On September 29, 2011, in the conference room of the Kodeks Consortium, a demonstration of a new information system was held, created jointly by the Office of Automated Systems and the Office of Automated Legal Proceedings, Lawmaking and Custom Projects. The new system is intended for the Office of the Federal Antimonopoly Service in Moscow.

The system is in trial operation at the OFAS of Moscow. Since July of this year, about 17.5 thousand documents have been entered into the database, which are structured according to antimonopoly procedures, grouped into cases. In addition, the real state of each document is easily monitored: in operation, completed, closed.

The system is developed on the.NET platform and MS SQL Server 2008, a web browser is used as a client, the document preparation system is integrated with OpenOffice 3.3.

Data structuring is as close as possible to what users see in the Code: Document Management system, and the entire architecture is built on the Text and Graphic Information Storage system developed in the Automated Systems Administration.

Each user has access not only to their own folder, but also to all documents of replaced persons. Moreover, managers can at any time look at the documents and affairs of their subordinates, control the process of performing work on documents.

Work with electronic documents is as automated as possible, templates are provided in all forms, which facilitates the user's task and saves his time.

One of the important automated functions is the control of the execution of documents and the consideration of cases, tracking of the deadlines established by the regulations. On the basis of the automatic routing system, each document, depending on the procedure (procedure), is assigned a route and its execution dates at each instance. After processing the document, the executors prepare the corresponding outgoing document, which is returned to the manager for sighting.

The outgoing document prepared in the system can be sent to the addressee in all possible ways: by fax; e-mail or registered mail. Envelope forms - with the specified recipient, sender, mail barcode, receipt notification - are output directly from the system to the printer.

The entire forwarding part is built on the principles implemented and worked out in the AIS "Legal Proceedings" system.

The OFAS system implements more than 30 specialized reporting forms, which allows service employees to generate quarterly reporting automatically, based on the data entered into the document management system.

A specialized service for OFAS has been created - a directory of affiliates to track the connection between legal entities and individuals and identify potential violators.

The EDMS has a convenient service that resembles a search in Internet search engines, familiar to each user. When entering the first letters of the query, the search prompts you for possible choices, prompts you to refine the query by attributes.

It also works by searching through the barcode assigned to the document using a barcode scanner integrated into the system.

According to the developers A. Dolzhenko and A. Meinzer, the resulting system raises the entire range of electronic document management systems to a new level and will serve as the basis for the development of the direction of document management as a whole.

Anton Meinzer, Deputy Director of Automated Systems Department of JSC Computer Development Centre: "We have already received the first responses from users from OFAS. They express their wishes to expand the supported business processes. For example, implement a subsystem for monitoring the stages of consideration of cases, a subsystem for coordinating documents. In addition to satisfying the wishes of the client, we plan to fully automate all business processes of the document flow of the OFAS of Moscow. At the moment, we are also working on adapting the system for the central office of the antimonopoly service. In the near future, it is planned to replicate the system across all departments of the Russian Federation. "
