CORUS Consulting created an electronic document management system for state agencies of Sverdlovsk region

The CORUS Consulting group won at the end of 2011 an open competition for development, implementation and replication of an electronic document management system in executive bodies of the government of Sverdlovsk region.

The open competition at the choice of the contractor on project implementation on creation of the workflow system took place on the portal of state procurements of Sverdlovsk region in November, 2011. Based on tender the CORUS Consulting group and the Ministry of information technologies and communications of Sverdlovsk region signed on November 21, 2011 the contract for implementation of an information system in structures of the government of Sverdlovsk region and 35 executive authorities.

The standard solution of Corus Consulting allows to optimize organizational and administrative document flow in Administration of the Governor and the Government of Sverdlovsk region and also in executive authorities of the region. The module of the analytical reporting including more than fifty standard reports became one of features of a new information system. Electronic document management in state structures of Sverdlovsk region will be legally significant – Corus Consulting implements the electronic digital signature based on Crypto Pro (means of cryptographic information protection). Also system integrator will provide to heads of the region the latest development – "Mobile office of the head", the solution allowing to work with documents on the mobile devices Apple iPad.

The term of accomplishment of the government contract – from November, 2011 to March, 2012.

The project is implemented in a short time: start of a system in trial operation in 10 divisions was planned for December, 2011. From January to March, 2012 a system is implemented implemented in other 25 divisions.

The deputy manager of the direction of electronic document management systems of CORUS Consulting group Victor Rakhmanov noted: "The solution proposed by us for automation of organizational and administrative document flow in the government of Sverdlovsk region – the optimal choice in a situation when it is necessary to achieve considerable results in a short time. The new information system will provide transparency of organizational and administrative document flow, full control of an operation cycle of documents in an electronic document management system from the moment of creation/receiving before completion of execution/departure, ordered and reliable storage of documentation in storage of documents, quick search of documents on attributes and contents, prevention of losses of documents. All staff of state structures concerning document flow – from heads to clerks will become users of a system. Considerable decrease in number of errors during the work with a large number of documents, acceleration and increase in efficiency of executive authorities in the region will become result of implementation of EDMS.

The mentioned standard solution is already implemented by CORUS Consulting group in a number of the large geographically distributed companies (for example, in telecom industry – in structures of Svyazinvest holding, in the fuel and energy sector), in the state organizations.

In May, 2012 CORUS Consulting Group completed the project on system implementation of electronic document management (EDMS) in executive bodies of the government of Sverdlovsk region. The project on creation of a single system of electronic document management for one of the largest regions of Russia was begun in November, 2011 and is complete in March, 2012. A system covers all executive authorities of the territorial subject of the federation. Since the beginning of the current year in a system more than 100 thousand documents – the entering and outgoing letters, reports, legal acts, orders, decrees and other documents are processed.

"The created system allows to monitor the movement of documents between structural divisions of the Government, at the same time process accelerates, and the result of work becomes more better, contractors have more time for work on a request, order, the regulatory legal act. If the governor gives assignment to several ministries at once, the electronic document management system allows to see who what materials already prepared. Responsibles for which the task to consolidate solutions of all participants of work on order is set can look in real time how the situation at collaborators is – whether it is necessary to wait from someone for offers or it is already possible to start the summary report. In the future EDMS can be integrated into a federal system", the Acting Minister of information technologies and communication of Sverdlovsk region Irina Bogdanovich comments.

In Sverdlovsk region all main modules EDMS, in particular, organizational and administrative document flow, the analytical reporting and "Mobile office of the head" - the solution allowing to work in EDMS from iPad tablets including offline at impossibility of access to a local network of the organizations at the same time were implemented. "Such approach allowed to provide support of a full range of tasks of document management right after start of a system. Harmonious work of staff of the Ministry of information technologies and communications of Sverdlovsk region, Management of documentary providing and control of execution of the Government of Sverdlovsk region and specialists of our company allowed to implement the project precisely according to requirements and terms of the government contract", Victor Rakhmanov, the deputy manager of the direction of electronic document management systems of CORUS Consulting Group emphasized.
