RCC-VSD: Ensuring high-speed access to information networks via satellite communication systems

Order of the Government of the Russian Federation No. 577 of July 14, 2011 the national telecom operator of JSC РТКомм.РУ entering into Rostelecom group is defined by the only contractor of actions for project completion "Ensuring high-speed access to information networks via satellite communication systems" (RCC-VSD).

The innovative technology of satellite communication in KA range which in comparison with satellite communication systems in other ranges allows to provide is the cornerstone of the project:

• much higher access rate in the Internet and to services of the Electronic government;
• implement Internet access and acceptance of digital television on 1 terminal;
• reduce several times mass and dimensional and cost characteristics of the subscriber equipment;
• simplify construction of the exchange service station and the procedure of its installation and setup that allows to implement them also as consumer electronics;
• increase service quality of subscribers.

Project implementation assumes creation of domestic production of base terrestrial stations and also exchange service stations in the quantity exceeding 1 million pieces. It will give an additional impetus to technology development of domestic production of means of satellite communication and will provide additional jobs. Attraction as technology partners of world leaders – producers of a satellite communication equipment is planned. Deployment of production in Russia will allow to reduce significantly equipment cost in comparison with the existing systems and to make satellite communication available and mass.

Within the project it is going to provide Internet access for 2 million users at the affordable prices, including for socially unprotected segments of the population on special rates and to eliminate digital inequality for territories where telecommunication infrastructure of land communication networks is insufficiently developed.

Structurally the RCC-VSD network consists of three main segments:

• The space segment including:
  • resource of KA range of spacecrafts under construction of Russian Satellite Communications Company AM5 Express (point 140E) and Express AM6 (point 53E);
  • the projectible spacecrafts "Western" and "East" (standing points on a geostationary earth orbit 60E and 133E).

• The terrestrial segment including:
  • 2 base terrestrial stations working via the Express AM5 and Express AM6 spacecrafts

5 base terrestrial stations working via projectible spacecrafts;

• • Uniform Control Center (CC);
  • equipment of accession/interface to information networks.

• peripheral terrestrial segment on the basis of a set of unattended exchange service stations.

The project started in 2009 according to instructions of the Minutes of Presidential Commission for Modernization and Technological Development of Russia's Economy of October 28, 2009 to No. 5.

By order of the Government of the Russian Federation No. 207 of April 1, 2010 of Russian Satellite Communications Company (GP KS) it is defined responsible for project implementation in 2010. During 2010 Federal State Unitary Enterprise NIIR by request of Federal State Unitary Enterprise Russian Satellite Communications Company developed the System project of RCC-VSD and executed outline design of KA East.
