In JSC Gidroremont VKK process of vote of procurement commission is automated

In Gidroremont VKK company the procedure necessary for carrying out tenders and biddings is automated. The solution constructed based on the DocsVision system allowed to accelerate voting procedure and to store data on competitive purchases. The project is executed by Software technologies company - the premium partner of DocsVision company.

The DocsVision system is used in JSC Gidroremont VKK since 2010: then within the project the electronic archive and document registers were created; processes of issue of tasks according to documents and control of their execution are automated; automation of turnover and storage of personnel documentation was carried out. System implementation was carried out by the Samara system integrator "Software technologies".

In 2011 the project in JSC Gidroremont VKK gained development – there was a need to automate voting procedure of a tender committee when carrying out purchases. The implementation purpose – acceleration of process of vote and processing of results of tenders and also data storage about the procurement procedures which are carried out in Gidroremont VKK.

"We needed to reduce the term of vote of the commission for proposals of applicants. Earlier, in view of geographical remoteness of branches of the company, this process took 2-3 days: documents were sent members of the commission in the scanned type, employees it could not appear on site. Now, thanks to automation of this process on the DocsVision platform, vote is taken within one working day" - Alexey Molostov, the deputy director general for general issues of JSC Gidroremont-VKK explains.

Within the project specialists of Software technologies developed an algorithm of the movement of data in a system, a number of specialized cards is created.

The mechanism of work of the solution looks as follows: the employee of the enterprise creates a purchase card in a system. Upon termination of collecting of proposals of contestants entering of data in a system is performed; cards of the offer contain documentation and the amounts directed by applicants. Further, via the DocsVision system, sending a task to members of a tender committee is made: each of them appropriates to lot a certain place. As a result a system processes results of vote and creates the protocol following the results.

"For ensuring confidentiality of vote a system is customized in such a way that participants cannot see results of vote of each other. In this project the discretionary model of security is used: create purchases and offers only the certain group of people can. Tasks for votes are received by those employees who will be selected from the preset list by the procurement engineer. Other users have no access to documentation" - Dmitry Brykin, the consultant for implementation, Programmnye tekhnologii LLC explains.

Using the implemented solution in JSC Gidroremont VKK 27 competitions are held already, in a system more than 100 requests are processed.
