2024: Processor manufacturer Baikal fought off bankrupt T-Platforms, which demanded 500 million rubles from it

In March 2024, the Moscow Arbitration Court decided that Baikal Electronics owes nothing to T-Platforms in a lawsuit from the latter. 2023

The court estimated the assets of T-platforms at 343 million rubles

The Moscow Arbitration Court set the real value of the assets of the T-Platforms company at almost 343 million rubles, which is 16 times less than it was in 2016 (5.6 billion rubles). This became known at the end of December 2023.

According to Interfax, citing a court ruling, in September 2023, the bankruptcy trustee of T-Platforms Sergei Kononov sent an application to arbitration to establish the actual value of the assets of T-Platforms JSC as of September 15, 2023 in the amount of 342.95 million rubles "for the purpose of additional liability insurance of the arbitration manager."

Earlier, the Moscow Arbitration Court recognized as justified the application of Ramek-VS JSC for bankruptcy of T-Platforms JSC, introduced a monitoring procedure against the debtor and included 112.1 million rubles of debt to the applicant in its register of creditors. As a result, the developer of supercomputers was declared bankrupt, and the founder of the company, Vsevolod Opanasenko, was sentenced to two years and four months of freedom and paid a fine of 300 thousand rubles for fraud. At the same time, the businessman was released from punishment, taking into account the timing of his arrest and arrest in absentia before the trial.[1]

T-Platform developments put up for auction again, lowering the price

The bankruptcy trustee of the bankrupt company T-Platforms, which was previously engaged in the development of supercomputers, put up for auction[2] in the form of a public offer of intellectual property owned by the company. Seven lots with a total value of about 432 million rubles were put up for auction, almost all of them are the results of intellectual activity (RID) used in the development:

  • Exclusive right to the REED complex used in the development, production and operation of Blade Servers products (initial price - 89.1 million rubles);

  • Exclusive right to the REED complex used in the development, production and operation of Motherboards products (initial price - 41.4 million rubles);

  • Exclusive rights to the REED complex used in the development, production and operation of Microprocessors products (initial price - 59.4 million rubles);

  • Exclusive right to the REED complex used in the development, production and operation of Laptops products (initial price - 116.1 million rubles);

  • Exclusive right to the REED complex used in the development, production and operation of the "Workstations" products (initial price - 16.2 million rubles);

  • Exclusive right to the REED complex used in the development, production and operation of Cervera products (initial price - 85.5 million rubles);

  • One share of T-Services JSC (starting price - 24.3 million rubles).

Applications from potential buyers are accepted from December 7, 2023 to January 31, 2024. In the absence of applications, the initial price for each lot will decrease every 5 calendar days by 7%.

In August 2023, the same lots, as well as 3.46 million shares of Baikal Electronics (with an initial price of 2.1 million rubles), were already put up for bankruptcy auction, while their total cost was 486 million rubles. However, there were no buyers for intellectual property and one T-Services share then. At the same time, the Consensus company then bought out 3.46 million shares of Baikal Electronics at the end of the auction for about 9.2 million rubles from T-Platforms.

2022

The court declared bankrupt T-Platforms

On October 3, 2022, it became known that T-Platforms was declared bankrupt. The corresponding ruling was made by the Arbitration Court of the city of Moscow. He also decided to introduce bankruptcy proceedings for a period of six months against a Russian computer manufacturer.

According to TASS, the court approved the bankruptcy trustee of the debtor of the arbitration trustee Sergei Kononov and instructed him to submit to the arbitration court a reasonable documentary report on his activities in advance of the deadline for bankruptcy proceedings. The court hearing on the consideration of the bankruptcy trustee's report is scheduled for March 28, 2023, specified in the definition referred to by the agency.

The court declared bankrupt T-Platforms

According to Interfax, referring to the responses received from the registration authorities, the debtor company "T-Platforms" does not have property sufficient to pay off creditors' claims, it is impossible to restore solvency, signs of deliberate and (or) fictitious bankruptcy have not been identified. At the first meeting of creditors on September 16, a decision was made to appeal to the arbitration court with a petition to declare the debtor (bankrupt).

Earlier, the Moscow Arbitration Court on December 14, 2021 recognized as justified the application of Ramek-VS JSC for the bankruptcy of T-Platforms JSC. The court introduced a monitoring procedure against the debtor and included 112.1 million rubles of debt to the applicant in the register of creditors.

The Moscow Arbitration Court on September 9, 2022, according to its own general director, Vsevolod Opanasenko, declared the businessman insolvent (bankrupt) and introduced a procedure for the sale of property against him. Opanasenko was convicted in a criminal case on the supply of computers to the Ministry of Internal Affairs in the amount of more than 357 million rubles.[3]

US sanctions

At the end of March 2022, the US Treasury Department announced the imposition of sanctions against the Russian technology sector. In particular, restrictions are imposed on the chip manufacturer Micron, the Research Institute Vector (conducts research and produces equipment in the field of radio engineering and radio electronics, fulfills orders from federal ministries and departments, the Academy of Sciences, universities), as well as the developer of supercomputers "T-Platforms." 2021

Payment of 3.3 billion rubles to the Ministry of Industry and Trade

On December 15, 2021, the Moscow Arbitration Court ruled that T-Platforms would have to pay about 3.3 billion rubles at the suit of the Ministry of Industry and Trade. This amount includes 2.76 billion rubles of subsidies that the manufacturer of supercomputers will have to return to the department, as well as 500 million rubles of penalties. In addition, the company will have to pay 200 thousand rubles in the form of state duty.

"T-Platforms" at the time of receipt of state subsidies controlled the developer of domestic processors "Baikal Electronics." A significant part of the amount that the court ordered to return to the Ministry of Industry and Trade is the subsidies that the company received for the production of processors and products based on them. The chips were supposed to be ready back in 2019, but T-Platforms did not fulfill the terms of the contract.

The Ministry of Industry and Trade sued 3.3 billion rubles from T-Platforms

Subsidies were allocated for the development and production of:

  • "Lines of servers in the blade form factor for high-performance computing and data centers based on x86 processors and domestic processors of the Baikal family" - a subsidy of 437 million rubles with a total project cost of 1.3 billion rubles;
  • "Lines of workstations based on x86 processors and domestic processors of the Baikal family" - a subsidy of 644 million rubles with a total project cost of 1.81 billion rubles;
  • "Lines of workstations in the" laptop "form factor based on x86 processors and domestic processors in protected version" - a subsidy of 450 million rubles with a total project cost of 1.1 billion rubles;
  • "Lines of rack servers based on x86 processors and domestic processors of the Baikal family" - a subsidy of 660 million rubles with a total project cost of 1.54 billion rubles;
  • "Lines of laptops based on domestic processors of the Baikal family" - a subsidy of 480 million rubles with a total project cost of 1 billion rubles;
  • "Lines of hybrid L2/L3 switches with support for SDN technologists based on domestic processors of the Baikal family" - a subsidy of 403 million rubles, with a total project cost of 1.03 billion rubles[4]

Lawsuit for 2.7 billion rubles from the Ministry of Industry and Trade

On October 18, 2021, it became known that the Ministry of Industry and Trade filed a lawsuit against T-Platforms with claims for 2.7 billion rubles. We are talking about the return of subsidies that the company received in 2016 for the development of electronics.

Kommersant wrote about the trial. As the representative of the Ministry of Industry and Trade explained to the newspaper, the lawsuit against T-Platforms was filed due to the fact that the company did not fulfill its obligations under the subsidies provided and now must return to the state. According to a former employee of the company contacted by the publication, funds were issued for the development of workstations, monoblocks, servers, laptops in a regular and secure form. The work was proceeding at a normal pace, but after the arrest of the founder Vsevolod Opanasenko (by mid-October 2021 he is under house arrest), "the team fled," he said.

Kommersant cites data from the SPARK-Interfax system, according to which on October 13, 2016, the Ministry of Industry and Trade approved six subsidies to T-Platforms for scientific and technical developments in the field of radio electronics.

According to the lawyer Forward Legal Lyudmila Lukyanova, T-Platforms can achieve a refusal in the claim of the Ministry of Industry and Trade if they prove that the subsidies were implemented in accordance with the contract or that the failure to fulfill obligations was caused by objective reasons. At the same time, the lawyer explained that personnel problems are not valid reasons for non-fulfillment of contractual obligations, "as a rule, such reasons include delay and other non-fulfillment of the counterparty's obligations, force majeure, other circumstances that the violating party to the contract could not overcome, although it made attempts."

Lawyers interviewed by the newspaper believe that the Ministry of Industry and Trade can bring to subsidiary liability beneficiaries or the head of the company, which at the time of receiving subsidies was Opanasenko.[5]

2020: Back to Market

2019

Discussion of the possibility of the company coming under state control

On December 25, 2019, it became known about the plans of the Government of the Russian Federation to transfer T-platforms under state control. As a representative of the company told Vedomosti, one of the options is to transfer a 100 percent share to VEB's subsidiary, NM-tech. By the end of September 2019, VEB owned 25% of T-platforms.

T-platforms, VEB and the Ministry of Industry and Trade told the publication that several scenarios for supporting the IT company are being considered, but final decisions have not yet been made. The meeting on the fate of the T-platforms was held on December 23, 2019 in the government.

The Government of the Russian Federation intends to transfer the "T-platforms" under the control of the state

As an alternative, direct monetary additional financing of T-platforms is being discussed - due to the arrest of the main owner, the company cannot attract a loan, the representative of the main co-owner (75%) of the company Vsevolod Opanasenko told the newspaper. VEB could carry out additional capitalization as a co-owner, but the company did not receive any proposals from VEB, he said, adding that VEB also offered the transfer of the NM-tech asset.

As for NM-Tech, this organization in the form of LLC was registered in Zelenograd on May 7, 2019. An interesting point - its general director is Aleksei Sokolov, who led the Zelenograd enterprise Angstrem-T at the time of the organization's bankruptcy. 

Vedomosti, citing a federal official, writes that in early December 2019, in addition to VEB, the government discussed the option of transferring T-platforms under the control of one of the FSUEs subordinate to the Ministry of Industry and Trade. This option is no longer relevant - the parties could not agree on the conditions, said the representative of Opanasenko.

According to him, the fate of T-platforms became the subject of discussion in the government due to the fact that the company has unique technologies, some of which were created thanks to subsidies from the T-Platforms of Industry and Trade.[7]

Mass layoffs

As it became known to CNews, the supercomputer company "T-Platforms" against the background of its numerous problems with government agencies was unable to keep the working team. The mass exodus of editorial staff was confirmed by two sources on the market. One of them estimated the scale of recent layoffs at 80% of the original state size "or more" of the[8].

At the same time, the average number of employees of the company in 2018, according to the reports submitted by it to the Federal Tax Service, was 156 people.

The poor situation in the organization is indirectly confirmed by the fact that its corporate website was disabled. In particular, on December 18, 2019, visitors to the resource were greeted by the announcement "Attention! Your account has been disabled by your server administrator. Technical explanations indicate that such an inscription usually appears when the hosting provider ceases to serve the site for non-payment of the service.

The press service of T-platforms described the situation with the exodus of employees to CNews evasively. "In connection with the arrest of the main shareholder and general director of the T-Platforms group of companies Vsevolod Opanasenko, as well as due to the lack of supporting measures from the second shareholder of the company, ВЭБ.РФ wage delays were observed in T-platforms. As a result, some of the employees quit, - says the message of the organization. "Management has taken all measures to ensure mutual settlements with employees." The company did not respond to a clarifying question from CNews about the extent of these layoffs within two working days.

The "T-platforms" were searched. Documents are seized

The office of the Russian company "T-platforms" is being searched with the seizure of documents. This was reported on December 16, 2019 by the TASS news agency, citing an unnamed law enforcement source[9].

The investigators conducting the search are interested not only in the company's documentation, but also in information stored on the computers used in the company. What exactly they are looking for was not known at the time of publication of the material, but the TASS source clarified that a total of six employees of the tax inspectorate and the Main Directorate of Economic Security and Anti-Corruption (GUEBiPK) of the Ministry of Internal Affairs of Russia (Ministry of Internal Affairs) take part in the search.

According to Forbes, referring to a source close to the T-platforms, the company was aware of the impending search in the company's office. According to him, on the morning of last Friday, December 13, 2019, the company received a call from tax number 36 and announced the upcoming event.

However, the one who called did not provide entirely reliable information. A Forbes source claims that the caller warned about the participation in the search of exclusively tax officers, and even clarified that there would be exactly two of them.

The informant from the tax office did not say anything about the employees of the Ministry of Internal Affairs. "They seize all our documents and internal servers," the Forbes source added, confirming the words of the TASS interlocutor.

FTS decided to bankrupt T-platforms

As CNews found out, the supercomputer company of the arrested Vsevolod Opanasenko "T-platforms," which acts as the parent organization in relation to the developer of domestic processors "Baikal" - the company "Baikal Electronics" - risks becoming bankrupt[10]

In particular, the Inspectorate of the Federal Tax Service (FTS) No. 36 in Moscow filed a lawsuit to declare it financially insolvent on August 28, 2019 . Half a month later, on September 16, the court accepted a statement declaring the debtor bankrupt for production. The next hearing on the case is scheduled for November 25, 2019.

In addition, recently, two commercial companies have announced their intention to go to court with similar claims. Information about this is available in the federal register of legally significant information. So, on June 4, 2019, a message appeared on it from Megratek JSC, to which T-platforms owed a court decision of April 2, 2019. Judging by the base of arbitration courts, T-platforms tried to appeal this decision, but to no avail. The company needs to pay debts and interest to the creditor in the amount of 20.2 million rubles.

A similar message on August 14, 2019 came from AMDtechnologii LLC. From its text, it can be concluded that T-platforms not only have debt to this organization, but also have "signs of bankruptcy."

What kind of signs of insolvency of "T-platforms" could be taken into account, we will consider below. As for debts, in the future bankruptcy claim, an amount of 7.6 million rubles will appear, although an analysis of the base of arbitration courts shows that from November 2019 to February 2019, Amdtekhnologii went to court with seven claims against T-platforms, following which the defendant must pay the plaintiff about 110 million rubles.

2017

FAS found T-Platforms and Aquarius guilty of cartel

In November 2017, the FAS found T-Platforms and Aquarius guilty of a cartel conspiracy[11]. The department opened a case against companies on suspicion of a cartel in August. T-Platforms and Aquarius entered into and participated in an agreement that led to maintaining the price at an electronic auction for the supply of equipment for a supercomputer computing complex for the Kurchatov Institute in 2014, the FAS concluded, having studied the case materials. 2014: Russian officials convince US to lift sanctions on T-Platforms

The Russian company T-Platforms, as well as its subsidiaries in Germany and Taiwan, were excluded from the list of organizations and persons acting contrary to national security and foreign policy interests of the United States (Entity List). The company was included in this list in March 2013 on suspicion of activities related to the development of supercomputers for military purposes and nuclear research[12]

In accordance with the Export Administration Regulations, being included in this list turned into "T-Platforms" severe restrictions on the export and re-export of any goods and products manufactured in the USA or using American technologies in other countries of the world. To export or re-export, the company was required to obtain licenses from the Bureau of Industry and Security of the United States Department of Commerce.

Representatives of T-Platforms reported that suppliers of high-tech products, in fact, were simply banned from selling certain types of products and components of American origin, as well as goods manufactured using American intellectual property. Given that the company builds its supercomputers on the basis of Intel and AMD processors, this limitation was a serious test.

The company also notes that the presence of T-Plaforma in the Entity List in practice was interpreted by many manufacturers as a complete ban on the sale of a variety of products, often not at all subject to US export control.

2013

The reaction of the Russian authorities

On April 30, 2013 , Vladimir Putin held a meeting of the Presidential Council on Science and Education. During it, the head of the Ministry of Economic Development Andrei Belousov reported that the United States attributed the Russian developer of supercomputers "T-Platforms" to the list of companies threatening the interests of the country's national security.

T-Platforms were very actively promoted to Europe, to Germany, they had a number of contracts, including with the Planck Institute. I must say that in Europe there is such a tough competitive environment, and T-Platforms have entered into tough competition with both Chinese companies and American ones, Belousov said. - The end of this case was that the US State Department decided that T-Platforms were included in the list of companies that threaten US national interests. This entails a number of restrictions, including restrictions on the development of this company in Europe. "

The head of the Ministry of Economic Development added that now the Ministry of Foreign Affairs and its department are taking "a number of steps" to correct this situation. According to Belousov, it represents "the brightest example of unfair competition."

Putin agreed with this assessment of the situation: "absolutely, it is, the use of political levers for unfair competition," he concluded.

"Well, we must also work with our European partners: they are independent people. They claim to work with us in certain areas, and even ask us about it, but behave as absolutely dependent, unable to make independent decisions, so what, it turns out?, Putin continued. "But we'll talk more about it."

"T-Platforms" hit the list of enemies of the United States

The US authorities have included the Russian manufacturer, supercomputers T-Platforms as well as its subsidiaries located Germany in and in Taiwan, in the list of legal entities subject to restrictions on the supply of high-tech products in accordance with Export USA Administration Regulation.

This follows from a document dated March 8, 2013, which was reviewed by TAdviser, issued by the Bureau of Industry and Security, subordinate to the US Department of Industry.

For the supply of products, organizations included in the export "black list" require additional licenses from the Bureau of Industry and Security, the ministry said in a document. It also indicates that licenses for deliveries to T-Platforms and its subsidiaries will need to be obtained for all types of products, the export of which falls under the rules, and the "presumption of refusal" will apply to the request for licenses.

Export regulations, among other things, include electronic components, including processors with a capacity of more than 5 GFlops, and software manufactured in the United States, as well as products manufactured using these components in the United States or in any other country.

The export "black list" of the United States, as a rule, includes companies and persons whose actions, according to the American authorities, cause or can harm the security of the country.

"There is reason to believe that" T-Platforms are related to military supplies, including the development of computer systems for end users in the defense sector and for nuclear research. The same applies to its structures in Germany and Taiwan, the document explains. "Such activity is contrary to US national security, international policy interests and entails a high risk of violation of export regulation rules."

The Bureau of Industry and Safety document also notes that in many automated US export systems, T-Platforms are considered the final consignee of dual-use products, the supply of which is regulated for national security, but are shipped to this vendor without the necessary licenses.

The company itself declined to comment on being included in the export "black list."

The decision to blacklist organizations or remove them from it is made by a council consisting of representatives from the US Department of State, the Department of Industry, the Department power engineering specialists and, "if necessary," the Department of the Treasury.

It is worth noting that in addition to T-Platforms, this list already includes over a hundred Russian legal entities and individuals, including electronics manufacturers and distributors.

2012

Completion of the sale of 25% of VEB

In April 2012, T-Platforms announced the completion of a transaction to acquire a 25% stake in the company by the state corporation Bank for Development and Foreign Economic Activity (Vnesheconombank). The amount of the transaction was not disclosed. As TAdviser explained in the company, the remaining 75% of the shares are mostly owned by the general director of T-Platforms 'Vsevolod Opanasenko.

Vnesheconombank's investments will be aimed at creating new HPC technologies and exporting them to the international market. In particular, funding will be continued for the development of a promising system with an integrated liquid cooling system, as well as for the further development of the Clustrx computer cluster monitoring and management software complex. Today, promising research is underway aimed at developing a technological base for new generation computing systems.

At the same time, the company plans to develop a portfolio of specialized services in the field of high-performance computing. It includes services for the design and construction of scalable data centers and storage systems, as well as a set of services for engineering modeling and parallelizing computing. In the future, this service portfolio will expand in accordance with market requirements, and the company will increase its expertise in their implementation. Also, T-Platforms plans to invest in the development of its own design center for the design of multilayer printed circuit boards and the re-equipment of test laboratories operating in Moscow and Taiwan.

The company will also pay special attention to the creation and further development of infrastructure in Europe, which allows you to successfully compete with global software and hardware developers in local markets. In particular, T-Platforms invests in the creation of an infrastructure that ensures the implementation and maintenance of the company's solutions, as well as strengthen its position in the European market by developing cooperation with leading supercomputing communities: PROSPECT, EOFS, HOPSA, etc.

Own Production Program

For 2012, T-Platforms see their added value in creating configurations that most closely meet the needs of consumers, for which server boards and cases of their own design are intended. The company believes that two types of solutions are in greatest demand - beginners prefer a small, pre-configured parallel computer, ready to work from the moment it is turned on, like a PC, and more sophisticated ones choose modular options that allow you to assemble the system "for the task." Two products became the basis of the production program of T-Platforms. The first is computers for T-Mini P workgroups in compact cases, their weight is about 100 kg, they are built on x86 and Nvidia processors, the expansion limit is 16 nodes. The basis of the second is the autonomous chassis V5000 System Enclosure with its own control, power supply and cooling systems. The customer has the right to choose the preferred interconnect system and the desired set of computing modules.

2011

As follows from the documentation of the Ministry of Education and Science, the platform will be made in the form of a 2.4-meter-high cabinet, into which servers based on Intel Sandy Bridge processors will be inserted - up to 288 computing nodes. The system shall provide the ability to install servers with a total number of processors up to 576 pieces and provide a performance of at least 100 Tflops. Now the company supplies blade servers in a chassis with a height of 5U and 7U.

CNews was told about the beginning of the development of a water-cooled cabinet "T-Platforms" in May 2011. According to company representatives, the creation of such a system will take two years and about $10 million. It is planned to bring the solution to the market in 2013[13].

  • On December 13, 2011, T-Platforms confirmed the compliance of the enterprise's quality management system (QMS) with the requirements of the international standard ISO 9001:2008. The certificate confirms the global quality standards of the company's work throughout the production chain: from design to delivery and installation of systems with customers. The supervisory audit was carried out by leading specialists of one of the leaders in the field of certification services VNIINMASH (OSSK MASH). As part of the audit, an analysis of the compliance of the processes of design, production, development, installation, configuration and maintenance of servers and high-performance computing complexes with the requirements of international standards in the field of quality was carried out. The audit showed that the QMS implemented at T-Platforms meets international and Russian standards ISO 9001:2008. Among the strengths of T-Platforms QMS were: the professionalism of management and specialists of all divisions of the company, the development of the internal communications process, as well as a high level of implemented technologies and service standards. A certified quality management system provides advantages when participating in tenders organized by state and commercial enterprises in almost all areas of activity. In addition, compliance with the company's QMS standard ISO 9001:2008 is necessary for obtaining a state, military or any other order funded from the federal or city budget. By decision of the European Union Commission, ISO 9000 certification has become a mandatory requirement for exporting enterprises since 1996. In general, the certification of quality management processes contributed to improving the efficiency of the quality management system in the company.

Revenue reduction by 27% to RUB 1.34 bln, profit RUB 39.8 mln

The company's revenue decreased by 27.6% - from 1.85 billion rubles. in 2009 to 1.34 billion rubles. Net profit fell by more than 60% - from 107 million rubles. up to 39.8 million rubles. The cost of production decreased by 33.3%.

At the same time, the company's accounts payable increased - from 1.065 billion rubles. up to 1.156 billion rubles. The vast majority of this amount of T-Platforms is owed to suppliers and contractors. Previously, a similar debt in T-Platforms was explained by the "features of the company's business cycle," implying that suppliers issue commodity loans, and money from customers arrives at the end of the 4th quarter. At the same time, the payment of commodity loans takes place in the 1st quarter of next year, explained in the "T-Platforms."

The liquidity ratio at the end of 2010 was 1.09 at a rate of 2 or higher. As the auditors note in the report, such an indicator means that "the organization is not sufficiently provided with working capital for conducting business and timely repayment of urgent obligations."

A significant part of T-Services' revenues in 2010 was brought by Rusnano's Project on the Formation of the Supercomputer Computing Market in the Nanoindustry and Other Sectors of the Economy, in which the company acts as a contractor. As part of this project, the nanocorporation provides co-financing to industrial enterprises that need to carry out calculations on a supercomputer, but which do not have computing systems or sufficient expertise to do this on their own. In this case, the task is transmitted to the "T-Services," which solve it using their resources.

T-Massive Computing in 2010 brought in revenue mainly from the sales and installation of the Clustrx supercomputer OS of its own design. As for T-Design, this company earned mainly through the implementation of OCD and R&D under state contracts within the framework of the federal target program for the development of the electronic component base and radio electronics 2008-2015. In 2010, it was generally provided for financing from the state budget in the amount of about 7.5 billion rubles. For 2011, an amount of 13 billion rubles is provided.

Creation of the largest supercomputer in the CIS "Lomonosov" 414 Tflops

The company became the creator of the Lomonosov supercomputer with a capacity of 414 Tflops, installed at Moscow State University. M.V. Lomonosov. In October 2010, this machine topped the ranking of the Top 50 most powerful computers in the CIS and took 13th place in the list of the Top 500 most powerful supercomputers in the world. VEB decides to enter the capital of T-Platforms

On October 1, 2010, the Supervisory Board of Vnesheconombank (VEB) decided to enter the capital of T-Platforms. Based on the previous practice of such investments by VEB, the bank must acquire a blocking stake in T-Platforms. According to the memorandum on VEB's financial policy, the minimum amount of funds invested in the authorized capital of the project cannot be less than 1 billion rubles. The funds will be used to develop design centers in Russia, Taiwan and Western Europe, designed to develop electronic components and architecture of future Russian supercomputers, as well as to promote the company's supercomputers abroad.

The application submitted by T-Platforms to VEB is called "Development and export to the international market of innovative Russian supercomputer technologies and services." Volodymyr Dmitriyev, head of VEB, noted that the bank is part of the company's capital, referring to a clear strategy for exiting capital. According to him, the investment will allow T-Platforms to deploy serious production in Russia and strengthen its position abroad.

The funds received will be used to develop design centers in Russia, Taiwan and Western Europe, designed to develop electronic components and architecture of future Russian supercomputers, as well as to promote the company's supercomputers abroad, CNews told T-Platforms. Recall that in May the company has already announced the opening of the first representative office outside the CIS - in Germany - and entering the European market. The amount of investment for these purposes, according to the source CNews, was in the amount of "reasonable millions of dollars."

Direct support states will enable the company to take a place in the top five leaders of the global supercomputer market, said Vsevolod Opanasenko, General Director of T-Platforms. "Thanks to the participation of Vnesheconombank in our project, we are able to radically increase investments in our own developments, which will allow us to concentrate on creating technologies that will determine the development of the industry in 3-5 years," he adds.

Vnesheconombank supports investment projects that are priority for economic development, but do not receive the necessary resources from the private sector. Supercomputer technologies are also a priority. Speaking at a meeting of the VEB Council, Prime Minister Vladimir Putin noted that supercomputers can be in demand in a number of industries, in particular, power and space.

Opening an office in Germany

In 2010, the company announced the opening of an office in Germany, as well as plans to enter the US market, where T-Platforms have already registered a legal entity. In the American market, the company relies primarily on customers for whom the effectiveness of specific applications on the system and the innovation of the solution are important, and the manufacturer is of secondary importance.

2009

At the end of 2009, the government amended Vnesheconombank's financial policy memorandum to allow the bank to invest in strategic computer technologies, software and information and communication systems. Previously, VEB's priorities were aircraft engineering, rocket and space complex, shipbuilding, electronics industry, nuclear industry, transport, special and energy engineering, metallurgy, woodworking industry, defense industry and agro-industrial complex.
