Not settled questions concerning the level of a public debt of the USA create nervousness in the markets and negatively affect investments of the companies into informatization.

The federal debt deadlock of the USA does not lighten the mood to business and will affect IT expenses and employment. Though IT sector rather not bad left recession, the majority of IT budgets this year rose, and labor market develops, after several profitable months there are new concerns that recovery of the economy of the USA has problems.

The most obvious indicator – the present monthly report of the Ministry of Labour in which it is said that only 18 thousand jobs in June of this year joined economy that can be a harbinger of weak GDP growth next quarter. In the first quarter GDP growth was 1.9%, against growth by 3.1% in the fourth quarter last year.

According to a number of analysts, the political instability concerning level of debt of the USA helps nothing. Despite waiting of dominance of the sober heads in the Congress, there are to that no signs, and it forces people to be nervous. "In the last few months deceleration, decrease in rate of an economic recovery in comparison with the beginning of year is felt", - Frank Scavo, the president of Computer Economics research company told. This concern, along with a default of the USA which perhaps will come on August 2 can influence decisions on expenses in the field of IT. "Uncertainty which the events create to the people making decisions has an adverse effect on expensive initiatives", - Scavo noted.

According to Andrew Bartels (Andrew Bartels), the analyst of Forrester Research while he does not observe the second recession, but very much is nervous, without understanding - how rise will be sure. "It is terribly terrible - to have the republican candidates for presidents and congressmen considering that we should not increase debt level. I do not understand on what planet there live these children", - Bartels told. He also considers that the default can make on August 2 serious impact both on financial markets, and on increase in interest rates. But warns that measures for immediate, considerable cost reduction of the federal budget can lead to recession.

The enterprises, leaving early recession, were ready to spend more for the IT equipment, than for people. It, considers Bartels, was right for the last 18 months.

However inflow of workers to the IT field grows. According to Bureau of statistics, the analyzed Janco Associates in its semi-annual overview of salaries in IT, since January 55.5 thousand new jobs of the IT sphere were a part of economy of the USA. The average compensation amount for professions in 73 categories IT where all entered, from the director to the operator of data entry, increased by 0.35% and reached $77.8 thousand that is comparable with the level of January, 2008, Victor Janulaitis, the CEO of Janco Associates told. Data are obtained approximately from 800 firms, he noted.

The analyst emphasized that a number of the organizations is concerned by the fact that "we go to the second hollow of recession, and this second falling can be deeper".
