The Vinnytsia city council implements EDMS

The Alfametrik company performed implementation and setup of the electronic document management system (EDMS) on the DocsVision platform in executive bodies of the Vinnytsia city council.

Background

The tendencies to annual increase in intensity of work of employees observed in the Vinnytsia city council, emergence in structural divisions of new features and tasks and also growth of volume of the paper documents which are used in the mayor's office were the reason to the preparation of the platform which began a few years ago and selection of the corresponding software capable to organize effective and convenient EDMS in organization.

To the project on creation of EDMS, in the Vinnytsia city council reorganization of structure of executive bodies of the City Council after which implementation of EDMS based on DocsVision was performed was carried out. As a result, specialists of the Vinnytsia city council and Alfametrik company created the system allowing workers to exchange necessary documents and information.

Opinion

"Today structural divisions of city council work with documents, as in electronic so far, and in paper form. Now there is a process of adaptation and mastering, but soon we already completely will pass to electronic correspondence" — the deputy city head Vladimir Slyshinsky says.

Speaking about need of implementation of electronic document management systems for government institutions, Sergey Kostiuk, the CEO of Alfametrik LLC, noted: "Extent of implementation of automation systems in state bodies in direct ratio affects transparency, efficiency of government institutions, and leads to rapid reduction of manifestation of such "disease" of our society as corruption. And the reason for that – constant control of heads behind efficiency and quality of work of contractors which cannot drag out on own discretion the processes provoking citizens to attempt to accelerate process using material benefits any more".

Result

Within the project implemented in the Vinnytsia city council, EDMS based on DocsVision allowed to create the common information space in the organization which provided to users reduction of time expenditure on routing of documents, their processing, search and approval. Operating control of execution of instructions and control over a status of document flow allowed to increase transparency of business processes and, thereby, increased efficiency of activity of organization in general.
