An electronic library system became a basis of a common information space of MGIMO

Specialists of IBS company created an Electronic library system at the Moscow State Institute of International Relations (University) the MFA of Russia. Before students and teachers of university new opportunities for work with information, improvement of educational and research processes, interactive interaction open.

The implemented solution represents automated information system acting on the basis of electronic educational resources of university. The IBS company operating as subcontractor (the general contractor – Intellin company) became her developer. Involvement of specialists of IBS to project implementation was caused by their extensive experience in the field of automation of universities including which is earlier implemented for MGIMO by the project on creation of the Uniform data warehouse. The Intellin company performed coordination of the works which are carried out within the project.

During the project specialists of IBS developed and implemented a hardware and software system of an Electronic library system and integrated its subsystems (authorizations, managements of access rights, placements of books) with the operating information and technology systems of the University. In particular, a new system is connected with the portal, the uniform data warehouse and a publishing complex.

The established cooperation of these subsystems gave the chance to create for students and teachers of university of a condition of comfortable and operational work with educational resources. In the Digital library all again arriving editions automatically are registered, digitized and placed. The translation of the portal on the system of authorization, uniform with the Digital library, allowed users to look for books directly from "personal account". Search is conducted including in texts of documents and taking into account different filters (the faculty/institute/center, text language, document type, a type of the edition, etc.). The important step in reforming of a publishing complex of MGIMO and to its inclusion in the general information space of university is taken: thanks to creation of a communication channel and integration with the IT system of printing house the Digital library also automatically, in process of issue, is replenished with works of specialists of MGIMO. It significantly cuts down expenses on printing of the books and benefits released by the staff of the University and considerably simplifies to users access to them.

Specialists of IBS developed the convenient and reliable instrument of work with educational resources. The used system of protection ensures not only functioning with books and the methodical managements, but also safe storage and distribution in electronic form of internal documents of the University: orders, agreements, government contracts, regulations, etc. It will facilitate activity of an administrative and management personnel of university.

With start of the Digital library in operation transfer process in an electronic form of library stock of the University began. So, already during the project primary filling of library by modern educational editions and rare books, including 214 unique manuscripts of Lazarevskoye of institute of east languages was carried out. Process goes way of page-by-page scanning of the most demanded materials, the most valuable of which are processed by a contactless method on the specialized equipment excluding application of an infrared and ultraviolet light.

Access to the Digital library is provided by means of the portal of the University on the http://www.mgimo.ru/publications/ehd.phtml page. Besides, for convenience of students and teachers in the reading room of the Scientific library of I.G. Tyulin operating in university the class of terminal access to a system is put into operation. The possibility of printout directly in Scientific library of e-books and their fragments on demand is implemented. The predicted number of users of a system is 5000 people.

As Andrey Shakhov, the head of department of the innovative development of MGIMO (U) reported the MFA of Russia: "This project became the next stage of implementation of the Innovation educational program of our university. With start of the Digital library we increased availability of scientific, educational and educational and methodical literature to students and the faculty of the University, created the most favorable conditions for their work. On the basis of electronic educational resources there was a common information space of university, technical support and improvement of educational and research processes is provided".

Summing up the project results, the director of Directorate of information technologies of MGIMO (U) Vadim Sychyov noted the MFA of Russia: "It is possible to call a digital library the major systemically important information service MGIMO safely. In the long term around storage of electronic resources and the system of access to them joint with the portal of the University, it is supposed to construct the integrated information environment of the student, graduate student and scientist. An electronic library system allows us to develop successfully further interactive forms of education, to create the network environment of interaction of specialists of MGIMO with leaders educational and research centers of the world".
