to develop the single accounting system (including with the additional functions providing acceptance of all types of electronic documents) that will allow not only to reduce specific resource intensity of providing public services in the field of registration of the rights and the cadastral registration, but also to raise a taxable basis of the real estate duties.
EGRN is created for implementation of the uniform accounting and registration procedure through consolidation of the existing separate procedures of the cadastral registration and registration of the rights. For the solution of this task in a new federal system the uniform centralized database will be maintained.
Creation of a system will lead to conversion of IT infrastructure of department. First, considerable reduction of quantity of the accompanied information systems in department is planned - with start of the Uniform state real estate register EGRP and GKN should be taken out of service. Secondly, IT infrastructure of department will be optimized and centralized that will promote significant increase in efficiency of expenditure of budget funds for IT needs.
History of creation and functioning of EGRN
Because of failure in EGRN thousands of Muscovites lost the free parking at the house
In the middle of January, 2020 it became known that because of failure in work of the Uniform State Real Estate Register (USRER) thousands of Muscovites lost the free parking at the house.
As two residents of Khamovniki, including the football commentator Georgy Cherdantsev told Kommersant, at the beginning of December, 2019 they submitted applications for prolongation of resident permissions to MFC in advance (allow inhabitants of the houses which got to paid parking zones to park free of charge from 8 p.m. till 8 a.m.). However documents were ready not in six days established by the law, and approximately in a month. One more female resident of the area decided to prolong permission on January 11 and also received a warning of a delay.
About 3 thousand car owners faced a problem. Prolongation of permission is possible only after verification of information about owners of apartments in EGRN. Monthly residents submit more than 20 thousand applications for issue or prolongation of permissions.
Staff of GKU "Administrator of the Moscow Parking Space" knows about a problem, but refers to rules according to which for issue and prolongation of permissions to the free parking are obliged to request through the system of interdepartmental electronic interaction information on owners of apartments from Rosreestr, and there is not able to process a request in time.
The capital Department of transport confirmed to the edition existence of a problem and reported that each penalty understand the manual mode. Rosreestr explains delays with excessive load of a system because of the websites doubles and robots.
By January 14, 2020 Rosreestr takes measures for maintenance of service and including on a design of parking permissions, the representative of service assured.

Service of issue of data from EGRN in several minutes instead of days is started
On September 3, 2019 earned service for issue of data from the Uniform State Real Estate Register (USRER) — spv.kadastr.ru. It allows to reduce data acquisition time about a real estate from former several days to several minutes.
The federal cadastral chamber notes that the electronic document will have the same legal force, as paper. Statements from the website of cadastral chamber are certified the registration of the rights qualified by the electronic signature of body.
The platform allows the user to select to one thousand objects for one session. In it remote payment with the minimum commission is provided.
On September 3, 2019 service works in the pilot mode in 51 regions of Russia from 85. It will be available through the whole country after transition of each subject to EGRN.
Statements from EGRN can be required by citizens when carrying out different real estate transactions, for example, when to check an object before purchase, to specify owners, to analyze possible restrictions and encumbrances.
For work as an online service of instant issue of statements from the real estate register citizens need an account on the portal of state services. Characteristics of a real estate are filled from EGRN. Search is automatic to the address or cadastral number of an object.
According to TASS with reference to the Deputy Minister of Economic Development the head of Rosreestr Victoria Abramchenko, earlier to citizens it was simpler to address the intermediary websites which render such services more expensively and cannot guarantee relevance of the issued information.
In August, 2019 in Russia became effective new rules of registration of real estate transactions using the electronic signature (ES). It became impossible to assign far off the rights to the real estate of the individual by the EDS, in advance without having notified on it Rosreestr.
Rostelecom is ready to spend 4.2 billion for works on GIS data migration
On August 29, 2019 it became known that Rostelecom is ready to spend 4.24 billion rubles to buy the hardware and software systems (HSS) and to order works on data migration for the Federal gosinformsistema of maintaining the Unified state registry of the real estate (EGRN FSIS). As the main DPC for a system as of August, 2019 the platform of Rostelecom on Aviamotornaya Street in Moscow acts.
Thanks to the considered purchase which was announced by the operator on August 21, 2019 with the above-mentioned starting price of the agreement Rostelecom will be able to perform conditions of the contract with Rosreestr signed with it on August 1, 2019 — on providing computing and network resources for functioning of a FSIS of EGRN.
Rostelecom got this contract according to the results of tender for 697.8 million rubles So for the sake of participation in the project Rostelecom is ready "overpay" 3.54 billion rubles. Succession of two considered tender procedures is directly stated in the tender documentation of purchase, noted in CNews.
Future contractor of the operator will need to supply all necessary equipment till November 15, 2019, to perform mounting works and a commissioning till December 31 and to perform data migration till January 31, 2020.
Migration of the EGRN FGIS some components from the involved DPC on other platforms was registered and in the previous contract of Rosreestr with Rostelecom — the operator became on July 27, 2018 a winner of competition and won a contract for 600 million rubles; the agreement was signed on November 21, 2018.
However only in the text of the agreement on 697.8 million rubles there was a note that migration should is performed by the contractor "at the expense of own means". In the Agreement 2018 of similar instructions was not, reported in CNews.
The DPC of Rostelecom from which it is going to perform migration of a FSIS of EGRN on two other platforms of the operator became famous for the fact that on August 20, 2018 in it there was a serious accident which caused failure in the system of Rosreestr providing acceptance and processing of applications for rendering state services of department. The situation was corrected only by September 3, 2018 when Rostelecom managed to transfer EGRN FSIS software components to the reserve capacities. Representatives of Rosreestr refused to comment on CNews possible communication between the last year's accident and superexpensive migration planned for 2019, having suggested to address for explanations in Rostelecom. The press service of operator refused to comment on the project also.
As it appears from the technical project to the started tender of Rostelecom, as a part of the main PACK ICE for the migrating system of Rosreestr the server hardware which construct provides duplication of key hardware components should be used and also provides "hot" replacement of power supplies, mechanical and solid state drives.
"Computing infrastructure should be organized using processors of architecture of x86-64, said in terms of reference. — Computing nodes for providing resources should be constructed on the basis of virtualization servers". In particular, it is going to involve not less than 84 such servers of one type and not less than 30 another.
Servers of virtualization of the first type should involve processors with number of physical cores not less than 48 pieces, with clock rate not less than 2.9 GHz. Amount of RAM for them is determined at the level of 768 GB. For servers of the second type similar indicators are registered at the level of 96 cores, 2.9 GHz and 768 GB respectively.
Also not less than eight servers of clusters of infrastructure management and information security tools with architecture h86 should be a part of the PACK ICE. The aforesaid parameters for them are specified at the level of 36 cores, 2.7 GHz and 256 GB respectively.
"For ensuring data storage of information services of the customer, the following storage systems should be included in the delivery: main system of L1 and L2, object L2 system, a disk system for backup, a tape system for backup", said in terms of reference.
For main system available capacity is set at the level of 10110 TB, for object — 930 TB, for disk standby system — 1024 TB, for tape — 3360 TB.
As for information security PACK ICE, its delivery is selected in the tender in separate lot with the starting price of agreement of 443.8 million rubles (against 3.8 billion on lot for delivery of an above-mentioned main PACK ICE).
Not less than six servers of a subsystem of information security — with processors with number of cores not less than four, with a frequency not lower than 2.1 GHz, about amount of RAM not less than 16 GB should be a part of this PACK ICE.
Putin signed the law on protection of electronic real estate transactions against swindlers
On August 6, 2019 Rosreestr reported that the president Russia Vladimir Putin signed the law which grants to citizens the right to enter in the Unified state register of the real estate (EGRN) a mark about a possibility of submission to Rosreestr of the statement for transition or the termination of the right to the real estate belonging to them signed electronic signature. The law is adopted for the purpose of ensuring protection of the rights of citizens as a result of joint work of deputies State Duma and Governments of the Russian Federation. Rosreestr took part in work on amendments to the bill.
If the citizen allows carrying out transactions with its real estate electronically using the strengthened qualified electronic signature, then he about it separately should submit the application to Rosreestr in a paper form. In the absence of such application from the owner state registration of transition of the rights on the basis of an electronic document package will be impossible.
In particular, the law protects citizens from the fraudulent activity with their real estate made by means of the electronic signature. It is directed to an exception of cases when swindlers take control of others apartments by submission of documents on state registration of the rights with illegal use of the electronic signature of the owner received in certification center including according to forgery documents.
At the same time the law provides a number of cases when for carrying out real estate transactions in electronic form the special mark in EGRN made on the basis of the statement of the owner of the real estate is not required.
| ||At adoption of law the main complexity was in search of balance between degree of protection of the rights of citizens to their property and a task not to constrain digitalization in the real estate market. The balanced solution allowed to solve these problems. So, according to the law entering of a mark into the real estate register will not be required if the electronic signature is issued by Federal cadastral chamber of Rosreestr, when carrying out transactions with participation of notaries and authorities which interact with Rosreestr in electronic form. Integration about the Circuit. Register
On July 4, 2019 the SKB Kontur company reported that its online service of the company for registration of real estate transactions the Circuit. The register it was integrated with the system of Rosreestr — EGRN FSIS. Now it is possible to make out transactions through service in all regions of Russia. Read more here.

Results of check of Accounts Chamber
Rosreestr did not meet the deadline with transition to the system of maintaining the Uniform state real estate register (EGRN FSIS). The Accounts Chamber according to the results of check which it announced in February, 2019 came to such conclusion.
Works on creation of a FSIS of EGRN Rosreestr are conducted since 2014 within the FTP "By development of a uniform state recording system of the rights and the cadastral registration of the real estate (2014-2020)". For date of check the program already cost to the budget 1.9 billion rubles, the Accounts Chamber notes.
Directly started implementation of a FSIS of EGRN Rosreestr in November, 2017. The project provided smooth switching to a system by August 29, 2018. However complete transition is still not complete.

The Accounts Chamber noted non-compliance with terms at all stages of project implementation. For 2018 the date of system implementation was postponed three times, and since August Rosreestr suspended works because of accident in DPC of Rostelecom at all, says. At that time the FSIS of EGRN worked in 51 regions.
Final implementation time of a system was not defined at the time of check. Rosreestr submitted the road map at a December meeting in the government. The Accounts Chamber studied minutes of a meeting and estimated that, most likely, there will be additional costs, as well as it was supposed earlier. At the same time required costs were much higher, than assumed in Accounts Chamber.

The Accounts Chamber also noted shortcomings of technical base of Rosreestr. Department has no reserve DPC - all work is conducted on one DPC rented at Rostelecom. It is not enough in respect of security and reliability of a system that was shown by accident on this object. Because of it there were queues from statements behind services of Rosreestr — about 11 million addresses.
Source of a problem were computing powers Rostelecom which admitted the guilt, the amount of a penalty was 34 million rubles.
The board of Accounts Chamber made the decision to send submission to Rosreestr, information letters - to the Government of the Russian Federation and to Federal Treasury. The report will be sent to chambers of Federal Assembly.
As contractors on development of the system of Rosreestr till 2017 the companies "Transdata" and "Regioncom", related to natives of NVision Group acted Alexey Nashchekin and Dmitry Taraba. Rosreestr explains the reasons
The uniform state real estate register integrated data of the Unified State Register of Rights (USRR) and the State Immovable Property Cadastre (SIPC). As of the end of 2016 EGRP and GKN in total contained about 300 million records about the rights and real estate.
During creation of a FSIS of EGRN responsibility for emergence, correct work and security of such enormous base as the real estate register containing data on hundreds of millions of objects and rights was conferred on Rosreestr, told TAdviser in the press service of department. At the same time, on creation of EGRN about three years were defined.

Adaptation of the large-scale and difficult EGRN system in the technical plan under conditions of the huge country requires time and "thin setup" in practice, added in department. Rosreestr implements EGRN FSIS taking into account practice of its operation in 49 regions.
Implementation of a FSIS of EGRN in the remained regions by force was slowed down by accident in DPC of Rostelecom which took place in August, 2018. It was required to department time for the analysis of the reasons of failure and development of additional measures for ensuring non-failure operation of work of EGRN FSIS. In particular, it was supposed to use additional reserve capacities for ensuring work of EGRN FSIS.
| ||Now Rosreestr together with the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Finance of the Russian Federation prepares and approves target architecture of data processing centers. It provides use two "hot" and one "cold" DPCs. Introduction of two more DPCs will involve additional costs, in comparison with the initial plan of implementation of a FSIS of EGRN when only one DPC was provided. At implementation of a FSIS of EGRN it is used software and hardware solutions with an open program code according to requirements for import substitution. At development of the EGRN FSIS configuration transition to use of industrial solutions of the systems of virtualization and data storage on leased DPCs is planned.
Expansion of infrastructure at a meeting offered on February 7, 2019 the Ministry of Economic Development, approved the Ministry of Finance of the Russian Federation and the Ministry of Telecom and Mass Communications and the Deputy Prime Minister Maxim Akimov approved. Shuvalov's proposal to transfer EGRN to tax administration
In November, 2017 the first Deputy Prime Minister of the Russian Federation Igor Shuvalov suggested to transfer to the jurisdiction of FTS the Federal proprietorship register on real estate (EGRN) which is at Rosreestr, the Kommersant newspaper tells.

The Deputy Prime Minister reminded that FTS maintains a register of physical persons and legal entities which is a basis for payment of the real estate duty. Rosreestr reports tax data on the property rights to the real estate then FTS accrues taxes.
According to the president of self-regulatory organization of appraisers Expert advice Alexey Kaminsky, change of departmental accessory of EGRN will not have any basic value. If data on the real estate are in EGRN, but for their any reason it did not appear in FTS, such object just drops out from under taxation, however technologies allow to solve this problem by the organization of interdepartmental interaction, without transferring EGRN, he noted.

In addition to possible transfer of EGRN to tax administration, Igor Shuvalov touched upon a subject of creation of uniform fiscal body by merge of tax and customs services. According to him, the decision on implementation of this initiative can be made in May, 2018 as then "the new government will appear".
Creation of EGRN drew attention of law enforcement agencies
As TAdviser knew, in November, 2017 the State Office of Public Prosecutor directed idea of initiation of proceedings against the ex-head of department of informatization of Rosreestr Andrey Beliy to Investigative Committee.
It worked in department since 2015 prior to the beginning of 2017, and then passed into Federal Agency for Ethnic Affairs where as of November, 2017 is the head of department of monitoring and the analysis of the international and interfaith relations.
Claims to the official, according to two interlocutors of TAdviser, are connected with the fact that he signed acts of acceptance of works on creation of EGRN which actually were not complete. Similar claims (but on another matter) in October, 2017 were shown to the chief designer of the IT system of the Ministry of Internal Affairs Andrey Nechayev (see in more detail). He was arrested by the staff of FSB.
The source of TAdviser in law enforcement agencies says that criminal case on violations in Rosreestr is already opened. Jointly with Investigative Committee, according to him, FSB is also engaged in it. The second interlocutor, the high-ranking employee of one of federal agencies, knows only about representation of the State Office of Public Prosecutor concerning case against Beliy.

By 2017 when EGRN had to earn, in Rosreestr faced a number of problems, one of interlocutors of TAdviser tells:

A system is, but does not read data - continuous errors: semantic, migration errors from different tables, the errors of work constructed on the new, earlier not tested technologies of new IT systems. Originally on consecutive merge of databases, error correction, verification developers of the program of creation of EGRN took away three years - 2013 - 2015. A year more it was going to carry out trial operation.

Till 2013 the IT in Rosreestr was supervised by the deputy administrator of department Sergey Sapelnikov (fled Russia under the threat of arrest), then - till August, 2014 - Denis Solodovnikov (passed to work into Rosimushchestvo), and further (and as of November, 2017) Andrey Pridankin.
According to the interlocutor of TAdviser familiar with activity of Rosreestr, Pridankin expected to break a situation with creation of a system by means of the ex-head of department Igor Vasilyev (left the post in 2016), "still someone who recommended it".

In 2017, according to the interlocutor of TAdviser, the works begun by Transdata and Regioncom were completed by AT Consulting, and new contracts on a subject of creation of subsystems of EGRN were signed already with AMT Group.
Andrey Beliy told TAdviser that he does not know of excitation concerning it criminal case, and it is ready to give comments after official presentation of claims. Alexey Nashchekin did not answer questions of TAdviser. Rosreestr recommended to address to law enforcement agencies, "as the matter is in their competence". The State Office of Public Prosecutor and Investigative Committee did not begin to respond to the electronic requests, having asked to send questions on paper.
Creation of an information security system
On October 25 Rosreestr selected the system developer of data protection (information security facility) of the Federal state information system of the Uniform state real estate register" (EGRN FSIS).
At tender of the state customer requests from Jet Infosystems and Information Technologies and Communications Systems companies were considered. The maximum reduction in cost of the contract was offered by Jet Infosystems, this company and became the winner. The total price of purchase was reduced by 4 million - to 391 million rubles.
The developed system is intended for neutralization of security risks of information processed in a FSIS of EGRN and fulfillment of requirements of regulatory legal acts in information security field.
The state customer calls four main objectives of creation of a new solution. The first is a data protection from disclosure and modification by its transfer on communication channels. The second - prevention of damage due to violation of confidentiality of information processed in Rosreestr. The third - identification of the vulnerable elements of infrastructure of Rosreestr including which are not conforming to the set security requirements. And the fourth - ensuring protection of infrastructure of Rosreestr (including EGRN FSIS) from the threats connected with implementation of the malware.
Within creation of the information security facility the subsystem of cryptographic protection of communication channels, a subsystem of firewalling and a subsystem of protection against unauthorized access should be developed.
The customer needs to provide the corresponding equipment and the software for implementation of these tasks and also to carry out installation and commissioning.
All project is broken into 2 stages. The first – delivery of means of an information security system, should be complete no later than December 15, 2017. The second - installation and commissioning on implementation of the information security facility – till April 25, 2018.
The reliability of the rights to the real estate in Moscow will control a blockchain
The Ministry of Economic Development developed a draft resolution of the Government of the Russian Federation on carrying out in Moscow of an experiment on use of a blockchain for the purpose of monitoring of reliability of data of the Uniform State Real Estate Register (USRER). Documents acceptance in electronic form for state registration of the rights to the real estate
The Federal Service for State Registration, Cartography and Cadastre (Rosreestr) announced in February the beginning of documents acceptance in electronic form for state registration of the rights to the real estate according to become effective since January 1, 2017. Federal law No. 218-FZ "About state registration of the real estate".
Start of service for submission of documents on registration of the rights on the Internet allows citizens and to business directly to address to Rosreestr behind receiving one of the most popular and difficult services of department. Thanks to modern information technologies applicants can not waste time for a visit to office and not depend on actions of the official. In 2016 using electronic service to Rosreestr it is submitted by 401 thousand applications for state registration of the rights.
Using service it is possible to submit the application and necessary documents for registration of transition or the termination of the right to a real estate, restriction and encumbrance of the rights for objects data on which to contain in the Uniform State Real Estate Register (USRER). Data from EGRN on a real estate can be received in electronic form using special service on the website of Rosreestr.
File documents on state registration of the rights to the objects considered in EGRN, applicants can by method, convenient for them, – in electronic form and at the personal appeal to offices of Federal cadastral chamber or the multifunction centers "My Documents". According to 218-FZ state registration of the rights no more than 7 days are spent in time. In case of the appeal to the multifunction center "My Documents" the term of rendering service increases for 2 days.
According to 218-FZ on the website of Rosreestr Personal Account of the Owner and Personal Account of the Cadastral Engineer services and also "The Reference Information on a Real Estate Online" service which provide up-to-date information from EGRN about a real estate are finished and started. In a personal account of the owner service "Offices and receptions is available. Prerecording on acceptance" which gives to the applicant an opportunity in advance to plan a visit to office of Federal cadastral chamber for receiving services of Rosreestr.
Also on the website access to services which allow to obtain information on the course of rendering service ("Check of execution of a request (statement)") is open, to check correctness of the electronic signature and to print the statement ("Verification of the electronic document") received in electronic form.
Electronic service of statements
The Federal Service for State Registration, Cartography and Cadastre (Rosreestr) started at the beginning of a year electronic service for obtaining data from the Uniform State Real Estate Register (USRER). Using service it is possible to receive the statement from EGRN about a real estate. The specified data from EGRN are provided become effective since January 1, 2017. Federal law No. 218-FZ "About state registration of the real estate".
The statement from EGRN about a real estate contains the description of a real estate, data on the registered rights to it, their restrictions and encumbrances. Besides, the statement contains data on objection concerning the registered right to a real estate or about impossibility of state registration without personal participation of the owner or his legal representative.
Any interested person by method, convenient for it — in electronic form can request public data from EGRN on a real estate and at the personal appeal to office of Federal cadastral chamber or the multifunction center "My Documents". According to 218-FZ data from EGRN on the inquiry sent electronic service are provided within 3 days. For providing the data which are contained in EGRN according to the legislation the payment is levied, told in Rosreestr.
According to 218-FZ services of the website of Rosreestr "Personal account of the owner" and "A personal account of the cadastral engineer" and also "The Reference Information on a Real Estate Online" service which provide up-to-date information from EGRN about a real estate are finished. In a personal account of the owner service "Offices and receptions is available. Prerecording on acceptance" which gives to the applicant an opportunity in advance to plan a visit to office of Federal cadastral chamber for receiving services of Rosreestr.
Also on the website access to services which allow to obtain information on the course of rendering service ("Check of execution of a request (statement)") is open, to check correctness of the electronic signature and to print the statement ("Verification of the electronic document") received in electronic form.
The contract about RTK-TsOD / "Tionix"
For the purpose of smooth functioning of the uniform state real estate register, RTK-TSOD provided to Rosreestr computing and network resources and also implemented the system cryptographic data protection of communication channels based on domestic solutions. The managed infrastructure includes:
- Two data-centers.

Subject of the Civil Code: rendering complex service in providing computing and network resources for functioning of information systems of Federal Service for State Registration, Cartography and Cadastre (further - Service). The purposes of rendering the Service provided by terms of reference is:
- ensuring smooth round-the-clock functioning of the Customer's IC
- the organization of information exchange of divisions of the Customer with the Customer's IC on the basis of modern information technologies;
- access for consumers of the public services rendered by Rosreestr in electronic form to the Customer's IC.
For achievement of the specified purposes by the Contractor the following tasks will be solved:
- ensuring steady round-the-clock functioning of IT infrastructure;
- connection of IT infrastructure to the Customer's objects;

Subject of the Civil Code: execution of works on creation of the hardware-software platform of storage of electronic documents within implementation of the federal target program "Development of a Uniform State Recording System of the Rights and Cadastral Registration of the Real Estate (2014-2019)" in 2016 and 2017
Automation object is process of interaction of the accounting systems (AS) of Rosreestr and Rosimushchestvo and the Hardware-software platform of storage of electronic documents, including images of documents and electronic documents received at state registration of the rights to real estate and transactions with it and also at the state cadastral registration of a real estate.
The purposes of execution of works are:
- creation of conditions for state registration of the rights to real estate and transactions with it and state cadastral registration of the real estate electronically;
- improvement of procedures of providing the public services connected with use of information of archive fund of affairs of documents of title and cadastral affairs electronically;
- creation of the conditions providing possibilities of submission of documents on state registration of the rights and the state cadastral registration of the land plots and objects of capital construction and also submission of data from EGRP and the State Immovable Property Cadastre (further – GKN) by the exterritorial principle;
- implementation of conditions for use of technical means and services of the Platform for needs of other departments, in particular Rosimushchestvo.
Contractors of Rosreestr worked carelessly and failed start of a system
The head of Rosreestr Victoria Abramchenko, acting on board of department on December 23, 2016 (record of a performance is at the disposal of TAdviser), said that at design of the Uniform State Real Estate Register (USRER) system mistakes were made. Besides, according to her, contractors of Rosreestr "carelessly" worked.
As a result to the planned term (it was going to start a system since January 1, 2017) EGRN was not started.
Abramchenko's statement was heard in response to the report of the chief of the department of Rosreestr on the Vladimir region (the pilot region on implementation of EGRN) Alexander Narykov who criticized contractors on creation of a system.
Development contracts EGRN in 2014-2015 were signed with the company AT Consulting, but upon, according to interlocutors of TAdviser, were executed by subcontractors - the companies "Transdata" and "Regioncom". In 2016 these companies won tenders and signed contracts with Rosreestr directly (cm more detailed below).
The former co-owner of NVision Group Dmitry Taraba and the ex-CEO of NVision Group Alexey Nashchekin spoke at meetings on creation of a system by representatives of contractors. Information on it contains in minutes of meetings which TAdviser studied.
According to Alexander Narykov, developers were poorly familiar with the automated data domain and made material methodical and technical mistakes during creation of a system.
Trial operation, according to him, had to take place since January, 2016, but the first acquaintance of officials to developers took place only on March 9, and an opportunity to start trial operation appeared only in April.
In July, he added, the session of data migration of the region as a result of which "any object from 2 million did not migrate unmistakably" was executed.
And though by December, 2016 there was a significant progress, work as any of subsystems of EGRN does not answer the tasks set for Rosreestr, Narykov said.

The deputy manager of Rosreestr Andrey Pridankin who took the floor reported that as of December 23, 2016 in the EGRN database which is placed in DPC of Rosreestr there are exactly zero records. Users (the staff of Rosreestr) of practical skills on use of a system have no. Full functional and stress testing was not held.

Andrey Pridankin continued and reported that the mechanism which allows to generate statements in a new form from the maternal systems is also developed, integrating data from them. It will allow to issue statements to the applicant in that type which requires the legislation. In the GKN system for observance of requirements of the law the special role of the state registrar, etc. will be got.
On January 16, 2017 in Rosreestr on a request of TAdviser to tell about results of plan B reported that adaptation of the large-scale and difficult EGRN system in the technical plan under conditions of the huge country requires time and "thin setup" in practice.
In these conditions to observe all obligations under the law "About State Registration of the Real Estate", the decision to begin operation of a FSIS of EGRN in the mode of component-wise input was made. At the same time since the beginning of 2017 Rosreestr provides implementation of the 218th federal law in full, emphasized in department.
Representatives of Transdata and Regioncom Dmitry Taraba and Alexey Nashchekin could not answer questions of TAdviser.
The contract with Transdata for data migration from the old systems in new
On October 20, 2016 Rosreestr summed up the tender results on execution of works on data migration from the Unified state registry of the rights to the real estate (EGRP), Goskadastr of the real estate (GKN) and AIS "Justice" in the EGRN database.
Project cost was estimated at 198.3 million rubles. Applications for participation were submitted connected partnership with the former vice president of "Rostelecom" Alexey Nashchekin the company "Regioncom" and "Transdata" and also AT Consulting which was engaged in development of EGRON in 2014-2015.
The request AT Consulting was rejected because of mismatch to requirements of the tender documentation. Regioncom suggested to execute the contract for 196.55 million rubles, Transdat - for 195.20 million rubles.
Based on consideration of requests where in addition to the cost of execution of works such criteria as quality of works and labor resources of the contractor were estimated, the winner it was recognized Transdat.
In 2016 in Rosreestr development of the Unified state register of a real estate had to be completed and begin filling of this system information from other sources. Data transfer is performed within the third queue of the project on creation of the Unified state register of a real estate. Migration will affect information systems of Rosreestr in 65 territorial subjects of the Russian Federation and also in central office of department, it was told in terms of reference.
As told TAdviser in Rosreestr, as of October, 2016 accounting procedures (cadastral registration) are kept using the AIS GKN which is unrolled in 85 subjects of Russia and represents 85 independent databases. Registration procedures (registration of the rights) are performed using two systems - the PC EGRP and AIS "Justice". The centralized bases of these two systems are also created only in regions, and work in separate bases increases the cost of the contents of the existing IT infrastructure of department.
The current systems of Rosreestr use DBMS Oracle 11gR2, and EGRON is under construction already completely on domestic and open technologies (as DBMS it is used PostgreSQL), than independence of foreign software providers is provided.
The storage of electronic documents on the real estate created in parallel with EGRON also uses the open source software.
Contract with Transdata for development of the EGRN components and preparation of a system for commercial operation
Bids on development of EGRN with the initial cost of 169.99 million rubles were also submitted Regioncom, AT Consulting and Transdat. Regioncom suggested to satisfy terms of the contract for 166.5 million rubles, AT Consulting - for 168.2 million rubles, Transdat - for 164.7 million rubles. At the same time the importance of the price of the contract in overall assessment of the request was only 30%. The largest weight had criterion of quality of works - 50%, another 20% were taken away on security of the participant of tender with labor resources.
The tender committee above others estimated the request Transdata - 100 points, the request AT Consulting gained 83.13 points, Regioncom - 64.68. Thus, by the winner it was announced Transdat.
All works in the current project are divided into two stages. Within the first the contractor of the contract should finish the software of EGRN based on trial operation in two territorial subjects of the Russian Federation and also to update project and operational documentation of modifed software. The second stage of the project will include preliminary comprehensive tests, trial operation and acceptance tests of modifed software. All works should be finished by December 15, 2016.
Contracts with Regioncom
In May, 2016 the results of two tenders for development of the Unified state register of a real estate were summed up. The Regioncom company became the winner in them. Within the first project the company is engaged in development of a subsystem of monitoring and the reporting (the cost of the contract - 97.60 million rubles), within the second – creation of a subsystem of processing of space data (96.95 million rubles).
One more purchase took place in July, 2016. In it the victory was won also by Regioncom company. The cost of the contract was 61.5 million rubles, a subject of works – development of a subsystem of monitoring and management of functioning.
AT Consulting which did not manage to achieve a victory also participated in all three tenders.
2014-2015: AT Consulting became the first contractor on creation of a system
The tender for the second stage (data migration of the IC EGRP and AIS GKN in the database of the Unified state register of a real estate) for 170 million rubles in October, 2015 AT Consulting also won .
