Rospatent is under the jurisdiction of the Ministry of Economic Development of the Russian Federation.

2022:16 IT systems for protection of patents and inventors are being created in Russia for 3 billion rubles

The Federal Service for Intellectual Property (Rospatent) presented its digitalization program. This became known on March 24, 2022.

According to the federal project "Digital State Administration" (TsSU) of the national program "Digital Economy of Russia," in 2021-2024 Rospatent should receive 1.77 billion rubles from the federal budget. to create information systems for informatization of activities for registration and protection of rights to intellectual property objects. On the basis of these systems, the provision of electronic services should be ensured on the Unified Portal of State and Municipal Services (EPGU).

Previously, the relevant measures were included in another federal project, also included in the national program "Digital Economy" - "Information Infrastructure." In 2019-2021 1.17 billion rubles were allocated for these purposes. That is, the total costs of digitalization of Rospatent in the period until 2024 will amount to 2.94 billion rubles.

It is planned to create 16 IT systems: 11 state information systems (IS), four information systems (IS) and another information system that ensures the translation of traditional formats into digital form. In most cases, the customer of IT systems is the Federal Institute of Industrial Property (FIPS) subordinate to Rospatent.

Fedproekt TsSU assumed that these information systems will be put into test operation in 2020, into commercial operation - in 2021. As explained in the press service of Rospatent, at the end of 2021, work was completed on the creation of four information systems, and the work on the creation of the remaining GIS is at the final stage and will be completed in 2022. It is necessary to complete the procedures for the purchase of the required software and hardware systems and carry out certification according to information security requirements.

2018: Rospatent plans to use artificial intelligence in its work

The Federal Intellectual Property Service (Rospatent) announced its readiness to cooperate with IT companies to introduce solutions based on artificial intelligence technologies into its activities. This was told by the head of the department Grigory Ivliev in January 2018 in an interview with TASS.

He noted that Rospatent plans to use digitalization tools in its work: "Digitalization, which is carried out in Rospatent, is our main direction of development. Digitalization is global, there are phenomena that make up challenges to intellectual property rights: the Internet of Things, big data, blockchain, artificial intelligence. But today we take these tools in order to use them in our work. " The agency plans first of all to create a register of 3D technologists. It will allow you to compare the 3D model from the patent application with already registered objects. "The expert will simply watch the results of this search, where mismatches will be marked in red and similarities in green," the head of Rospatent explained.

According to Mr. Ivliev, the department discussed cooperation with the Internet company Yandex, and at the moment it is already working with the system integrators CROC and I-Teco. Rospatent also announced a competition for software developers. According to the head of Rospatent, the department is open to proposals from IT companies.

The head of the department also gave a forecast on the dynamics of patent activity for this year. {{| The growth of applications for trademarks will continue. In 2017, about 73 thousand applications for trademarks were submitted, more than 18 thousand more than last year. These are very significant figures for our economy. There will be a geometric increase in applications for industrial designs. We entered the system of international registration of industrial samples, and now in order to register an industrial model with us, from February 28, 2018, our applicants will not need to enter into correspondence with the patent office of each country where they want to register their industrial sample. It is enough to submit an application to Rospatent and indicate in which countries registration is requested. And we will be able to register them on the territory of 82 states. Accordingly, we will also register applications from these countries. As for patent activity, I think there will be significant growth here too. Because the number of state investments in R&D is increasing. And we need to ensure the effectiveness of these investments, "he said
