Agreement on construction of 25 plants

On May 14, 2020 state corporations "Rostec", "RosatomВЭБ.РФ  not less than 25 incineration plants also signed an agreement on construction. Project cost is estimated at 600 billion rubles.

The expected volume of participation ВЭБ.РФ is  about 200 billion rubles. It is also supposed to attract in the project money of banks, private investors and other sources. The RT-Invest company (child structure of Rostec) will become operator of the program, Rosatom will act as equipment supplier.

Rostec and ВЭБ.РФ will construct 25 garbage plants for 600 billion rubles

The plants will be constructed for service of the largest tourist centers of Russia and also in agglomerations with the population not less than 500 thousand people.

Construction of 25 new incineration plants will not be able to solve a garbage problem in Russia, at the same time their work will lead to increase in number of harmful emissions and, perhaps, to increase in production of not processed plastic, consider Greenpeace in the Russian department.

Complete project implementation will allow to attract 459 billion rubles of additional investments into the Russian industry and "will allow to create in Russia the new industry with the high export potential", the press release says. In the presence of the ready-made Russian solution in the field of power generation from waste there will be a possibility of its export to such countries as India, Indonesia, the Republic of South Africa and others, planning construction of facilities on processing of waste in energy, explained state corporations.

In Russia there is a reform of a system of the address with waste which purpose is to implement separate collecting and to reach zero level of burial  —   the CEO of Rostec Sergey Chemezov noted.

According to him, construction of the plants on power utilization of TKO will allow to prevent emergence more than 80 new and to close 25 operating landfills and also to save about 60 thousand hectares of lands.[1]

Construction of incineration plants will worsen an ecological situation in Russia — Greenpeace

Construction of 25 new incineration plants will not be able to solve a garbage problem in Russia, at the same time their work will lead to increase in number of harmful emissions and, perhaps, to increase in production of not processed plastic, consider Greenpeace in the Russian department.

"Incineration plants will not solve a garbage problem. 30 incineration plants (25 new + 4 in Moscow area and 1 in Tatarstan) will be able to burn only 20% of waste (18 million tons). At the same time from burning the toxic ashes having higher hazard class will be formed (...) By calculations the Greenpeace, after burning is formed by 30% of ashes (from a lot of waste). It turns out, from 30 plants will annually form 5 million tons of toxic waste", says Greenpeace.

Ecologists are afraid that construction of the plants can lead to bigger production of not processed packaging.

"It is planned that on WIP will burn only not processed garbage which underwent sorting. It means that the combined plastic packaging which is actively used in the Russian market now and gradually prohibit in the EU, will be necessary for work of these plants. Instead of really reducing amounts of the waste which is formed in the country — to pass to a reusable and turnover container, to make only easily processed packaging — Russia will be forced to produce fuel (not processed plastic packaging) for the plants" — consider in Greenpeace.

Rostec answered claims of Greenpeace to the Energy from Waste project

The Rostec state corporation does not agree with information of the Russian department Greenpeace that its project "Energy from Waste" will lead to increase in number of harmful emissions.

"Myths about danger of the plants on power waste recycling belong to the plants of old generations where temperature of burning does not exceed 800 degrees. At our plants temperature of burning will reach 1,260 degrees and the perfect filtering system is used that provides elimination of dangerous substances. Besides, the latest technologies of processing of residual ashes and slag which are successfully implemented in the most developed countries today", said in the message of Rostec distributed on Thursday will be applied.

There noted that construction of the plants will allow to prevent emergence more than 80 new landfills, to close 25 operating and to save about 60 thousand hectares of lands. "And it is most eco-friendly and safe to make it for the environment and the population. Only so-called "tails" — waste which cannot be used for the second time will go to thermal utilization. The technology of burning on a grid-iron grid is one of the most widespread and studied in the world" — added in the press service.
