Model of service

For launch a system contained information from more than 200 closed databases among which:

  • bases of federal search,
  • accounting of the Ministry of Internal Affairs,
  • accounting of FSB,
  • founders of legal entities,
  • purchases of the Government contract system,
  • register of owners of the real estate,
  • register of owners of motor transport.

Regular adding and updating of bases and also the publication of the materials unavailable to general public sent by volunteers was planned.

Project Task

The main objective of the project is the organization of public control over activity of the Russian officials and other men of weight. For this purpose disclosure of information is made of databases of government institutions that Internet users could make independently investigations and reveal corruption manifestations, especially on places.

Now you can recognize a name of the breaker of rules of traffic by number of its car (we will remember a recent story with driving on the oncoming traffic lane of the machine with number A375MP97), to check income statements of deputies and other government officials. The main issue is in whether you want this is the nobility?

"Many think that information provided by us and our activity is illegal. We want to emphasize, activity of the project is in no way not connected with cracking of government networks and theft of data" — the RusLeaks.com project manager says — "We only take the available and freely extending in network databases, we index them and we provide a user-friendly interface for information search. We believe that any information in our country should be available to any her citizen. Curiosity — not crime".

The website RusLeaks.com works under the https protocol, i.e. all traffic is ciphered. Physically it is placed in Sweden, on that platform where the project of WikiLeaks therefore we can provide a high confidentiality level of visitors of the website initially was placed.

Project History

  • On September 29, 2011 official opening of the Russian option of WikiLeaks – the website RusLeaks.com took place.

  • In September, 2011 the Prosecutor General's Office of the Russian Federation during monitoring of information on the Internet revealed violations of the law in the field of personal data protection. As reported RBC in management of interaction from media of the State Office of Public Prosecutor of the Russian Federation, it is about the website Rusleaks where in free access there were personal data of citizens which are contained in information bases of public authorities.

In this regard the Prosecutor General's Office of the Russian Federation charged to Federal Service for Supervision of Communications, Information Technology and Mass Media and to the prosecutor of Moscow to check performance of the legislation by owners and administrators of the specified resource, and in the presence of the bases to take measures for access restriction to personal data of citizens and involvement of perpetrators to responsibility.

  • On October 3, 2011 the Rusleaks resource became unavailable, and in the evening on it there was a message about suspension of work of the website in communication "with non-performance of functions for which it was created". Roskomnadzor appeared it is not aware of closing of a resource. The representative of Rusleaks hosting provider — the Swedish company PRQ — told CNews that the company specializes in service of the resources prohibited by censorship and closes only the websites connected with spam and a child pornography. However, it is possible that Rusleaks fell a victim of the hacker attack.

  • On October 11, 2011 the following message was distributed:

Our website thought as the tool for independent investigations of corruption and lawlessness. Unfortunately, the vast majority of users looked for only themselves, relatives and acquaintances. So used a resource not for designated purpose, spending already not the most powerful opportunities of the server therefore the website ceased to cope with requests. Now we think over a format in which the website will work further. At the moment we transferred the website to the I2P anonymous network for access to which it is necessary to set and configure the special software. It will help to protect a resource from the casual visitors coming just out of curiosity. It is available to the same who wants to use our project for designated purpose to the address rusleaks.i2p. The next step, most likely, we will introduce restrictions for access to the project: on demand the human rights and anti-corruption organizations, the famous network fighters against corruption will be allowed to the project. At the moment in our command there is no consensus, to leave the website available to all or not: if to leave open, will use it not to destination again if to limit access on requests, it will automatically exclude those who want to be engaged in investigations anonymously. Nevertheless we consider that the initial project startup in open access was the correct solution as helped to draw public attention to security of storage of user data by government institutions, to be exact, to problems of lack of this security. Most of the Russian citizens did not even suspect that bases with their personal data freely walk not the first year on the Internet. As for statements of Roskomnadzor and State Office of Public Prosecutor, they surprised us! Activity of our BREAKS NOT project law No. 152-FZ "About personal data" as, first, this law acts only on the territory of the Russian Federation, and our server and all project participants are outside Russia and are not citizens of the Russian Federation, and secondly, we only give a search capability on the bases which are in open access on the Internet. At the same time we are ready to render necessary assistance to authorities if they approach a question adequately. Fight against our project will not affect scales of leaks of the restricted information at all. Moreover, according to us, the project will help with identification of sources of such leaks: our command created a monitoring system of leaks on the websites and in P2P networks therefore if there is draining of confidential data, then probability is high that these data will appear at us searching, and it will be possible to look for a source of their leak. Once again we will emphasize that fight against our project is a fight against symptoms, but not with a disease, symptoms will disappear - the disease will be more difficult to treat! As for ethics of our project, everything that we made - it created the convenient search system which indexes bases, available in network for a long time. Therefore we consider that we are guilty no more than Google which indexes the websites with the prohibited content.
