Within the XII Specialized exhibition "Information Technologies in Medicine — 2011" which took place in October, 2011 in Moscow a competition of developments in the field of informatization of health care "The best medical information system 2011" was held.

According to the results of tender software package "TM: The DPC", developed by SofTrust company, is awarded with the Diploma of the I degree (Grand Prix) in the section "Automated information systems of federal and territorial authorities of management of health care, funds of compulsory health insurance, bodies of sanitary and epidemiologic control and supervision, bodies of licensing, control and supervision of medical activity, bodies of medico-social examination".

Let's remind that early two products of SofTrust company were mentioned by Diplomas of the I degree (the highest award of tender): software package "TM: Health" — "The best medical information system 2009", the software package "Center of Health" — "The best medical information system 2010". According to Regulations on tender the works which were already mentioned within the last three years by medals and diplomas of the previous exhibitions and tenders are not allowed to participation.

The cardinal changes of the legislation in the field of compulsory health insurance which happened for the last year require upgrade of information systems for the purpose of integration into the Single state information system in the field of health care. Software packages "TM: DPC" and "TM: MIS", forming a basis of a regional information system of compulsory health insurance (Compulsory health insurance RICE), are brought into accord to requirements and on November 17, 2011 are certified by certification body of information systems and software tools in the field of health care and social development on compliance of GOST P and to regulations, in particular:

• The order of the Ministry of Health and Social Development of the Russian Federation of January 25, 2011 No. 29n "About the statement of an order of conducting the personified accounting in the field of compulsory health insurance"
• Order of Federal Compulsory Health Insurance Fund of April 7, 2011 No. 79 "About the approval of the General principles of creation and functioning of information systems and order of information exchange in the field of compulsory health insurance"

The SofTrust company completed in the summer of 2012 the next stage of completion of a software package "TM: DPC. An IEC" as a result of which the module executing a full stroke of works with invoices for payment of medical services in the automatic mode was developed.

Now for processing of accounts for the rendered medical services it is only necessary to organize data collection from participants of information exchange, and the program performs further necessary operations independently:

• Loads files into the database, exercising formatno-logical control;
• carries out expertize according to earlier configured criteria;
• creates data for reports;
• unloads the protocol of processing for transfer to the medical organizations for the purpose of error correction.

The developed module allows to reduce as much as possible data processing time at information exchange between the participating organizations of the compulsory health insurance system.

Now the module is put into operation in "Medical information - analytical center" the Omsk region.

Along with development of the module of automation of processing of accounts the completions of the module of the platform allowing were made:

• Optimize access of the annex to information stored in the database;
• accelerate runtime of transactions;
• improve ergonomics of the graphical interface of the program.
