Software package of information and analytical support of management of the region (IAPUR PC)

The IAPUR PC is the flexible analytical tool intended for monitoring and the analysis of objective and subjective data in a binding to the map of the region separated into areas. Objective data are the statistics, sociological polls given the actual citizens' appeals in dispatching and monitoring services and OGV subjective – articles of media, state-of-the-art reviews, opinions of experts on a situation.

Problems of the software package "Aspect"

The IAPUR PC provides the solution of the following tasks:

• Collecting, consolidation and comparison of statistical information, these sociological researches, actual citizens' appeals;
• The complex analysis of socio-economic indexes, political and ecological situation, housing and public utilities, cultural and spiritual development of the population using the complex indicators positioned on a strength scale;
• Control of a situation on the basis of regular monitoring of indicators of development of the region and emergencies.
• Providing results of monitoring of a situation in a convenient visual form.

The software package "Aspect" allows to perform monitoring and the analysis of objective and subjective state-of-health data of different spheres of life activity of the region in a geographical binding.

In a system for the first time the innovation approach to data analysis on the basis of obtaining information from three sources is sold in the market: the given official statistics, results of sociological polls and data on the actual citizens' appeals: in dispatching services, service 112, departments, etc. At the same time the user can independently select signs on which the complex indicator of a situation in this or that sphere of life of the region will be under construction.

In the Aspect IAPUR PC also the possibility of setup of the interface according to individual preferences of the customer is implemented – for example, it is possible to hide / show separate data or diagrams, to locate information blocks in a certain order and so on.

Users of a system

IAPUR ASPEKT PC 3.0

New functional parts are added to the Aspect IAPUR PC of the new version – 3.0:

• Editor of measure values. Provides maintaining actual / planned / forecast measure values.
• Editor of tasks. Implements start of system tasks (import or data processing) according to the schedule.
• Universal loader of data. Allows to perform visual setup of data loading from the MS Excel files in the Aspect IAPUR PC database.

The designer of mathematical models gained development:

• the range of opportunities for processing of primary indicators when forming complex indicators is expanded – the mark model of calculation of complex indicators is added;
• calculations are optimized – now they are executed taking into account the period of updating of primary indicators.

Visual systems capabilities are expanded:

• In addition to visualization of complex indicators the feature for visualization of indicators based on which indicators are under construction is added.
• The structure of charts is expanded, including visualization of results of sociological polls, value distribution of indicators across territories is added.

The connectivity and transition from the web interface to other information systems is implemented:

• geographic information systems;
• the system of operational monitoring of objects of capital construction – SOMOKS. Portal (development NEOLANT).

In a system access control mechanisms to functions, data, sections of the web interface are improved.

Based on the Aspect IAPUR PC 3.0 implementation of a software package for access to results of monitoring of diverse sources of information in the Situational center of the Governor of the Omsk region was executed.

Electronic office of the governor

The NEOLANT company started in the summer of 2012 sale of two new modules PCs of information and analytical support of management of the region Aspect – a personal table (electronic office) and the mobile office intended for online access to information of the top officials of the region.

In the version of the Aspect program 3.0 there is a possibility of setup of structure and methods of information display according to preferences of users. This function is convenient for use in the Situational centers of regions when holding expert and analytical sessions, meetings, discussions, preparation of materials for reports. Performing navigation across the territories and indicators of a situation which are stored in a system, users – analysts and experts – have an opportunity to analyze data in a visual type and to create analytical materials during the meeting.

At the same time it is necessary for the top officials of the region this opportunity to finish. In the course of work they should obtain timely and quickly information on different aspects of a situation in the region in which preparation analytical services in the administration / device the governor / administration are engaged. It and information necessary for meetings and meetings: diagrams and charts on the specific indicators describing a status in this or that sphere of life in the region, analytical notes, information on control objects – territories and the enterprises, – and operational information: the schedule of meetings, reports about incidents, reviews of media.

The new module – Electronic office – allows, using the data warehouse of Aspect, to analysts (assistants to governors) with any frequency to create a personal electronic table for the decision-maker. The head of the region receives the ready information selection necessary currently for time, taking into account own preferences to arrangement and the size of blocks and their color design.

The second developed module – the Mobile office – represents the application for iPad publishing data of Electronic office online and offline. Thus, in the presence of mobile devices of the head of regions get access to necessary information at any time and in any place.
