System implementation of budget management in РТКомм.РУ company

The West Concept holding completed system implementation of budget management based on the product Microsoft Office PerformancePoint Server 2007 in RTKOMM company.

RTKOMM company is a national telecom operator, the leader in a segment of provision of services of creation of the managed virtual private networks. Enters into Rostelecom group. RTKOMM is a supplier of the finished infocommunication solutions for public authorities, corporate clients and also telecom operators and providers of Internet services. The backbone network of RTKOMM is built based on MPLS/VPN technology and has access nodes in all regions of Russia. Regional representative offices: Rtkomm-Siberia, "Rtkomm-South", Rtkomm-Volga-Urals.

At the beginning of the project the task of creation of the unified information system capable to increase process performance on planning, implementation and control of accomplishment of budgets of the company was set for specialists of West Concept.

A system had to consider key features of RTKOMM company fully:

• the distributed formation of budgets;
• large number of users of a system;
• accounting of intra group transactions;
• budgeting both on all company, and on separate client projects;
• accounting of sales volumes and the customer base in natural indicators.

The project team proposed the solution of assigned tasks using the product Microsoft Office PerformancePoint Server 2007. The user-friendly interface of an information system, identical MS Office Excel, allows to minimize complexity of transition to a new system for employees and gives the chance practically at once to begin work with a system. In addition, advantage of this product consisted in a possibility of data storage on SQL Server that in turn allows to integrate budget information with other financial systems,

Project deliverables became:

• Regulation of budget process – all steps on creation and updating of the budget are accurately described and are controlled at the system level.
• Automation of calculation of the consolidated budget - all formulas are entered at the system level that allows to minimize risk of operational errors.
• Maintaining the plan-fact analysis – component analysis is available right after input of the actual information that allows to make management decisions quickly.
• Adaptation the plan fact of the analysis under needs of each head - within the MBO system (Management by Objectives) for each manager is created personal packets of reports.

Now cooperation of West Concept holding and RTKOMM company continues: the contract for service maintenance is signed, completion of functionality of a system taking into account needs of the client is planned.
