DDoS attacks are made by submitting a large number of requests that exceed the bandwidth of the Network. As of 16:00, the website of the Ministry of Defense is being downloaded.

Earlier, Russian Defense Minister Sergei Shoigu said that in three years, more than 25 thousand cyber attacks were carried out on the information structure of the Armed Forces of the Russian Federation from abroad. At the same time, their number increases annually by an average of 12%.

According to the head of the Ministry of Defense, the department has a reliable system for protecting information resources, ensuring high stability of the control system of the Armed Forces. All attacks are neutralized, he assured. Shoigu noted that the information space has become "another theater of hostilities," but Russia is ready for this struggle.

The Russian Airborne Forces will switch to a new communication system. It is twice as fast as the previous one

In early January 2020, the Russian Ministry of Defense announced that the airborne troops would be rearmed with a new communication and control system. This will happen in 2021.

It is noted that from this time, in particular, the rearmament of formations and military units will begin. It will help to reduce the time for transmitting and receiving information by about half and increase the stability (survivability, noise immunity, reliability) of the communication system by one and a half times.

Airborne Forces of the Russian Federation will be re-equipped with a new communication system

According to the statement of the Ministry of Defense, by the beginning of 2020, the Airborne Forces is completing the development of promising communication and control equipment for a new generation. We are talking about a complex on an armored tracked chassis BTR-MDM, as well as a protected wheeled base chassis KamAZ-63968 and a combat vehicle of the landing of BMD-4M.

General Director of the Research Institute of Communication and Control Systems (NIISSU, part of the Roselectronics holding of the Rostec state corporation) Valery Yevtukhovich told RIA Novosti that the command and control system for the new generation airborne forces will appear in late 2019 - early 2020.

He also said that Russian combat vehicles will have sixth-generation radio stations. The commander's combat vehicle, he explained, serves to accommodate the commanders of the tactical command and control link and combat work. Machines of this kind are usually equipped with several radio stations at once. This, the expert explains, allows you to simultaneously be in touch with the higher command and with subordinates.

Earlier it became known that companies equipped with mobile repeaters and cellular antennas will appear in the Russian army. With their help, the military will be able to create local cellular networks by connecting to the signal of federal operators at a distance of up to 40 kilometers from a mobile tower.[4]

Equating the use of smartphones with hazing in the army

In mid-July 2019, it became known that the use of a smartphone in the Russian army would be punished in the same way as for hazing. The number of attacks on the resources of the Ministry of Defense of the Russian Federation for 6 years increased by almost 60%

Over the past six years, the number of cyber attacks on information resources of the Ministry of Defense of the Russian Federation has increased by 57%. Such data in June 2019 was cited by the head of the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation, Major General Igor Konashenkov, during a round table within the framework of the Army-2019 forum.

File:Aquote1.png
"For six years, the number of attempts to disable critical information infrastructure facilities has grown by 57%," the general said.
File:Aquote2.png

The department is constantly faced with "various attempts at external information and technical influence" on its systems and Internet resources, Konashenkov noted.

According to him, since 2013, the Ministry of Defense has identified and neutralized more than 25 thousand incursions on the information resources of the Armed Forces.

The State Duma of the Russian Federation banned the military from publishing data about themselves on the Internet

On February 19, the State Duma of the Russian Federation adopted in the third[5],[6] the final reading of amendments to the law "On the Status of Military Personnel," prohibiting military personnel from transferring media and publishing data about themselves and their colleagues on the Internet.

In particular, the document prohibits posting information that allows you to determine the department, part or place of service, as well as information about families and parents of the military. The ban also applies to the publication of information about the activities of military command bodies, military formations and units, including their deployment or redeployment.

The document prohibits military personnel in the performance of certain duties to carry household electronics that store data or are equipped with the functions of publishing audio, photo, video materials and geolocation data on the Internet.

According to the authors of the document, the Russian military are of particular interest to the special services of some states, as well as to terrorist and extremist organizations. In addition, the information published on social networks can be used by attackers as levers of information and information-psychological pressure on military personnel.

Ban on the use of social networks dismissed to the reserve

On January 18, 2019, it became known that the servicemen who went to the reserve would be limited to the use of social networks for up to five years. The innovation will affect persons who served in parts with a secret regime or had access to state secrets. The Ministry of Defense of the Russian Federation intends to include updated rules in the draft amendments to the federal law "On the status of military personnel" already submitted to the State Duma.

The ban on the use of social networks by military personnel dismissed from service is a necessary measure to ensure the secrecy regime in the modern world. Recall that in the fall of 2018, a bill was submitted to the State Duma of the Russian Federation on amendments to the law "On the status of military personnel," prohibiting active servicemen from using social networks. In November 2018, the deputies adopted the bill in the first reading. While the document is being prepared for the second reading, the Ministry of Defense intends to extend the ban to those dismissed to the reserve.

In the first version of the project, it was indicated that the restriction would not affect the storerooms, however, having analyzed how things are with information security, the ministry decided to expand the ban. If the document is adopted, the updated rules will apply not only to officers, but also to soldiers, sergeants, midshipmen and sailors. For their violation will face administrative or criminal punishment (depending on the severity).

Penalty recovery with Voentelecom

On September 13, 2018, it became known that the Ministry of Defense failed to obtain through the court a penalty from its subsidiary operator - Voentelecom - a penalty of 203.7 million rubles. under an improperly executed IT contract for 3.23 billion rubles. Having considered the corresponding claim of the ministry, the ministers of Themis considered that the amount of the penalty should be reduced to 649.9 thousand rubles. - that is, more than 300 times.

The decision of the Moscow Arbitration Court of May 30, 2018 was appealed to the Ministry of Defense in the Ninth Arbitration Court of Appeal. However, on September 11, 2018, this decision of the first instance was upheld.

The contract between the conflicting parties concerns the obligations of Voentelecom for centralized service of communications, software and hardware systems IT infrastructure and the Armed Forces. In Russia the current version for September 2018, its execution is designed for the period from July 24, 2014 to December 31, 2018.

It follows from court documents that during the period of the contract (as of February 1, 2018), 441,002 service requests were received from the Ministry of Defense to Voentelecom, 5,780 of which were violated.

Recognizing the calculation of the penalty on them as unreasonable, the court notes that the plaintiff in his claim incorrectly indicated the total value of the contract. One of the additional agreements of December 19, 2017, it was reduced by 365.8 million rubles, while the Ministry of Defense operated on its original price in its calculations.

Another argument of the court is due to the fact that the calculation of penalties submitted by the plaintiff is four times higher than the total cost of work on these problematic applications, which is 55.1 million rubles.

In addition, the total amount of money recognized by the court was also affected by Voentelecom's petition filed under all the rules to reduce the penalty.

Voentelecom's IT contracts with the Ministry of Defense in recent years have already brought two CEOs of the company to the dock. In December 2017, it became known about the detention of Alexander Davydov by FSB officers following a search in the operator's office.

Davydov is suspected of embezzlement of about 500 million rubles, which he carried out during the execution of state contracts for the supply of routers to the Ministry of Defense, as well as during the author's supervision of satellite communications.

Alexander Davydov headed Voentelecom in 2013. The former director of the company, Nikolai Tamodin, was detained in September 2013. According to the investigation, together with representatives of affiliated commercial organizations in 2011, he supplied the Ministry of Defense with deliberately unusable, decommissioned and deregistered special technical equipment.

In 2015, Nikolai Tamodin, together with his subordinate Sergei Peregimov, were sentenced to six and five years in a general regime colony, respectively[7]

The Ministry of Defense banned the passage of electronics into the territory of departmental organizations

According to the decree of the Ministry of Defense of the Russian Federation, entry into the territory of departmental regime organizations with electronic devices is now prohibited. According to Izvestia, citing representatives of the department, the troops have already received the relevant rules and have begun to implement.

It is forbidden to carry smartphones, phones with cameras, as well as photo and video equipment, smart watches, fitness trackers and even push-button mobile phones to the territory of departmental facilities, as well as organizations dealing with state secrets. Any devices with Wi-Fi, Bluetooth modules, infrared ports, mobile modems, photo and video functions and the ability to determine the location were also banned.

Not all military units fall under the restrictions, but only security facilities and organizations where they work with documents labeled "secret," "top secret" and "of particular importance." There are a number of cases in which it is allowed to carry devices. However, before doing this, the visitor must provide a list of the equipment being carried in advance and receive a special pass from the unit commander.

Plans to ban smartphones in the military

On February 15, 2018, it became known about the plans of the Ministry of Defense of the Russian Federation to ban the use of mobile phones with cameras and navigation in the army. Thus, it is planned to fight information leaks.

Two sources close to the General Staff of the RF Armed Forces told the Kommersant newspaper about innovations in the use of personal cellular communications in the armed forces, and also confirmed the interlocutor in the leadership of the department.

The rules for using mobile phones are changing in the Russian army

According to one of them, the Ministry of Defense is working on a draft ban for all  servicemen of smart phones, as well as devices equipped with a photo and video shooting function, starting from March 1, 2018. Lieutenant general Yury Kuznetsov, who is responsible for the information security of the army, proposed a list of 11 push-button phones costing from 688 to 2313 rubles manufactured by Nokia, TeXet, Alcatel and Samsung.

The publication writes that the military department has been experiencing "many problems" since at least 2014 because of this: for example, during the annexation of Crimea to Russia, the military took photographs at objects belonging to the Ukrainian army. This data is used by investigators and the media. Also, the military expects in this way to limit the leakage of secret documents.

However, as Kommersant's interlocutors note, the ban of the Ministry of Defense can be simply bypassed. The military will be able to show the authorities a regular push-button phone, while a smartphone in silent mode can be hidden in clothes or simply put in a pocket.

The restrictive measure fits into the policy of working with military personnel pursued by the Ministry of Defense. So, in February 2018, it became known that military personnel and civilian employees of the Ministry of Defense of the Russian Federation were recommended to abandon the use of social networks. In the future, the department is going to introduce amendments to the laws that will make them mandatory.[8]

2017: Russia is among five countries with the best cyber warfare

In fourth place is South Korea with a budget of $400 million per year and a composition of 700 hackers.

Domestic computer games of military theme - the battlefield for the future

On June 8, 2015, it became known about the proposal of the Ministry of Defense - to replace imported computer games of military themes with domestic developments, since the department considers this to be the most important ideological issue[11].

"The creation of our own computer war games in Russia is a matter of principle," said Andrei Ilnitsky, adviser to the Minister of Defense of the Russian Federation, on the air of the Russian News Service. - Children, playing computer games, often play not our games, fight there not on our fields and not for our truth.
