The administration of the Amur region continues implementation of EDMS Case

In Administration of the Amur region delivery and implementation of additional jobs of an electronic document management system "CASE" and subsystems of "DELO-WEB" is made. The project is performed by the partner of Electronic Office Systems company – Ofis-Dok company (St. Petersburg).

Structure of federal and regional authorities of the Amur Region (AR): 17 ministries, 11 Managements, 3 inspections, 29 municipal executive authorities (EA) of Amur Region, 45 territorial authorities of federal OIV.

In 2008 the Ofis-Dok company performed implementation of EDMS "DELO" in Administration of Blagoveshchensk. Due to the growing needs of the customer and the new tasks set by the Government of the Russian Federation for the regional authorities – the automated processing of citizens' appeals, control of execution of instructions, etc. – arose the need for a new powerful and universal system. Therefore at the beginning of 2010 a competition at which, as the most suitable tool for the solution of assigned tasks, EDMS "DELO" was selected was held.

Before the project the purpose of automation of process of document flow and reduction of non-productive costs was set. It was for this purpose necessary to solve problems:

• creation of a single platform for effective information exchange between the executive bodies of the government (EBG), bodies of the federal, regional authorities and citizens on the basis of EDMS "DELO";
• provide uniform technology of work with documents in operating conditions of the CASE system according to the adopted regulations;
• increase efficiency of performance of resolutions and instructions in all structural divisions of the Amur region;
• provide full control of execution of orders of the governor, including execution of instructions in territorial authorities of federal executive authorities; provide integration of EDMS "DELO" into the portal of rendering state services of the Government of the Amur region.

In the project progress from October to December, 2010 were carried out to the period: inspection of the existing system of office-work, installation of client places of the CASE system in the joint-stock company government office, service of addresses and letters of citizens, setup of a system for processing of all types of the entering and outgoing correspondence, ensuring control of execution of instructions, training of employees of the device, service of addresses and letters of citizens, representatives of municipal and federal public authorities.

In January-March, 2011 input in commercial operation of the CASE system in the device and service of addresses and letters of citizens, carrying out designer's service in the operation mode was performed. Installation of client places of the CASE system in IOGV, inspection of a system of office-work and training of employees fell on this period. Besides, now at the final stage there is an integration of EDMS "DELO" into the portal of rendering state services of the Government of the Amur region. (Citizens are registered on the portal of state services, submitting applications for rendering this or that public service. These requests are transferred to EDMS "DELO" where there pass different stages of consideration, at the same time the status and stages of consideration of the request for informing citizens are displayed also on the portal of state services).

In a project deliverable the single database of all of IOGV was created that allowed to exercise end-to-end control of execution of instructions in scales of all region. An input in a subsystem of "DELO-WEB" through the protected connection by means of the SSL protocol, the centralized control of accomplishment of orders of the governor (control department), integration of EDMS "DELO" into the portal of electronic state services. In total the number of jobs makes: 142 licenses EDMS "DELO", 1203 licenses "DELO-WEB", 31 licenses of the option "Line Scanning", 139 licenses of the options "EDS and Enciphering".

Today training of all employees in work with EDMS "DELO" is provided. All ministries are united in the single database with government office. In the CASE system practically all key officials work, at the same time remote access to the single database "CASE" is configured for 8 upper managers. Now the regulations on control of the reference book of Organization are developed. At the final stage there is an integration of EDMS "DELO" into the portal of rendering state services of the Government of the Amur region.

In plans of Ofis-Dok company the next stage on automation of local government authorities is put.
