The Situational Center (SC) was created with the purpose to provide Rosrybolovstvo with tools for support of acceptance of management decisions, including process automation of collecting, consolidation and information processing, analytical work, modeling and forecasting of development of situations.

The concept of creation of STs developed by INLINE Technologies for Rosrybolovstvo assumed creation of a complex program and hardware which support all stages of preparation and implementation of management decisions, namely such means as:

  • collecting and consolidation of data;
  • visualization;
  • supports of collective work (video conferences, interactive discussions);
  • monitoring of a situation, simulation dynamic modeling, statistical analysis, econometric modeling, high-quality situational modeling. The concept assumed also development of techniques of the solution of industry problems of control and management and a complex of forecast models of the industry.

Software and hardware tools of support of collecting and consolidation of data provide collecting and consolidation as the structured (database), and unstructured (text and audiovisual) to information from internal (an industry monitoring system, etc.) and external (databases of other departments, the Internet, etc.) sources.

The arriving information is stored in an analytical data storage and is available to search, visualization and further analytical processing.

For decision support on control and management of situations in STs the tools of the analysis and modeling supporting methods of statistical analysis, the simulation dynamic modeling including based on system and dynamic, process or discrete and event, agentny approaches and also modeling on the basis of cognitive maps are implemented. These tools allow to create the models intended for the solution of a broad spectrum of managerial tasks. If necessary input data for such models can arrive from the data warehouse.

Primary data, results of data processing and modeling are displayed by visualization tools in the form of the following data marts: "Socio-economic indexes" and "An industry portrait" (assessment of the situation, the main problems, a portrait of the Agency and its head in media).

The information security system (cybersecurity) STs includes management subsystems information security, access controls, registration and accounting, ensuring integrity, antivirus protection, backup. In the cybersecurity system exclusively certified FSB and FSTEC of means are used.

One of basic tasks of STs is ensuring carrying out interactive video conferences with a possibility of the presentation of analytical materials. Software and hardware tools of support of collective work were for this purpose used, namely:

  • the videowall from panels with an ultrathin seam;
  • personal monitors in each workplace with the touch-screen function;
  • the video conferencing subsystem consisting of the server of multipoint VKS, hardware video terminals and software video clients;
  • management subsystem sources and consumers of information, a sound, video cameras with a possibility of automatic aiming at the active participant, etc. (using the touch-screen-screen);
  • audiovideo switching subsystem; - subsystem of applications of interactive interaction.

The videowall used as means of collective display allows to display the sufficient volume of visual information along with 6 jobs of analysts. The subsystem of the video conferencing (VC) gives an opportunity to bring together for the operational meetings all Territorial Departments of Rosrybolovstvo at the same time. And means for support of collective work allow to provide distance learning and retraining of specialists.

It should be noted that hardware and software solutions of VKS turn in fact the stationary situational center into mobile – the specialists who are coming out to the place of an incident online can report information for its further analysis by means of STs.

Monitoring of media and the analysis of the acquired information about disappearance of a trade schooner "The partner in January, 2011 became one of the first practical applications of STs.

Functionality of STs was used for control of the situation which arose around potentially possible radioactive infection of fish products after accident on the Japanese nuclear power plant "Fukushima-1".

Besides, were carried out by means of STs modeling of effects of Russia's accession to the World Trade Organization for a fishery complex, monitoring of the situation which developed after the declaration of a possibility of collection of a payment for fishing and also monitoring of the factors influencing pricing on end fish products, and modeling of a chain of creation of added value.
