In the Arkhangelsk region the regional segment of the electronic government is started

The FORS company announced in November, 2011 end of the first stage of the project on creation of a regional segment of the electronic government of the Arkhangelsk region and start of an information system in trial operation. Development was conducted on the industrial Oracle platform. The "Management of Information and Communication Technologies of the Arkhangelsk Region" Public Autonomous Institution (PAI) acted as the customer.

The FORS was selected from quality of the contractor as the company having deep examination in plot area of portals of the public and municipal services on the basis of own complete solution for formation of program components of the electronic government at the federal and regional levels. Specialists of the company successfully execute over ten similar projects.

Increase in openness and efficiency of providing public services and also ensuring participation of departmental information systems in interdepartmental electronic interaction within the created regional segment of the electronic government was a main objective of creation of a system. Project tasks included creation of a single system of acceptance, registration and issue of necessary documents, providing comfortable conditions of access to public services in the mode of "one window" to the population and economic entities and minimizing of paper document flow.

The director of the department of information technologies of the Government of the Arkhangelsk region Igor Ivanov notes: "From all projects of the region on automation of a public sector this became not only the most large-scale, but also the most important for us. Thanks to the accumulated experience and the achieved results, on behalf of GAU we managed to create, in fact, the regional Competence Center designed to become the engine of development of IT in the Arkhangelsk region. However we have an electronic government - it is not only public services, but also a possibility of development of public-private partnership during creation of commercial services. Important and the fact that automation will significantly increase efficiency of information exchange will allow to cut down several times expenses on connection of the new information systems and service existing and, above all – to lift to qualitatively other level relationship between citizens, the state and business. The social importance of the project is very high – public services can be received now, without leaving the house, without queues and red tape, life of people will become easier".

The project started in November, 2010. By the end of December engineering design was complete and the prototype of a regional segment of the electronic government of the Arkhangelsk region is developed. The testing held on the example of one of socially important services showed that approach to informatization and a technique were selected correct.

For the first six months 2011 the whole complex of works on design engineering of a system, setup, adaptation and preparation it to input in trial operation was executed. Works on integration of the existing regional register of the public and municipal services of the Arkhangelsk region with technology base of the portal, installation general-system, special both the basic software and setup of five priority services for rendering their in electronic form were performed. Acceptance tests were carried out according to an adopted agenda and a test procedure. All specialists involved in the project from the customer were trained to work with a system.

Specialists of the customer took the most active part in the project - so, they undertook considerable amount of works on inspection of an automation object, problem definition, system testing and also the solution of all organizational and technology issues.

Let's note that the information system was developed for the electronic government of the Arkhangelsk region on the basis of own specialized industry solution of the FORS patented and registered by authorized state bodies. In this software product the principles of the service-oriented architecture when all requests and information flows between suppliers and consumers of web services are performed in the XML format through the central integration bus – the regional system of interdepartmental electronic interaction are used.

The solution has modular architecture that provides a possibility of fast changing of the scheme of interaction and structure of the interacting resources, and consists of three subsystems: regional portal of the public and municipal services, regional system of interdepartmental electronic interaction and system of execution of regulations.

Key advantage of the complete solution proposed by FORS is the functionality allowing the customer to configure flexibly electronic regulations independently without involving professional developers. Specialists of GAU successfully showed the received practical skills on work with a system and own forces configured more than three tens electronic regulations of rendering public services.

At the moment the active phase of trial operation of a system begins. Together with GAU and regional authorities formation and approval of a packet of the regulating legal and other regulating documents comes to the end with department of information technologies of the Government of the Arkhangelsk region that will allow to translate a regional segment of the electronic government of the Arkhangelsk region in continuous operation and the most important - to make the relevant services available to the population of the area. At the same time the issue of connection of a regional segment to the Single system of interdepartmental electronic interaction is actively handled.

Creation in the Arkhangelsk region of technology infrastructure for rendering the public, municipal and any other services in electronic form became the most important result of implementation of the project. At this stage public authorities, public institutions and the state unitary enterprises of the Arkhangelsk region and also physical persons and legal entities became users of a system already.
