Fine - 332 million rubles for overpricing

On January 23, 2024, the Federal Antimonopoly Service (FAS) announced that Salavatsteklo Group of Companies, the largest glass manufacturer in Russia, was fined 332 million rubles. The group's enterprises were found guilty of abusing their dominant position in the Russian market.

We are talking about the companies of Saratovstroysteklo JSC and Salavatsteklo JSC, which are part of the named group. In 2022, the FAS saw violations of antimonopoly laws for these organizations. According to the case file, the group, which occupies a dominant position together with a number of other manufacturers, set a monopoly high price for sheet glass in 2021-2022. The analysis showed that the cost of these products increased by more than 80% with a slight change in cost. At the same time, the service did not establish any other economically justified growth factors during the consideration of antimonopoly cases.

GC "Salavatsteklo" fined 332 million rubles

As part of the administrative proceedings, a fine of 190.27 million rubles was imposed on Salavatsteklo JSC, and 141.75 million rubles were imposed on Saratovstroysteklo JSC. Thus, the total amount of penalties amounted to a little more than 332 million rubles.

The Ninth Arbitration Court of Appeal recognized the decision of the FAS as legal, as well as the courts of the other two instances. It is noted that even before the adoption of court decisions on the acts of the service, pursuant to the order of the company, they developed draft trade and sales policies aimed at increasing the transparency of pricing and interaction with counterparties.

According to the Salavatsteklo Group of Companies itself, as of January 2024, it operates in more than 20 countries of the world. The product range includes sheet and painted glass, architectural and coated glass, mirrors, glass containers, "liquid" glass, tempered building and automobile glass, double-glazed windows, etc.[1]
