Prerequisites of the Project

JSC Salavatsteklo takes the leading positions in the glass industry of Russia and is the modern dynamically developing enterprise at which investment programs are directed to modernization and implementation of new technologies, constantly there is a work on quality improvement and expansion of the range of products.

The personnel structure of the enterprise totals about 3000 people among whom number of staff, connected with payroll, is 70 people

The material factor was and remains one of the strongest methods of motivation of employees. Therefore most the companies have the branched schemes of stimulation of personnel requiring difficult payrolls, a significant amount of different types of charges and deduction.

The modern legislation, legal space, labor market and in general all environment of business activities of the enterprises impose a tough framework for terms and correctness of settlings with personnel. Also the legislation changes constantly and specified that should be reflected without delay in calculations.

Employees always should get paid in time, the taxes which are not listed at the scheduled time can lead to a considerable penalty fee and penalties. The reporting used as in the organization, and provided to the external organizations also has huge value.

It is obvious that the quality and functionality of the used software product for automation of payroll has huge value.

Software module "Lexema. Personnel records" completely universal product which flexibly changes according to requirements of the enterprise and the legislation.

In 2010 module "Lexema. Personnel management and payroll calculation" it was implemented at the JSC Salavatsteklo enterprise.

Project Progress

At the time of the beginning of implementation personnel records were carried out in the program which was not updated within several years that as a result led to complete lag from requirements of the legislation. As at the enterprise products Lexema for automation of other spheres of business activities were already used, the management of the enterprise made the decision on implementation of the module "Lexema. Personnel management and payroll calculation".

Circle of the tasks set for developers timely calculation and salary payment included the organization of the flexible automated process of accounting of personnel and the staff list at the enterprise, automation of maintaining sheets and orders for employees and also.

For convenient setup and input of necessary data in a system the system of reference books was created: positions (the standard reference book of OKPDTR), the addresses (the standard reference book of KLADR), divisions (with a hierarchical structure), categories of workers, a tax income and deductions (the unified tax reference books).

For comfortable work with the staff list at the enterprise the mechanism of indexation of a scale of charges was implemented, and the opportunity of formation of the staff list for any date and regular arrangement is also given.

The system of orders allows to conduct the history of movement of the worker in the enterprise. Orders are standardized and grouped in types that accelerates process of their creation. In the program calculation of average number of workers and the general experience of the worker and also formation of necessary printed forms for conducting personnel records is conducted (T-1, T-5, T-6 forms for printing of orders, printing of a personal card of the worker of T-2, codes on persons liable for call-up). All registers in a system are for printing also available.

The separate important solved task is existence of the automated maintaining the sheet on the basis of planned working schedules (including replaceable diagrams). After formation of the sheet on the basis of diagrams data loading from orders of personnel records is made that almost completely excludes manual filling of the sheet.

The module of payroll allowed to keep account of a piece-work pay by means of maintaining dresses. Allowances from the staff list are automatically considered in dresses, and then and in payroll. According to the performed works the amount of a dress is distributed on workers depending on a worked time, KTU and price-work extra earnings. The job order system of dresses which automatically splits up postings on workers and orders when exporting postings to balance became big advantage.

Staff of JSC Salavatcteklo works constantly, in combination and under the agreement. Besides, quite often happens and so that the same employee works part-time in several structural divisions with different rates. In a system also this task was solved. "Lexema. Personnel management and payroll calculation" allows to perform payroll calculation on different categories of personnel.

In the program automatic calculation of a vacation pay, travelers, sheets of disability, decretive, benefits up to one and a half years, different surcharges and allowances (Ural, for harmful working conditions), surcharges (for example, for work at night or overtime), monthly and single awards was performed. The possibility of automatic calculation of material benefit and deduction of loans, alimony and amounts according to writs of execution is also implemented.

The mechanism of setup of algorithms of payroll calculation became separate distinctive feature of a system, this mechanism made a system really universal. There is a standard set of the necessary list of charges and deduction at the enterprise. Each of them is calculated by a formula which can be changed at any time in connection with change of the legislation or domestic policy of the enterprise. These changes can be performed by the staff of JSC Salavatcteklo that, in fact, and eliminates the main defect of the previous system operating at the enterprise.

The salary in a system is implemented in two main documents: "Payroll calculation and taxes" and "Interpretation of salary". "Interpretation of salary" allows to see a detailed picture by calculation of the received amounts where documents on the basis of which this or that charge or deduction is made are reflected. Besides, if the accountant for some reason wishes to introduce amendments in results of automatic calculation, then a system will help it and with it. In the document "Payroll Calculation and Taxes" all amounts from interpretation gather, and at a final stage of formation of the salary calculation of the PIT and insurance premiums is made. Payroll for all enterprise (about 3000 people) takes about 10-15 minutes.

For the analysis of the salary a broad set of reports is provided in the program: pay slips, codes in different cuts (according to cost accounts, divisions, orders, workers, contributions to funds). It is irreplaceable for the purposes of operational management of the enterprise and for settlings with tax authorities and off-budget funds.

Also entered a circle of the tasks solved by a system printing settlement and pay-sheets by types of payments, various references.

A system gives the chance of unloading of data in electronic form in the Client of Bank system, in the Taxpayer and The Personified Accounting programs.

Project Results

As a result of implementation by 2011 at the JSC Salavatcteklo enterprise the single system of personnel records and the salary allowing to conduct automatically history of each worker by means of the system of orders dynamically was created to create the staff list and regular arrangement at the enterprise. Process of maintaining the sheet and orders in a system many times reduced labor costs in comparison with the previous software product. Flexible configuration of salary allows to change any algorithm of payroll calculation according to new requirements of the legislation. The report and analytical forms implemented in a system simplify interaction with government institutions and also are irreplaceable in the analysis and planning of business activities at the enterprise.

Joint work of specialists EcoSoft and management of JSC Salavatsteklo allowed to implement successfully at the enterprises the modern managerial systems of the class ERP helping to control productive and financial activities of the enterprises and to make operational decisions on the basis of data of an information system.
