OSRV Real-time operating system

The crucial element of the system software providing functioning of the application software and interaction with the equipment of the computing system in real time.

Normative regulation regarding software

  • By requirements of Federal law No. 188-FZ of 6/29/2015 and Governments of the Russian Federation resolution No. 1236 of 11/16/2015 it is forbidden the admission of the software coming from the foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs, and on Ministry of Telecom and Mass Communications Russia maintaining the unified register of the Russian computer programs is assigned.
  • The expert advice according to the software at the Ministry of Telecom and Mass Communications makes the decision on failure in inclusion in the register of software and prevention of use of the software which is based on software products of a foreign origin (Protocol No. 467 of the ave. of 11/12/18).
  • The meeting of NTS Russian Federation Military Industrial Complex which took place 3/5/2019 noted that application of software coming from the foreign states in especially responsible systems and complexes, including in samples VIVT, contradicts current laws, and recommended to MO Russian Federation to toughen control for the purpose of prevention of application of software based on a foreign program code.

Requirements for data protection

  • The modern requirements for data protection imposed to aviation complexes require certification of all software processing the protected data, including operating systems, regarding lack of not declared opportunities according to provisions of Order No. 058 MO of the Russian Federation 1996.
  • Requirements to certification as an information security product are in addition imposed to RV OS (the regulating document of the security requirement of information to operating systems and family of profiles of protection of IT. OS.Bx developed by FSTEC of Russia)

  • In the Russian Federation there are practically no domestic commercially available or freely distributed operating systems intended for application in the responsible built-in computing systems.
  • The available solutions, as a rule, are the proprietary products of the companies which are applied or within one enterprise (EOS Group, RealMK‒32), or within one architecture (Baguette RV OS 2.0/3.0/4.0 functioning on processor modules of development of SRISA of RAS (Divisional commander family))
  • The solutions which are initially created for broad application generally are in a development status within ROC or research (JetOS, MOSOP/Striks).

  • In view of absence of available domestic OSRV, prior to the known events, in products VVST import OSRV were widely used, and after imposition of sanctions it was required to look for ways on an exit from current situation.
  • Striking example – SVD ZOSRV of the Neutrino and Neytrino-E (SVD Vstraivayemye sistemy LLC) which are "clone" of OSRV "QNX Neutrino" of the Canadian development.
  • There is no confirmation that data of OSRV can be used without restrictions and the QSS company has no right to prohibit their use, including because of sanctions policy.
  • Domestic tools for development of application programs for Neytrino-E OS are absent. Development (except for the compiler, deliverable JSC MCST) and debugging of software should be performed using the QNX Momentics complex. These tools are exclusive property of the Canadian company QSS, are delivered in closed form (without source codes).
  • Requests of SVD Vstraivayemye sistemy LLC for inclusion of OSRV "Neutrino" in the register of domestic software were twice rejected (orders of the Ministry of digital development, communication and mass communications No. 664 of 11/30/2018 and No. 167 of 4/14/2019).


Comparison of the main OSRV

  • The question of import substitution of the software key component of the built-in systems cannot be considered solved.
  • Most the enterprises of the industry have no opportunity to develop OSRV, or similar development is not for them
  • reasonable.
  • Formation of a line of the protected operating systems available to use by "third-party" developers and corresponding to the operating regulatory restrictions and relevant calls of time is required:
    • Extralight OSRV for microcontrollers and radiation resistant CPUs (class FreeRTOS, ROC "Miniature")
    • Lightweight OSRV without memory protection (class Baguette 2.0)
    • Full-function OSRV with resource sharing (class Baguette 3.0/4.0, Bagros-4000)
