2011: Conclusion of an agreement with I-Teco
In September, 2011 it became known that the I-Teco company and Management of the government of the Republic of Dagestan signed the agreement on joint project implementation of the universal electronic card (UEC) in the territory of the republic on information technologies.
Within the project in Dagestan will create Competence Center and regional infrastructure for release and service of UEC. As a technology core the software of I-Teco will be used.
"Implementation of the universal electronic card in Dagestan several times will increase access for the population of the republic to the public and municipal services in electronic form and also will increase knowledge of citizens of the rights, – the deputy head of department of the government of the Republic of Dagestan on information technologies Asiyat Mutalimova says. – The universal electronic card will allow inhabitants of the republic to select a convenient method of receiving and payment of a set of the public, municipal and commercial services".
"Within this project we will create the innovation technology platform which will give a new impulse of upgrade of the region in the region, – the director of corporate development of I-Teco company Mikhail Bondarenko comments. – Thanks to the innovative technologies owners of the electronic card will significantly reduce time which they usually spend in queues when receiving public services".
Let's note that earlier the I-Teco company started implementation of UEC in Krasnodar Krai.
The universal electronic card – the document proving the citizen's identity which will represent the whole set of digital applications, including the policy of compulsory health insurance, the insurance evidence of mandatory pension insurance, the digital banking application.
Implementation of UEC will allow citizens of Russia to receive remotely a broad spectrum of the public, municipal and commercial services. Access to services is organized using different channels and means of communication, including personal and tablet computers, mobile phones, terminals of banking networks.
2012: Testing
On January 30, 2012 it became known that the Republic of Dagestan among the first regions of Russia sent the request to federal authorized organization JSC Universalnaya elektronnaya karta for production of a test batch of the universal electronic cards (UEC).
"It would be desirable to emphasize that our republic will receive a test batch of universal electronic cards among the first regions of Russia. It is pleasant that from the moment of conclusion of an agreement about project implementation on implementation of cards there passed not enough time, – the deputy head of department of the government of the Republic of Dagestan on information technologies Asiyat Mutalimova emphasized. – We calculate that test UECs successfully will undergo trial operation, and already in the near future inhabitants of the region will begin to use universal electronic maps. Thanks to cards they will significantly reduce the time which is usually spent in queues when receiving public services".
As envisioned by developers, UEC should interact with the infrastructure of the electronic government created in regions actively. With respect thereto the release of the first batch of universal electronic cards will be limited: in February, 2012 they will be received by the staff of authorized organization and authorized body of the government for the organization of issue, release and service of UEC in the Republic of Dagestan – specialists of Transnet and Management of the government of the Republic of Dagestan in information technologies. The prepared applications are directed to federal authorized organization JSC Universalnaya elektronnaya karta.
Validity period of the UECs test cards is expected three months. In the course of testing possible errors will be analyzed and offers on improvement of operation of universal electronic cards for the purpose of further development of the project on implementation of UEC in the republic are formulated.
Using the universal electronic card the citizen will be able to pay the public, municipal and commercial services, including housing and communal services, tickets, communication, purchases in shop, - the same as the normal bank card. UEC will be shown for identification of the citizen in any point of Russia and will allow to receive far off services which were provided only at a corporal appearance earlier (for example, at document creation on the real estate), having saved from need to have at itself a set of paper documents. At the same time the card does not cancel a traditional method of receiving public services - it is the modern alternative granting to each citizen option.
"We signed the joint agreement on project implementation of UEC in the Republic of Dagestan with some of the first. Systematic work on implementation of cards was conducted several months, and in February of the 2012th in the region the first test universal electronic cards will appear, – the project manager on promotion of UEC from I-Teco company Igor Kolpakov noted. – At the same time we continue to work and to interact actively in this direction and with other Russian regions. So, during recent visit by the President of Russia D.A. Medvedev of the information complex "Technopark Mordovia" in Saransk our specialists showed the software for authorized organization of the subject for issue of universal electronic cards and rendering services using UEC. It is pleasant that from the country leaders and the Republic of Mordovia to this subject genuine interest was shown".
