Technoserv upgrades VPN communications of the Supreme Court of the Russian Federation and its branches

The Technoserv company signed the contract for equipment with the system of a video conferencing of courts and correctional facilities for a possibility of parallel conducting remote trials of the Supreme Court of the Russian Federation and courts of law of regional level. Expansion will cover about 200 objects in all regional centers of Russia.

The project on creation of a system of a video conferencing (VIDEOCONFERENCING) for conducting cassation and supervising court sessions in the mode of remote participation of the convicts who are in regional pre-trial detention centers is an example of application of the standardized infocommunication solutions for improvement of access to justice, increases in openness and efficiency of the judicial system of the Russian Federation. Use of VKS allows to fulfill the requirements of the legislation of the Russian Federation and also to provide reduction of terms of hearing of cases and economy of budgetary funds.

Within the contract Technoserv will expand and upgrades the existing VIDEOCONFERENCING federal network, having provided with video conferencing complexes halls of court sessions of the Supreme Court of the Russian Federation and courts of law of regional level and also premises of pre-trial detention centers of the Federal Penitentiary Service of Russia.

Deliverable technologies and technical solutions will support bidirectional broadcast of video and a sound between halls of court sessions and premises of the pre-trial detention center and simultaneous transfer of electronic copies of documents from the pre-trial detention center in court directly during court session. Also the system of video recording of legal procedure and storage system of information of a video conferencing will be implemented and the system of centralized operation and administration of the VIDEOCONFERENCING geographically distributed network is created.

Besides, all objects will be united in uniform VPN network using IP/MPLS technology. And providing communication services includes supply of equipment, works on laying of "the last mile", the organization, connection and maintenance of regional communication channels with quality management of service (QoS). The network will be built taking into account a possibility of holding communication sessions along with several regional pre-trial detention centers.

The virtual private network is going to be used both for conducting remote trials, and for consultations, meetings, seminars of judges and employees of the office of courts with colleagues from one or several courts. Therefore at creation of network sales opportunity of any topology will be considered ("star" or "everyone with everyone"), at the same time halls of a meeting in all courts and all premises of VKS in pre-trial detention centers will be available to the Supreme Court of the Russian Federation.

Technoserv will perform all complex of works, including design taking into account need of preserving of investments into the existing VKS network, preparation of premises, delivery, installation and setup of the equipment, testing and the organization of communication channels, personnel training and also the subsequent system maintenance.

2013. End of the Project

On February 18, 2013 the press service of the contractor announced project completion of equipment of IT structure of the Supreme Court of the Russian Federation complexes of a video conferencing and upgrade of network.

The first stage of the project the contractor carried out equipment by complexes of a video conferencing (VIDEOCONFERENCING) more than 300 halls of court sessions of the Supreme Court of the Russian Federation and courts of law of regional level and also the premises of pre-trial detention centers of the Federal Penitentiary Service of Russia. Besides, all objects were united in uniform VPN network using IP/MPLS technology.

Within the next stage of the project on creation of a system of a video conferencing for conducting cassation and supervising court sessions in the mode of remote participation of the convicts who are in regional pre-trial detention centers, the Technoserv company equipped with the VKS complexes, in addition, 28 objects in 22 regions, connected them to uniform VPN network of the Supreme Court of the Russian Federation.

A system is constructed based on the equipment of production of Polycom company, put into operation and provides conducting court sessions in the remote mode. The VKS complexes provide bidirectional broadcast of video and a sound between halls of court sessions and premises of the pre-trial detention center with a possibility of simultaneous transfer of electronic copies of documents from the pre-trial detention center in court.

Structure of receipt

The contractor executed the "turnkey" project, at the same time were a part of a complex of works: design, preparation of premises, delivery, installation and setup of the equipment, testing, organization of communication channels, personnel training and subsequent system maintenance.

Traffic

Development of the VKS system and connection of new objects increased load of network infrastructure and demanded its upgrade. With respect thereto Technoserv installed a new switching equipment in the building of the Supreme Court. The network is upgraded by the equipment Cisco according to the failsafe scheme with reservation, both at the level of topology and devices, and at the level of functioning logic. Besides, for further active application of a system of video recording of legal procedures expansion of storage system of information for 30% taking into account already existing capacity is executed.

In the project products and technologies are used: Polycom Kramer Electronics Panasonic Hitachi Data Systems Cisсo Systems Philips.
