The Pingwin Software company submits the concept of automation of local government authorities Electronic municipality. In the document possibilities of use of the free software for solving of tasks of effective management of the region and providing electronic services to the population are shown. The concept Electronic municipality extends on the terms of the license Creative Commons.

For the first time in the Russian history, the document which can become defining for development of IT infrastructure of the cities and even the whole regions is developed by the domestic company and published for general use under the license Creative Commons Share Alike. It means that the Pingwin Software company, following the principles of the open source propagandized by it, allows everyone to copy, extend, make changes and to transfer to other persons the concept Electronic municipality. At the compulsory provision of the instruction the authorship.

Electronic municipality is a set of the modern criteria, principles and technologies allowing to create a complex of solutions for automation of workflows of local government authorities (MSO). All applied systems of electronic municipality should correspond to four main criteria: scalabilities, interoperability, mobility and friendliness to the user. Only at such approach it will be possible to build in region IT infrastructure a common information space of public administration and to adjust effective information exchange "in vertical direction", between different levels of power structures, "in horizontal direction", between different departments and organizations of one hierarchical level and "on an axis" interterritorial interaction.

For the solution of this task it is offered to use the open source (OS) and "cloud" technologies. The software packages constructed based on Open Source differ from their proprietary analogs in lower total cost of ownership due to absence or the low level of license payments. Open Source allows to be integrated as into the existing systems, and to connect new. At the expense of open codes in the free software practically any changes at the request of the customer are possible. At the same time, Open Source guarantees high degree of information security since open codes allow to book audit of systems on existence of errors and undocumented opportunities.

Developers of the concept Electronic municipality presented several ready-made solutions based on Open Source designed to provide rendering state services of the regional level and to provide the state of affairs of specific municipality in different information cuts. Modules belong to such components: "Web presence", "Safe city", "System of prerecording and service of the population", "Complex automation of activity of municipality", etc.

The concept Electronic municipality is developed for achievement of goals, the federal executive authorities and federal budgetary institutions planned in the strategy of social and economic development of the Russian Federation till 2020 stated in the Information Society program and recorded in respect of transition to use of the open source.
