Project information

By June, 2015 Transneft expects to complete development and deployment of a corporate information system of automation of financial and economic activity using a SAP software. A competition at the choice of the contractor on accomplishment of these works was held in the fall of 2013.

As it appears from the published project documentation, the standard project solution of a system should be implemented at first in "subsidiary" of Transneft -Centrsibnefteprovod company, and further "is subject to replication" in other organizations of group taking into account adaptation to their conditions of activity.

A system is intended for process automation of contract management, treasury, accounting and the reporting under RAS (and IFRS on specific sites), tax accounting and formation of tax statements, budget accounting and the reporting and also for cost management.

Among SAP components which should be used for implementation of processes of financial and economic activity – SAP NetWeaver Folders Management for maintaining cards of agreements, TRM for treasury and risk management regarding coordinations of financial transactions and the basic agreement, FI-BL – bank accounting, SD and MM for tracking of obligation fulfillment under agreements partners, CO-OM for accounting of indirect costs and others.

At the time of purchase in Centrsibnefteprovoda the end-to-end system of automation of accounting and managerial tasks based on software Galaktika is used. The Galaktika corporation notes that at the same time in Centrsibnefteprovoda their standard solution based on the Galaktika ERP system, "proved the efficiency on most AK Transneft affiliated enterprises was not implemented.

With respect thereto in the company the opportunities put in the Galaktika ERP system regarding conducting accounting and tax accounting, including setup for formation of indicators according to IFRS are in full not implemented, add to the companies. Also the expansion of control of performance of agreements considering bank guarantees and terms of providing documents, and some other possible functions was not implemented.

Summing up tender on execution of works

In October, 2013. The development center and implementations of information systems of Transneft summed up the tender results on development of a corporate information system of automation of financial and economic activity based on a SAP software.The Deloitte company which suggested to perform works for 428 million rubles was recognized his winner.

The maximum price of the contract was 480 million rubles. In addition to Deloitte bids were also submitted outsourcing division of BDO in Russia, SAP CIS and IBM East Europe/Asia. To the last two companies it was refused admission to participation in tender, said in the protocol of consideration of requests.

Concerning the request of SAP in the protocol it is said that it does not conform to requirements of documentation on purchase. In the same place it is noted that with the request the company provided a form of confirmation of consent with terms of the contract with the protocol of disagreements. SAP refused to explain TAdviser what terms of the contract their company would like to change and whether is going to do something in connection with failure on participation in tender.

Mismatch of the request to technical requirements of documentation on purchase, said in the published protocol became causes of failure to participation in tender of IBM, in turn. Besides, the company "did not submit the documents confirming information concerning all chain of owners".
