Date of birth 5/16/1954. The higher education, in 1978 the Taganrog state radio engineering university graduated from "radio-electronic devices" majoring in. Qualification – the radio engineer.

• From 1977 to 1981 worked at an elective office – the secretary of Committee of the All-Union Leninist Young Communist League of the university,
• from 1981 to 1992 – the senior research associate, the senior teacher, the associate professor of the Taganrog state radio engineering university. Doctor of Engineering.

Actively was engaged in training of the top skills, scientific work. Was an executive in charge, the research supervisor of a number of the major works connected with development and deployment of new samples of the equipment and technologies, including for defense subject. Received the main scientific results in the development area of methods of automated design of flexible production systems and management of the complex technical systems. Actively participated in creation based on the Taganrog radio engineering institute of V.D. Kalmykov of the integrated structure – the Educational scientific-industrial complex which integrated scientific research institute, design office, pilot production and higher education institution. Is an honourable graduate of the university.

From 1992 to 2002 worked as the managing director of the Taganrog Branch, the Southern regional center, the board member of Petrovsky joint stock bank (St. Petersburg), was the chairman of the board of directors of a number of the enterprises of the industry.

Since 2002 worked as the Advisor to director general of the Russian Agency for Control Systems. In August, 2002 it was appointed the deputy CEO for restructuring, corporate development and management of Federal State Unitary Enterprise MNIIP, since January, 2003 – the First Deputy CEO of Federal State Unitary Enterprise MNIIP, since May, 2003 – the ACTING the CEO of Federal State Unitary Enterprise MNIIP.

Under its management actions (within Order of the Government of the Russian Federation No. 713 of 10/11/2001 about reforming of Defense industry complex of Russia) on creation based on the Moscow scientific research institute of instrument making of the integrated structure – Concern of radio engineering Vega are developed and performed.

In July, 2003 V.S. Willow it is appointed to the position of the CEO of JSC Vega Concern. Since December, 2004 combines positions of the CEO and the chief designer of JSC Vega Concern.

In April, 2005 V.S. Willow the joint order of the Minister of Defence of the Russian Federation and Minister of Industry and Energy of the Russian Federation it is appointed the Chief designer on systems and complexes of investigation, a patrol and management of aviation basing and complexes with unmanned aerial vehicles. In this quality V.S. Willow performs the coordination of work of the enterprises of the Russian defense industry complex directed to increase in efficiency of use of budgetary funds during creation of the unified, hi-tech means and the systems of investigation, a patrol and management for the benefit of the Ministry of Defence of the Russian Federation.

V.S. Verba is the Chairman of the board of directors of the enterprises of a radio-electronic complex of the Ministry of Industry and Trade of the Russian Federation. Is a part of Council of the chief and chief designers conducting scientists and specialists in the field of hi-tech sectors of economy at the Russian Prime Minister.

Professor managing basic department of the Moscow state institute of radio engineering, electronics and automatic equipment, the member of the Board of trustees of Southern Federal University. Author and coauthor more than 240 scientific works, including 5 monographs, 175 printing works, 9 textbooks and manuals, 27 patents for inventions and useful models.

It is awarded with an Order of the Badge of Honour, the signs "200 years to the Ministry of Defence of the Russian Federation", "50 years of the Military-industrial commission", "Honourable Radio Operator". The winner of an award of the Minister of the radio industry of the USSR V.D. Kalmykov, an award of Peter the Great among the defense enterprises of the country "For effective management of the enterprise and achievement of stable financial and economic indicators". The rank of the Honored worker of science of the Russian Federation is given.
