MCRBN is ready to select 120 million rub for outsourcing of maintenance of network

Transfer of service of a part of MCRBN network on outsourcing will begin with trial quarter for which the contractor will receive 3 million rubles. If the experiment is successful, then is ready to pay 120 million rubles for annual service of all wired network of broadcasting of MCRBN.

Since August 1, 2011. The Moscow City Broadcasting Network (MCBN) will transfer a maintenance and repair of the network of wire broadcasting in the Eastern Administrative District (EAD) of the city to outsourcing. The enterprise is ready to pay 3 million rubles for the three-months contract till October 31, 2011 and on June 15 will publish the tender documentation.

This first stage of transfer on outsourcing to MCRBN is called experimental. The enterprise reserves condition monitoring of network and remote control the equipment. If in MCRBN decide that experience of three months of an experiment was successful, then the company will hold the tender for outsourcing of works on service of network already in 10 districts of Moscow. And in this case the speech already goes about 120 million rubles annually.

Transfer on outsourcing to the companies is coordinated to digitalization of the network. Let's remind that in October, 2010 MCRBN for this purpose signed the agreement of 476 million rubles with Gazprombank leasing on supply of equipment of St. Petersburg "Teleks". "Digitalization of a management system and control of network is the priority direction of development of MCRBN, - the representative of the company Alesya Mamchur told CNews.

The equipment of sound broadcasting "Otzvuk-R" first of all is installed in the Eastern Administrative District of Moscow. "Digitalization of this district will be finished by August 1, i.e. just to start date of an experiment, - say in MCRBN. - We are going to complete digitalization of all network across Moscow by the end of 2011"

Except digitalization of a management system and monitoring the company was engaged in construction of network of broadband access (broadband access). "In 2011 we are going to construct 230 km. communication fiber lines (CFL)", - Mamchur says. - The agreement of outsourcing will provide release of specialists from routine maintenance and will allow to continue strategic development of network.".

In MCRBN we do not expect significant economy, but one of selection terms of the contractor is the price. "The success of an experiment will be defined, first of all, proceeding from terms of reaction and elimination of accidents (at the moment 24 working hours), - Mamchur adds. - Preliminary consultations with the large construction organizations in the communications industry are now conducted".

Potential contractors call actions of MCRBN reasonable. "The modern equipment installed for digitalization requires training of service staff, - the director of the department of telecommunications of Verysell projects company Mikhail Bagayev considers. - The main prize of MCRBN can consist that it will transfer costs for it to the servicing outsourcer. On initial stages of the project the contractor at best will manage to pay back own costs, but when signing long-term agreements the specified amounts are interesting. We are going to take part in tender".

Total length of lines of wire broadcasting of MCRBN is 7 thousand km. About 400 station objects, i.e. master intensifying stations, block stations, sound transformer substations work at it. The main activities of MCRBN - the notification at emergencies, wire broadcasting, sound amplification on mass actions, for example on Victory Day parade at Red Square.
