The electronic archive of geological information will begin to be used in the Ministry of environmental management and ecology of the Republic of Bashkortostan

The ministry of environmental management and ecology of the Republic of Bashkortostan begins to render public service in electronic form on providing geological information. In 2011 the Ministry selected 3.8 million rubles for input in commercial operation of upgraded version of the "Electronic Archive of Geological Information" software and hardware complex. It will allow to implement requirements of the law "About a Subsoil" canceling a payment for use of geological information since January 1, 2011. A contractor under the public contract is Electronic Archive Ltd.

Since January 1, 2011 new rules of providing geological information took effect. Now, according to the legislation, such information is provided by the state organizations free of charge. At once it is necessary to make a reservation that it concerns only materials of open access. They were provided also earlier by state agencies to subsoil users, but for a certain payment. The amount of receipts across Russia was about 100 million rubles and was insignificant on the general background. For comparison: single sales proceeds of licenses to use of a subsoil, for example, only last year made about 41 billion rubles. On the other hand, canceling of a payment will allow to involve a number of the small organizations and individuals (gold prospectors) in development of fields.

From the point of view of state body of executive power, performance of the law "About a Subsoil" regarding providing geological information is actually rendering public service. And as now services begin to be provided in electronic form more and more, the task passes into information technology field.

As a rule, geological information in which subsoil users are interested contains in geological reports which are in turn stored in geological funds. And began work on the translation of geological reports in an electronic form with one of the first in the country Bashkir republican geological fund of the Ministry of environmental management and ecology of the Republic of Bashkortostan.

Here what about it speaks (The minister, the deputy minister, the director of fund, Zaitov or any of Ufa): "Our ministry raised this question in 2004, and in the following, 2005 the modern equipment for digitization and storage in electronic form of geological reports was purchased and installed. Because of crisis of 2008 of work were conducted, of course, not so intensively, but considerable attention was always paid to them. And the subject of electronic archive of geological information was under control of the management of the ministry. This year we started commercial operation of already updated hardware and software system "Electronic Archive of Geological Information" based on special software ELAR-Saperion. Now 183 reports with a total amount about 80,000 pages of the text and graphic information will be available. All this information of an indeksirovan on 15 key values is also completely compatible to an information system of the Russian Federal geological fund. In line continuation of works on transfer to a digital form of geological reports, and also minutes of meetings of the commissions on stocks of different level and stock balances of minerals. All these materials will be in open access, as well as requires the Law".

It should be noted that Bashkortostan pays considerable attention to automation of information area. It is promoted not least by support of the President of the Republic - Rustam Hamitov who implemented electronic archive still being the Head of Federal Agency for Water Resources.
