In JSC Apatit entering into the PhosAgro Group the implementation project of a personnel management system the BOSS-personnel officer started. The BOSS-personnel officer is selected by the partner in implementation BSC company.
JSC Apatit is a mining chemical complex which part four mines are, two apatite - nepheline enrichment factories, railway and motor transportation workshops and also other auxiliary divisions. Apatit is the city-forming enterprise for the cities of Kirovsk and Apatity. Apatit implements the active social policy directed to maintenance of quality of the social environment in the Kirov and Apatity district.
Special attention in JSC Apatit is paid to the HR policy. For increase in its quality the decision on implementation of the BOSS-PERSONNEL OFFICER HRMS system on the Microsoft SQL Server platform was made. An implementation project objective - to create at the enterprise a common information space on personnel records and to provide human resources management at all levels of management.
The project assumes implementation of regular and personnel and organic and salary circuits the BOSS-personnel officer, including calculation of the price-work salary. The aggregate calendar terms of the project make 16 months with the following key points:
- Phase 1 (June, 2012) is start the BOSS-personnel officer in commercial operation on the Kirov mine (reflects 90% of specifics of JSC Apatit): staff list, personnel and time keeping, calculation of the time and price-work salary.
- Phase 2 (December, 2012) is completion of replication the BOSS-personnel officer on all other divisions of JSC Apatit;
- Phase 3 (January, 2013) – the beginning of commercial operation the BOSS-personnel officer on JSC Apatit in general.
At the moment specialists of BSC conducted preproject examination and started works on preparation of migration of personnel data within the first project phase.
Project Continuation
On March 7, 2012 JSC Apatit and BSC announced the beginning of pilot testing of the solution BOSS-PERSONNEL OFFICER.
During development of project solutions and the approval of the Engineering design of a HRM system specialists of BSC together with the Customer solved the following problems:
- Formalized information on the organization of processes of personnel records and payroll (including price-work);
- Excluded duplication of functions, documents and reports;
- Developed encodings of the main reference books;
- Approved target distribution of duties.
According to the approved Engineering design tuning of a target business model in the BOSS-PERSONNEL OFFICER HRM system on the example of the Kirov mine (pilot division) – the biggest division which is most full reflecting specifics of personnel records and payroll calculation in JSC Apatit is performed.
Objectives
Within March – April, 2012 testing of the BOSS-PERSONNEL OFFICER HRM system on data of pilot division is planned that will allow to reveal and eliminate "bottlenecks" on the earliest project stage. For these purposes migration of necessary historical data will be executed and also 2 test payrolls are executed.
Expectations
Based on pilot testing the decision on necessary completions of a business model of a HRM system for test operation the BOSS-personnel officer in scales of all JSC Apatit (September – December, 2012), and then and for start of a system in commercial operation (January, 2013) will be made.
Opinion
"The implementation project the BOSS-personnel officer in JSC Apatit has the highest priority. Based on the made management decisions in combination with the modern automation equipment (BOSS-personnel officer) it is expected to optimize labor costs and time spent for processes of personnel records, administration and payroll calculation", - Andrey Tomilin, the director of information technology of JSC Apatit says.

Partners in the project completed personnel management system implementation the BOSS-personnel officer in March, 2013, the press service of the contractor reported on May 15, 2013.
Milestones and determinations
The project is begun in September, 2011. On implementation of a task 16 months were allotted.
"The implementation project the BOSS-personnel officer became for us strategic and had the top priority during all term of its implementation. At the moment all work on personnel, time keeping and payroll is performed in the uniform centralized DB the BOSS-personnel officer. Thanks to this implementation we not only solved a problem of double entry of information and raised accuracy of the data, but also reduced costs. There is no need for the round-the-clock managers and operators now, it is not necessary to display during a night shift of specialists of Settlement department for payroll. Moreover, if earlier at any change in the labor law of the Russian Federation we had to finish our old system by own forces, then now such need disappeared. All updates of the BOSS-PERSONNEL OFFICER HRM system are regularly delivered by the producer that definitely minimizes risks for business", - Andrey Shepel, the HR director, JSC Apatit noted.
Test operation HRM- systems BOSS-personnel officer in scales of all Apatite JSC is carried out in October-November, 2012. On the basis of positive results of test operation by the management of the enterprise the decision on start of a system BOSS-personnel officer in commercial operation since January, 2013 with failure from parallel operation in an old system is made. Within the next two months commercial operation of a system was supported by specialists BSC, and in March, 2013 HRM- a system is completely transferred to maintenance to the customer.
"From the technical point of view implementation of the drawing BOSS-PERSONNEL OFFICER software product introduced in JSC Apatit a lot of new, in particular:
- the dependence of the enterprise on the certain IT specialists who had unique knowledge of our old system is reduced – now we have more opportunities for involvement of third-party specialists and contractors;
- housekeeping overheads of a server framework were reduced, the risks connected with use of an obsolete equipment and lack of full reservation of data were eliminated;
- The BOSS-personnel officer "reached" all jobs that allowed to reduce paper document flow and to provide information input on places of its emergence.
Besides, within the project a number of jobs was implemented using Web technologies - it allows to work with a HRM system, using only the browser. As a result - requirements to workstations and costs for their maintenance are minimized that is especially relevant in the conditions of a geographically-distributed structure of users of JSC Apatit, - Sergey Didenko, the director of information technology, JSC Apatit told.
Result
Implementation automates new features which were not provided by an old system. In particular, planning of the staff list (with a possibility of the analysis of history), transfer of personnel information in Enterprise resource planning, calculation of advance payment for actually worked time.
Within the project forms of the internal reporting of JSC Apatit, algorithms of payroll, document flow and distribution of obligations for personnel and time keeping are unified.
