2022: Ban on state institutions in Romania to buy Russian information security solutions
In September 2022, Romania adopted a bill on the protection of IT systems of state authorities and government institutions in the current geopolitical situation. The document, in particular, provides for the introduction of a ban on the purchase of Russian products for information security (information security).
The bill defines the necessary legal framework for stopping the use of antivirus software products produced in the Russian Federation in Romania . The same applies to related services and services. The ban applies to government agencies and government agencies at the central and local levels.

It is said that in this situation, many states participating in the European Union issue recommendations or directives instructing state institutions to abandon the use of antivirus products if they directly or indirectly come from the Russian Federation. The reason lies in concerns about possible cyber attacks.
The Romanian government clarifies that the measure is temporary. It can be canceled after the signing of a peace treaty between the Russian Federation and Ukraine or an agreement on a permanent truce.[1]

In May 2016, the Romanian Association of the Software and Services Industry (ANIS) published the results of a study of the local IT market. The state of affairs in the field of software and services was studied.
According to ANIS experts, in 2015 the volume of the Romanian software and IT services market grew by 21% compared to 2014, reaching 3.08 billion euros, which is higher than the predicted value. In the export segment of these solutions, there was an increase of 31% to 2.09 billion euros, corresponding to about two-thirds of the total volume of the market under consideration.
Experts expect the emerging positive trend to continue. They predict that in 2016, sales of software and IT services in the country will reach 3.6 billion euros, and in the next five years they will increase by an average of 15% per year. Previously, smaller growth rates were expected - by 11%.
ANIS reports that in 2016 the size of Romanian exports of software and services in the field of information technology will amount to 2.5 billion euros, which is twice the figure four years ago.
As for the domestic market, here we are talking about moderate growth - by 4% in 2016 (up to 991 million euros) compared to 2015. Sales of software and IT services in Romania account for approximately a third of the revenues of vendors and suppliers in the local market. This segment is projected to show 4.6% growth in 2016.
The researchers also note that by 2016, the level of adoption of consumer technology in the private and public sectors remains quite low.[2]
