2018: Creation of the GIS "Earth"

In January, 2018 in the Arkhangelsk region the integrated system of space information under the name of the GIS "Earth" created by Rostelecom company within the Public contract with the Government of the Arkhangelsk region (GAU JSC Management of ICT of the Joint-stock Company) earned.

The city of Arkhangelsk and Primorsky district of the Arkhangelsk region became pilot territories of implementation of an information system.

Project Tasks

Main objectives of creation of a system are ensuring geoanalytical support of work of divisions and services of Administration of the Arkhangelsk region, authorities of federal and municipal levels and also integration of the information systems existing in the Arkhangelsk region in a common information space for the purpose of implementation of full interdepartmental and inter-level information exchange.

Result

The GIS "Earth" is created based on own product of Rostelecom — the geoanalytical platform RUSGIS included in the register of the Russian software.

RUSGIS represents the instrument of information support for acceptance of management decisions of any thematic orientation, scale and level. The geoinformation resource allows to solve the whole range of the applied problems connected with use of space data in the field of economy, construction, environment protection, planning of the territory, rendering public services.

The system constructed during the project allows to solve problems of management of the land and property relations, development of territories (territorial planning) and improvement of investment attractiveness of the region.

The GIS "Earth" is the second project in the territory of our region which corresponds to the order of the President of the Russian Federation of May 18, 2017 No. 163-rp about transition to use of domestic geoinformation technologies. In this system information on 64 thousand objects on the Arkhangelsk region is already brought. For the staff of different departmental structures a system allows to get access to large volumes of information on the principle of "one window" — Denis Matveev, the director of work with corporate and state segments of the Arkhangelsk branch PJSC Rostelecom told.

2011: Creation of "electronic government"

JSC Rostelecom and the Government of the Arkhangelsk region signed the Agreement on cooperation on creation of "the electronic government" within implementation of the Federal Program "Information Society". Signatures under the Agreement were appended by the Governor of the Arkhangelsk region Ilya Filippovich Mikhalchuk and the Acting Vice president - Directors of macroregional branch "Severo-Zapad" of JSC Rostelecom Vladimir Ivanovich Shumeyko. Thus, so far Rostelecom signed Agreements on interaction and cooperation in creation of "the electronic government" with all 11 subjects of the Northwestern Federal District.

According to the signed Agreement of the Party will work jointly on formation in the Arkhangelsk region of a regional segment of "the electronic government" and transfer to an electronic form of services of regional public authorities and local government authorities.

The issue of the conclusion of this Agreement was discussed during the meeting of the Parties which took place in May, 2011 earlier (see the press release of 6/1/2011). For study of questions on creation of "the electronic government" the working group which part representatives of Department of information technologies of Administration of the Governor of the Arkhangelsk region and the Government of the Arkhangelsk region and Macroregional branch "Severo-Zapad" of JSC Rostelecom were acts in the region.

The solution for creation of a regional segment of "the electronic government" developed by Rostelecom, contains a full range of the services and components necessary for a possibility of rendering municipal services in electronic form. It will allow municipalities without significant capital investments to begin providing the services in electronic form, and to inhabitants and the organizations of the region - to receive public services not only the federal, but also regional level through the uniform Internet portal www.gosuslugi.ru and specially created regional portal of the public and municipal services.

Distinctive features of the solution proposed by Rostelecom are its compliance to the technology policy accepted for creation of uniform infrastructure of "the electronic government" at the federal level and also observance of all necessary requirements for information security and personal data protection.

Rostelecom is the only contractor regarding design, creation and operation of infrastructure of "the electronic government" according to the Order of the Government of the Russian Federation of March 21, 2011 N 453-r.

Unique infrastructure of the Company – secure channels of communication and data processing centers – and also experiment on implementation of large national projects allow it to solve successfully this problem, both on federal, and at the regional level. Within public-private partnership on creation of "the electronic government" Rostelecom acts as the long-term investor.
