Cognitive Technologies automates purchases in Ivanovo

The Cognitive Technologies company and City administration of Ivanovo signed the development contract and implementation of automated information system of procurement management of Ivanovo. As expected, this system will allow to automate completely the procedure of the organization of municipal purchases of Administration of Ivanovo, including processes of submission of purchasing requests of necessary goods and services from municipal customers, formations on the basis of these requests of a vista shot of implementation of the municipal order, management of carrying out purchases in a format of an electronic auction in full accordance with the current legislation, control of implementation of the signed contracts and also formation and maintaining reporting databases.

Ivanovo is the large industrial center including considerable number of industrial enterprises. Today, the total amount of purchases of Ivanovo is about 4 billion rubles, says Cognitive Technologies. The choice as the contractor of the project of Cognitive Technologies company was caused, on a response of the customer, by wide and successful experience of the company in the field of creation of electronic trading systems and electronic state procurements. In particular, Cognitive Technologies is a developer of a software platform of the Single Electronic Trading Platform (SETP) of the Government of Moscow which entered about number of the national platforms which received from the Government of the Russian Federation of power on carrying out public procurements.

Also the project in Ivanovo includes carrying out researches of organizational processes within which municipal procurements in the city, development on their basis of organizational regulations according to which the automated control system for purchasing activity will be developed are conducted.

In general the developed system will include six main units: shaping unit and collecting of requests for placement of the municipal order; block of planning of municipal orders; block of placement of the municipal order; block of maintaining municipal contracts and agreements; block of reports and statistical forms; administration block.

Besides, within the project integration of automated information system of procurement management of Ivanovo with the official site of the Russian Federation for placement of information on order placement will be provided. According to preliminary estimates, aggregate term of execution of the project will make about 8 months.

According to the president of Cognitive Technologies Olga Uskova, as a result implementation of this City Administration of Ivanovo project will be able to receive one of the most functional and modern systems of order placement at the municipal level. "It will provide openness and transparency of municipal biddings that will allow to increase efficiency of municipal budget spending by 20-30%" — Uskova concluded.
