The Helicopters of Russia holding reforms purchasing activity for the benefit of the enterprises of holding and suppliers

The Russian helicopter holding "Helicopters of Russia" entering into Oboronprom United Industrial Corporation started reforming of purchasing activity – the organization of deliveries of services, the equipment, raw materials, component parts, nodes and units – all that is necessary for ensuring work of the enterprises of holding. Reform is undertaken in two main directions: centralization of purchases of key nodes and units (purchased components) both for serial, and for the developed and upgraded helicopters, and system implementation of electronic biddings for acquisition of services, the equipment, raw materials, supplies for a production complete set.
According to plans of reform on August 16, 2011 within "Day of Helicopters of Russia" on the International space salon MAKS-2011 the CEO of JSC "Russian Helicopters" Dmitry Petrov announced creation in structure of holding of new division - Center of Purchases and Logistics (TsZL LLC) LLC. On September 1, 2011 as the order of JSC "Russian Helicopters" of TsZL LLC it was approved as the Authorized purchasing organization which will perform functions of the uniform organizer of purchases. And on September 20 the management of Helicopters of Russia and "Center of purchases and logistics" held the first meeting with the largest suppliers of holding at which new approaches to the organization of purchasing activity of the Russian helicopter manufacturers were sounded.
Dmitry Petrov, the CEO of Helicopters of Russia holding said: "After completion of consolidation of helicopter assets the holding continues upgrade of the industry and timely passes to updating of purchasing policy. Creation of "The center of purchases and logistics" will allow to arrange work with suppliers of key nodes and units for the helicopters released, upgraded and developed at the enterprises of holding. And diversification of purchases using the latest electronic tools will provide transparency, will support the competition and the circle of our service providers, the equipment and supplies for a complete set of productions will allow to expand".
The main objective which is set before "The center of purchases and logistics" - to optimize and integrate purchasing activity for the benefit of all helicopter enterprises of holding: JSC Kamov, JSC MVZ im. M. L. Milya, JSC Helicopter Service Company, JSC AAK Progress, JSC Ulan-Ude Aviation Plant, JSC KUMAPP, JSC Reduktor-PM, JSC Kazan Helicopter Plant, JSC Stupino Engineering Manufacturing Enterprise.
For effective achievement of this purpose "The center of purchases and logistics" should organize and provide carrying out the centralized purchases of key nodes and units (purchased components) both for serial, and for the developed and upgraded helicopters. Among them:
- 1. Engines;
- 2. Auxiliary power units;
- 3. Columns of the bearing screw, plugs, distortion automatic machines;
- 4. Reducers;
- 5. Steering systems, control units;
- 6. Flight and navigation complexes;
- 7. Automatic control systems;
- 8. Chassis racks.
According to the solution of the founder - Helicopters of Russia holding - the CEO of The Center of Purchases and Logistics Is Appointed LLC Alexander Litvinov, earlier the acting as the 1st deputy chief executive of JSC Kamov for ensuring deliveries. At a stage of formation of the company the office TsZL LLC will be based on the territory of JSC Kamov.
Along with September 1, 2011 the Helicopters of Russia holding began to perform purchasing activity using instruments of electronic trading - until the end of 2011 is going to transfer to an electronic format to 20% of the total amount of purchases of Helicopters of Russia holding. The corporate platform B2B-VR is developed for these purposes within the Single system of electronic biddings of B2B-Center.
The choice of the partner for the organization of electronic biddings was performed on the basis of competitive selection in which such criteria as the number of the held auction and their effectiveness, the number of suppliers, cost of services, existence of successful experience of implementation of similar projects were considered. The B2B-Center company having the most suitable functionality for carrying out productive biddings and considerable experience in the e-commerce market became the winner.

The decision on transition to electronic biddings – one more stage during implementation of procurement reform of Helicopters of Russia holding. In general, reform includes a wide package of measures, designed to promote improvement of competition, information openness and expense optimization of holding and assumes diversification of the purchased goods, implementation of monitoring systems of biddings and introduction of practice of electronic biddings in all child structures. Methodological changes of purchasing activity of holding were developed according to the pursued policy of the Government of the Russian Federation. The purchasing system introduced and operating at the moment completely conforms to requirements of law No. 223-FZ of July 18, 2011. "About purchases of goods, works, services as separate types of legal entities", including regarding use of electronic methods of purchase.
