There is system implementation "The safe city of Saratov"

Prevention of offenses and criminal encroachments of different character is one of the most priority tasks in the Saratov region. In January, 2009. The Minister of Internal Affairs Rashid Nurgaliyev announced need of acceptance of the most effective measures concerning crime in the city.

According to the Interior Minister, each resident of Saratov should be fully confident that he can quietly feel on the street and have an opportunity to ask for the help in police at any time when it is required. As the minister specified, and it is worth being guided by this indicator in work of law enforcement agencies. Therefore it was decided to resort to system implementation "The safe city" which was already widely adopted in many other cities of Russia.

Main goal which was set before a system, - process optimization of management of forces and means involved in actions for protection of public order, acceleration of response to changes of an operational situation in the city. In addition to observation in real time it was necessary to implement digital archiving video and audioinformation that would allow to recover the course of events on the basis of the written materials. Also the task to organize recognition of numbers of cars, control of transport and roads was set.

The compatibility of the created subsystems among themselves was the main technical requirement to the Safe City system that would allow to report timely necessary information to the authorities of security of the city. Therefore the ability to integrate subsystems was one of the main requirements to the platform of "The safe city".

Proceeding from tasks and requirements to a system and also on the basis of rich positive experience of application in other regions, as the platform for "The safe city" the software package "Intelligence" of ITV/AxxonSoft company was selected. Project works and system implementation "The safe city of Saratov" are performed by Systems of Physical Protection company. During project development the arrangement of 235 video cameras in the vital places of the city was defined also the fiber optic communication line which a ring integrates all districts of Saratov and allows to connect them to the Center of operational management of dresses is designed.

Today in Saratov 53 stationary megapixel IP cameras and 16 rotary dome cameras which allow to watch the most brisk sections in all districts of the city are installed. Control of a situation in places of mass stay of residents, including at intersections and busy streets and also in all district departments of internal affairs and six stationary posts of militia (SPM) located in the territory of Theatre Square, the Railway station, the market Senna, the Covered market, the park of Friendship of the people, Lyceum No. 3 is in real time exercised.

On the most dangerous sections of traffic on streets Moscow, Shekhurdina and Ust-Kurdyumskoy 5 boundaries of photovideo fixing of violations of the high-speed mode based on 16 automated photovideo fixing complexes Arena are set.

Further expansion of a system due to installation of video cameras on other vital city facilities is provided.

According to the project, based on the ATC on Saratov the Center of Operational Management of Dresses (COMD) in which information from all video cameras of the city is flown down is created. In each of six areas in Departments of Internal Affairs monitors which allow to control a situation on nearby objects are installed. Besides, the operational situation in the city is watched by persons on duty in the area of PPS, traffic police and private security. They have a possibility of operational management of the dresses patrol and on point duty involved in the system of uniform dislocation. Their number includes 154 autopatrols of PPS and traffic police equipped with a monitoring system with display of location of cars on the electronic map of the city. This opportunity is provided by the system of positioning based on satellite GLONASS/GPS terminals.

In 2009 the Minister of Internal Affairs of the Russian Federation Rashid Nurgaliyev participated in a grand opening of TsOUN. The minister performed inspection of the Center and also a control room and service premises of the city ATC where recently reconstruction was finished. The minister expressed approval to all what was seen: "Such centers should be created in all regions". Rashid Nurgaliyev reminded of need of upgrade what the President of Russia Dmitry Medvedev spoke in the appeal to Federal Assembly about. "It is also upgrade. These technical innovations will allow to avoid simple inefficient patrol, to react quickly to offenses and crimes and to prevent them", - the minister told. "Any head will not be appointed to a higher position if he is not on familiar terms with the equipment", - Rashid Nurgaliyev emphasized and noted at the same time that the chief of the Department of Internal Affairs in Saratov Anatoly Durakov quite conforms to this requirement.

In April, 2011 the Center of operational management of ATC dresses for Saratov was visited by the Secretary of the Security Council of the Russian Federation Nikolay Patrushev who arrived in the Saratov region with an official visit. Together with Patrushev the city ATC was visited by the chairman of the IC RF Alexander Bastrykin, the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District Grigory Rapota, the governor of the Saratov region Pavel Ipatov, heads of divisions of the Ministry of Internal Affairs and FSB of Russia. The chief of the Ministry of Internal Affairs police lieutenant general Sergey Arenin accompanied them.

Before survey of the Center information on its opportunities and solvable tasks by the attendee was read by the chief of the ATC police colonel Anatoly Durakov. According to him, Saratov became one of the first cities where the structure of TsOUN included a control room which problem, in addition to registration of messages about incidents, includes the organization of disclosure of crimes without delay.

For 2010 with the assistance of the staff of TsOUN 235 crimes were solved. 3298 materials on cases of administrative offenses are taken to court, using video surveillance systems 4695 offenses are revealed and prevented.

Attendees with great interest watched work of a duty shift of TsOUN. All chance which are given by the equipment installed there and the software were shown.
