IBS won the tender of the Ministry of Education and Science for creation of the all-Russian system of forecasting of the needs for professional staff

On September 28, 2011 based on tender of the Ministry of Education and Science of the Russian Federation the IBS company acquired the right to project implementation on creation of a system of forecasting of needs for professional staff. The system which is earlier approved in two regions will be created further in scales of the whole country.

As show the last researches in the field of personnel management, critical mismatch between the growing need of economy of Russia for the personnel and negative dynamics of the number of labor resources caused by "demographic hole" of the 1990th years is traced today. From the point of view of employers, it is expressed, first, in staff shortage, secondly, in its insufficient qualification. It is expected that the situation will be aggravated, and in the next years the Russian economy is threatened by serious personnel crisis.

In these conditions it is vital to learn to predict the needs for labor resources precisely. It could give essential effect and for the benefit of the specific enterprises and groups of the population, and for the benefit of the whole country, regions, branches of the economy. According to the country leaders, creation of the instrument of such forecasting is the paramount task requiring the solution in the course of upgrade of professional education.

In particular, according to the results of joint sitting of the State Council of the Russian Federation and the Commission on upgrade and technology development of economy of Russia (8/31/2010). The Russian President D.A. Medvedev charged "provide creation of a system of mid-term and long-term forecasting of employment of the population in the corresponding manufacturing industries of economy for the purpose of requirements planning in training of specialists in organizations of the higher and secondary professional education".

The task was also mentioned as key in the Federal target program of development of education for 2011-2015 (task No. 2: "Reduction of contents and structure of professional education in compliance with requirements of labor market").

Being guided by it, the Ministry of Education and Science of the Russian Federation held a competition on a sales right of the "Approbation and Commissioning of an Expert and Analytical System of Forecasting of Needs for Professional Staffing of Social and Economic Development of the Russian Federation for the purpose of Conducting Examination of Formation of Target Figures of Acceptance in Organizations of Professional Education of the Russian Federation" project.

Such system of forecasting will allow:

• conduct examination and requirement analysis of economy of the Russian Federation and the subjects of the Russian Federation in specialists with professional education;
• reveal to how this forecast of requirement of economy of the Russian Federation and the subjects of the Russian Federation there corresponds the operating structure of preparation according to programs of professional education;
• predict optimal release of organizations of professional education and create target figures of acceptance at different scenarios of social and economic development of the country and each of 83 subjects of the Russian Federation.

As the director of the department of work with education of IBS company Sergey Gorin noted: "Finally thanks to a system federal and regional governing bodies of education will be able to predict optimal release of pupils, and then on this basis to create target figures of acceptance in organizations of professional education. The state will receive the efficient instrument of regulation of release of the personnel for the benefit of establishment of balance between demand and supply in labor market, will be able to regulate a personnel situation, proceeding from plans of social and economic development".

Earlier the forecasting mechanisms offered by specialists of IBS for consideration of the Ministry of Education and Science of the Russian Federation were tested in the Transbaikal and Perm regions. Now, within the created system, these mechanisms will be extended to all subjects of the Russian Federation. The project will cover three education levels: the higher, secondary and primary professional education. It should be implemented in 2011-2013, in particular, in 2011 is going to create and configure regional components of a system of forecasting in 10 subjects of the Russian Federation. In 2012 a system will be started in 33 subjects, in 2013 – in the remained 40 subjects. The automated jobs of a system will be also created at the federal level. During the project for users of a system of all subjects of the Russian Federation there will take place the training seminars, consulting and methodical support will be provided.

Along with it the IBS company in cooperation with REU of G.V. Plekhanov is engaged in development of an information system which would allow federal and regional executive authorities to receive the complex forecast of potential of labor power, to estimate feasibility of plans of social and economic development at all levels, to predict effects of different social and economic impacts on labor market.
