Main objectives of creation of the Situational Center (SC) of the NAO - complex information support for the benefit of increase in efficiency of Administration of the NAO and the organization of interaction with STs of executive authorities; - monitoring of a situation and providing to heads of the generalized and detailed information in a required section; - use of instruments of indicative management, control of the course of implementation of federal and regional programs, accomplishment of solutions; - modeling of development of situations and a preliminary estimate of potential efficiency of the made decisions. - carrying out situation analysis, including, using group expert procedures; - information support of management decisions on the basis of geospatial information.
According to requirements of the Customer the complex of the STs technical means should provide comfortable, uninterrupted and reliable holding of conferences, meetings, organizational seminars and information and analytical support of the above-stated actions. The complex of the STs technical means should provide a playback capability of audiomaterials, viewing multimedia presentation, video and information and analytical materials from different carriers of an audio-and video information, information maintenance and documentation of meetings, operational management of technical means of the Situational hall. Besides, STs, upon the demand of the Customer, should be implemented in the form of a uniform complex of the audiovisual equipment with the system of the integrated management and a complex of computer aids for quick and convenient access to different information resources and their graphic display. STs GA should provide information support of a full stroke of management in the mode of the protected video conferencing.
Key features of the STs NAO project:
- complexity of the solution. The Polymedia company carried out large-scale work on development of information and analytical support for STs that together with difficult technical audiovisual equipping allows to speak about this STs as about the powerful controlling and analytical management tool.
- diversity of the solution. In the project progress the Polymedia company performed works of the most different level and a profile – development of the design project, conducting repair construction works, engineering design, development and sale of the equipment, development and implementation of information and analytical providing, creation of an information security system and also training of staff of STs in work with installed systems, – all this demonstrates ample opportunities of the company as system integrator.
- system approach. Specialists Polymedia developed the project including an engineering and mathematical part, created the schedule on project implementation taking into account works of subcontractors and with assessment of possible risks. Thanks to such system approach, the company not only provided to time to the Customer STs ready for operation, but also won week for training of staff of STs in work with the installed equipment and information and analytical providing.

According to the results of the done work the created situational center in hands of the government of the region is the management tool which increases forecasting effectiveness of situations, control and monitoring of the processes happening in the region, allows to put forward more quickly solutions on prevention of crisis situations, etc. that is directly connected with strategic planning of development of the Russian Federation
- convenience and efficiency of the solution. Along with implementation of an information and analytical system in STs NAO the special hardware and software system providing to persons, making decisions, operational and optimal information visualization that it promotes efficiency of the events held in STs is set.
- ensuring data protection. The company provided reliable information leakage protection in STs. The centralized system of information security provides protection of all information systems and sessions of a video conferencing.

Engineering facilities STs NAO
Situational hall
The screen of collective use of STs NAO is provided by the videowall to configurations of 5х2 of 10 projective modules Mitsubishi with a LED light source. For consolidation of all projective modules in a common information space of the videowall the graphic polyscreen Jupiter Fusion controller is used. For ensuring interactivity of the report of the speaker in the hall the interactive tribune of the speaker with the built-in interactive display of SMART Podium allowing the speaker without keyboard and a mouse is provided to manage information provided on the videowall and in real time to enter graphic comments over the presentation, standing at a tribune and not resorting to the help of the operator. Seven duplicative LCD monitors of Samsung are intended for information display and broadcast of the image of sessions of video conference directly to participants of meetings at a table of presidium and to observers.
The workplace of the chairman is equipped with the touch display which is built in a surface of a table of presidium allowing to get instant access to any necessary information. The interactive surface of the display of the first person allows to hold interactive reports and the presentations, to write in the necessary applications with digital ink, to address multimedia files and to display information on the videowall for a public inspection.
Jobs of delegates are equipped with the displays which are also built in a table surface and which can be as in hidden, and in working order depending on an automatic team of the operator. Displays function in two modes – individual work and the centralized broadcast of materials.
All displays which are built in a table of presidium have on the USB panel connectors for loading of the presentations and other materials. For observation by the operator of the events in the situational hall the technology dome camera which is built in a ceiling is provided. For the period of holding sessions of the protected video conferencing the camera compulsorily is switched-off by the central controller of management Crestron. For ensuring high-quality and operational communication during the meetings in STs the microphone congress system of Bosch which allows to regulate performances of participants of meetings is set, to armor a request for the report in the course of discussions and to organize vote.
Hall of analysts
In the hall of analysts one attendant workstation equipped with necessary visualization tools of information, control of information flows and managements program and hardware of a complex and also three workplaces of analysts who specialize in monitoring of corporate network of Administration of the NAO and work with data from the Internet are provided. All jobs are equipped with information security tools and all necessary analytical tools – the system of the OLAP analysis (analytical data processing in real time), the systems of cognitive and simulation modeling. The compound duplicative display in the hall of analysts is intended for control of information output on the videowall of the situational hall. The display repeats a configuration of videowall 5х2 and consists of 10 compact LCD modules. On inputs of modules of the compound duplicative display the same signal is given, as on projective modules of the videowall therefore the monitor supports resolution 1400х1050 pixels corresponding to the module of the videowall and has the image format 4:3. For monitoring of the actions which are taking place in the hall on attendant workstation the LCD display to which information from the technology dome camera which is built in a ceiling of the situational hall is output is provided. The display is completed with the multiwindow processor allowing to show on the general information area of display 4 of a video window of graphic or video sources.
Hardware room
Thanks to technologies of virtualization it was succeeded to reduce energy consumption, to increase fault tolerance of the set software and significant reducing costs for purchase of the server hardware. Table "Heat Release and Energy Consumption of the Installed Equipment"

Information and analytical providing STs
Information and analytical providing is an obligatory component of STs, actually any situational center does not work without information and analytical systems. However development of such systems is usually executed by the specialized companies working in IT of area. The key feature of the STs NAO project is that information and analytical providing was designed and developed by forces of the system integrator working in the field of information visualization – Polymedia companies.
Especially for this project the Polymedia company developed the following components of information and analytical providing: the management subsystem information visualization developed on the basis of software of own brand of the company – VIRD, the internal web portal providing an information access of STs to internal and external users and actually components of information and analytical providing STs, such as subsystem of the financial and economic analysis, geographic information system (GIS) and monitoring system of the emergencies (E), subsystem of the expert analysis and subsystem of the cognitive analysis and simulation modeling.
Management subsystem information visualization on the basis of the VIRD
Practice of software implementation of "VIRD" showed increase in efficiency of use of STs program technical means due to automation and process optimization of preparation and management of information flows, development of scenarios of information display, operational management of scenarios and display modes and also demonstration different analytical and media this in the form convenient for perception and work of the persons making decisions. Using the software of VIRD the operator can manage completely visualization of all information flows in STs. And control can be exercised as from attendant workstation in the hall of analysts, and directly from the hall.
The software of VIRD allows to solve the following main objectives:
- preparation of scenarios of information display for participants of actions using different types of sources (both hardware, and program);
- visualization of any sources of information both program, and equipment rooms on any means of information display of collective and individual use using all data capacity of means of display in the most convenient for perception and works a type according to modern ergonomic requirements and technologies of information representation;
- management of the course of demonstration of scenarios (both for the operators, and for persons making decisions) with a possibility of operational switching between scenes;
- editing scenarios in offline modes (in advance prepared scenarios) and online (directly when holding actions).
Internal Web portal
Using the STs portal access for staff of Administration of the NAO to all STs resources according to the access rights granted to them is organized. In addition to access to information systems the portal supports library of documents (regulations, operation manuals) and the calendar of the events held in STs. The STs web portal in addition to interfaces to other information systems contains a planning module using which it is possible to plan an action with the notification of all interested staff of STs. The module provides planning of actions for year, quarter, month, week and allows to adjust plans if necessary. A basis of plans is the list of actions for their accomplishment, detailed information with indication of responsibles and the involved experts is attached to each of which. The report on last actions remains in a system.
Subsystem of financial and economic monitoring and forecasting
In STs NAO receiving and data analysis from Financial management of administration of the NAO, Federal Treasury Department for the NAO, Offices of the Federal Tax Service in the NAO and the Ministry of Finance is organized. Implementation of this block allows to solve the following problems:
- monitoring and analysis of execution of the consolidated budget, own budget, budgets of municipal entities
- operational analysis of budget implementation of the subject
- the analysis of a shortage on a tax income of the regional budget
- comparison with other budgets of the subjects of the Russian Federation
- monitoring of the prices and rates for housing and communal services
- monitoring of the index of industrial production and volume of manufactured goods, the performed works and services
- monitoring in the field of population health care
- monitoring of the price indexes and income of the population
Geoinformation subsystem
The geographic information system (GIS) of STs NAO implemented within the project represents an ordered analysis system of geospatial data. A system contains most detailed cartographic substrate, districts given on the agricultural enterprises and has the accessibility to thematic layers of space data and input of new data. The functions executed by a system:
- ensuring visualization of the geoattached data and accomplishment of space requests;
- ensuring data storage of layers of a geographic information system (metric and semantic information on hydrography objects, on vegetation, infrastructure, localities, relief, road network, etc.) in the database;
- providing an output to the screen of the selected card layers;
- ensuring creation, editing and display of thematic layers of the electronic card;
- ensuring inclusion and switching off of visualization of the selected card layers;
- ensuring four submissions of electronic maps: o territorially - political; o geographical (with a possibility of washing of a relief); topographical o; o pictures from satellites of remote sensing of Earth.
- ensuring scaling and navigation according to the card;
- ensuring search of localities and objects of hydrography by their names.
Monitoring system of the emergencies (E)
On the basis of GIS in STs the emergency monitoring system is constructed. A system allows as fast as possible and it is convenient to enter, process and provide to responsible persons information on the current emergencies arriving from the Ministry of Emergency Situations of the NAO.
This system provides accomplishment of the following functional tasks:
- information input about emergency and to potential threats of emergency in the STs database (with a binding to electronic vector cards);
- information input about forces and means, objects of the industry and social and important objects in the database of the Situational center (with a binding to electronic vector cards);
- decision support and the organization of work of STs of the governor of the NAO in the automated mode;
- output of operational information about emergency in the region on any AW (the automated workplace) in the Administration building (the quantity is limited to a connectivity to a LAN);
- the emergency display in text form in the emergency magazine and on the card;
- display of all information on the selected emergencies, including: o map of the area of emergency; o emergencies current parameters; o library of the fulfilled documents on emergency;
- introduction of data on an operational situation in the district;
- operational display on the card of information on forces and means around emergency;
- processing of current documents about emergency;
- ensuring storage of emergency archive;
- ensuring reports generation according to the database of the considered information.
Subsystem of the expert analysis
The implemented system allows to involve in decision making in STs of experts from different spheres of activity for removal of the most competent assessment of situations and, as a result, increase in efficiency of the decisions made by participants of meetings. A system allows to maintain a register of experts, to perform formation of requests, collecting of expert opinions in the automated mode, to range versions of solutions, to carry out the analytical assessment.
System of the cognitive analysis and simulation modeling
Use of cognitive and simulation modeling reduces time for preparation and acceptance of management decisions of the government and local government authorities of the Nenets Autonomous Okrug. Using a system the following procedures are performed:
- assessment of the current situation in political, economic, social and technology fields of activity of the district;
- search of additional opportunities, warning and identification of threats and risks;
- identification of the defining factors and operational formulation of current problems;
- fast and reasonable preparation of recommendations, including about actions plans.
Cognitive and simulation modeling is implemented in STs NAO by means of representation of a problem situation in the form of the structured set of concepts (factors) and their interferences, cause and effect charts, simulation assessment of different managerial impacts on process of events with indication of results of assessment on the temporary diagram and taking into account shadow, little significant, at first sight, factors, and justifications of answers to questions like "What will be if?". Results of modeling are available to participants of the expert procedure.
Information security system
Integration of networks of different level of security in the course of works on creation of STs existed need for a possibility of providing information from a uniform source to different categories of users which could not only have the different access level, but also get access to a system through networks of different level of security, up to open networks, such as Internet.
