The DILEMMA company completed the first stage of large-scale system implementation of electronic document management "MATTER" in Legislative Assembly of Kamchatka Krai.

For the purpose of increase in efficiency, achievement of qualitatively new level of efficiency of work with documents and gain of control of performing discipline in Legislative Assembly of Kamchatka Krai the electronic document management system is implemented and "PUT" interaction managements. "The main objective – to provide an opportunity for work of legislature with documents in electronic form, and providing an opportunity to deputies to work with documents even if they are in the most remote corners of Kamchatka Krai", – the chief of staff of Legislative Assembly of Kamchatka Krai Victor Morozov told.

Solution

At the first stage the decision - to construct a single system of accounting and control of document flow, to provide the movement of documents in the device, to accustom employees of the device to work in new conditions is made. One of the main difficulties in the course of implementation – overcoming the psychological barrier arising at employees upon transition to electronic document management.

"Our employees at document flow system implementation at the customer always try to help to break this barrier. A task of Legislative assembly of Kamchatka Krai, as well as other authorities – to create legislative documents. Practically all employees of the device participate in this process, and for many years they already had a technology in "production" of documents, and upon transition to work with electronic documents they should change it. I think that employees of the device upon transition to a single system of document flow have a stress which is similar to a stress at the person at job change", – Yury Kosobrinov, the director of the department of electronic document management systems of DILEMMA company told.
