In the Moscow Department of Culture the system of financial provision is upgraded

The Moscow Department of Culture together with experts of BFT Company at the end of 2015 implemented the project on upgrade of a system of financial provision of activity of subordinated organizations within which calculation of standard costs on rendering public services according to new requirements of the Budget legislation is carried out.

The latest revision of Article 69.2 of the Budget code of the Russian Federation significantly changed the mechanism of determination of a subsidy for financial provision of the state task. In particular, standard costs began to be defined on rendering the public (municipal) services according to the general requirements developed and approved by the federal executive authorities performing functions on development of state policy and legal regulation in the set fields of activity. The structure of standard costs on rendering services was significantly expanded (execution of works). The concepts "basic standard costs", "industry coefficient" and "territorial coefficient" are introduced for the first time.

For implementation of requirements of the legislation the Moscow Department of Culture started development of the uniform principles of formation of standard costs on rendering services, including determinations and justifications of values of basic standard costs and also the industry and territorial coefficients influencing the subsidy size.

Within this project experts of BFT Company executed development of the scientifically based offers containing approaches to determination of standard costs on rendering public services, the total cost of execution of works in the conditions of transition to basic standard costs and also rendered consulting support of activity of the Moscow Department of Culture of implementation of new rules.

Calculations of standard costs it was carried out for the public institutions subordinated to the Moscow Department of Culture. Calculation was made as for the educational organizations among which higher education institution, the professional educational organizations, the organizations of additional education of children, and for cultural institutions — libraries, the museums, recreation parks, theaters, recreation centers, etc.

The BFT Project company completed the project on implementation of modern mechanisms of productive process management of providing public services by the public institutions which are under authority of the Moscow Department of Culture.

Within this work specialists of the Company analyzed the systems of provision of services and financial provision of activity of the public institutions subordinated to Department of culture and prepared offers on refining of an order of determination of standard costs on rendering public services and to scoping of a subsidy for financial provision of accomplishment of the state task. Offers on refining of the list of the public services rendered by the organizations which are under authority of the Moscow Department of Culture and on optimization of budget network including measures for expense structure optimization which would allow to level the difficulties connected with transfer of public institutions on financial provision in the form of the subsidies calculated on the basis of standard costs were developed.

The created mechanisms will increase effective management of processes of providing public services by public institutions of culture of the city of Moscow and will provide implementation of the legislative innovations connected with transition to the budgeting focused on result.
