Project practice: Information system "Control panel Action plan of the Government of the Russian Federation"

The Federal Service for Supervision of Communications, Information Technology and Mass Media (ROSKOMNADZOR) entered in August, 2011 in the register of federal state information systems development of Proyektnaya PRAKTIKA Group - the Information system "Control Panel the Action Plan of the Government of the Russian Federation on Implementation in 2009 - 2012 of the Main Directions of the External Economic Policy (ONVEP) of the Russian Federation Till 2020" and "Country Panel" (The passport No. FS-77110102 of 8/8/2011).

"Using this system development of state policy and legal regulation in the field of the analysis and forecasting of social and economic development in foreign economic activity (except for foreign trade) is implemented" (the quote from the website of ROSKOMNADZOR).

In 2010 this information system was implemented in the Ministry of Economic Development of the Russian Federation within works on formation and implementation of the action plans aimed at the development of trade and economic relations and support of foreign economic activity with the key partner countries.

The IC "ONVEP Control Panel" allows to solve problems of planning and monitoring of implementation of country action plans which represent the complex managerial documents generating up-to-date information about the purposes, priorities and tasks of foreign economic activity (foreign trade activities). In country action plans the special system of the indicators developed with the assistance of the All-Russian Academy of Foreign Trade (ARAFT) which allows to estimate implementation of effective objectives and tasks of development and support of foreign trade activities to carry out comparison and grouping of the countries on regions and level of economic development was applied. The IC "Country Panel" is the information and analytical tool allowing quickly on the basis of the structured information about key indicators of foreign trade activities to carry out the analysis and assessment of the situation. A system is used by preparation of materials for the international meetings at the level of the top management of the country and also for analytics, planning and management of the external economic relations.

The Project PRAKTIKA group participates in development of the state program "Development of foreign economic activity" regarding creation of schedule system, coordination and monitoring of foreign trade activities. At the moment specialists of Proyektnaya PRAKTIKA Group continue development of information systems of integrated management of foreign trade activities and monitoring of state programs. The developed information system can be replicated in the ministries and departments of federal and regional levels that will allow to build a single system of planning and interdepartmental coordination in the field of foreign economic activity.
