The system of the guaranteed delivery of SGD BS-eRegion

"SGD BS-eRegion" is developed based on the RBS BS-Client system which is used more than 1700 banks and branches of Russia and the neighboring countries, including over 55% of banks from TOP-100 list. Among them: Sberbank of the Russian Federation, VTB Bank (joint stock company), GPB (joint stock company), JSC Rosselkhozbank, JSC URALSIB, UniCredit Bank Ltd, "NOMOS-BANK" of joint stock company, JSC Bank Petrocommerce, JSC AK BARS BANK, JSC JSB Svyaz-Bank, JSC Transcreditbank, Vozrozhdeniye (JSC) Bank, etc. High requirements to security and reliability of document flow in the financial sector with which this system satisfies allow to use it for the organization of processes of interdepartmental interaction and rendering public services in electronic form.

The purpose of system development is technological support of interdepartmental information exchange during the providing the public and municipal services and execution of the state and municipal functions electronically in the territory of the territorial subject of the Russian Federation.

The functionality of a System allows to solve the following problems:

• provide departments and OMSU with a possibility of rendering services in electronic form;
• provide full interdepartmental electronic interaction, the guaranteed delivery and the legal importance of the transmitted data between participants of MEV;
• provide interaction of departments and OMSU with RSMEV via the interactive interface on technology the request/answer and/or batch processing of requests and answers in a workplace of the participant of MEV;
• provide interaction of the server of a System with a data processing center of RSMEV (further — DPC) using technology of electronic services according to Requirements to SIEI.

For the solution of the specified tasks the following functions are implemented:

• Formation on attendant workstation of the participant of MEV-requests:
  • on providing the public or municipal service;
  • on providing the data necessary for rendering the public or municipal service.

• Delivery of requests to participants of MEV, including to RSMEV for postprocessing.
• Formation on attendant workstation of the participant of MEV-answers:
  • on providing the public or municipal service;
  • on providing the data necessary for rendering the public or municipal service.

• Delivery of answers, including from RSMEV to participants of MEV.
• Delivery of answers in the Personal Account of the citizen on the Portal of Public services.
• The structure of the public services transferred to an electronic form is created according to Orders of the Government of the Russian Federation No. 1506-r of 9/7/2010 and No. 729-r of 4/25/2011.
