In the Neryungrinsky Region of Sakha Republic the methodology of planning of the budget is developed

The BFT Project company won tender for accomplishment of technology works on implementation of modern mechanisms of planning of the municipal budget in the Neryungrinsky Region of Sakha (Yakutia) Republic.

Tasks

The project provides implementation, necessary for achievement of goals and tasks of the Program of increase in efficiency of budgeted expenses of Neryungrinsky district, and assumes execution of works in two main directions:

• Within development of methodology and technology of transition to financial provision of activity of municipal authorities in the form of a subsidy for accomplishment of a municipal task process of providing municipal services (execution of works) of Neryungrinsky district by municipal authorities, including the analysis of financial provision of activity of organizations will be analyzed. It is going to prepare offers on refining of the list of municipal services (works) rendered by municipal authorities and also to develop the drafts of municipal regulations necessary for transition to rendering municipal services on the basis of a task. Offers on optimization of network of budgetary institutions, including risk analysis and effects of transition to financial provision of activity of public institutions in the form of the subsidies calculated on the basis of standard costs will be developed. BFT Project will make calculation of cost of municipal services for all municipal authorities of Neryungrinsky district.

• Implementing the second direction, BFT Project will perform development of methodology and technology of transition to program target principle of the organization of activity of local government authorities, including, will carry out inventory of the target programs existing in Neryungrinsky district, will estimate their compliance to the basic principles of program budgeting, will create the Concept of transition to the program budget. The list of municipal programs of Neryungrinsky district will be created and the normative and legal and methodical documents necessary for transition to the program budget are developed. Rendering the consulting and methodical help of Neryungrinsky district to local government authorities, including development of the system of the purposes, tasks and indicators for municipal programs and also holding consulting seminars for municipal employees concerning transition to program target principle of the organization of activity of local government authorities is planned.

Expectations

As a result of project implementation the administration of Neryungrinsky district will have tools which will allow to increase efficiency of budgeted expenses, to provide transition of local government authorities to the new principles of the organization of activity and will fully correspond to logic of the undertaken budget reforms taking into account experience of implementation of similar works in other subjects and the municipal entities of the Russian Federation.
