Since December 1, 2011 executive authorities and local government of the Samara region began to exchange in the test mode data in the system of interdepartmental electronic interaction (SIEI). This system provides rendering the public and municipal services by the principle of "single window" and will be implemented in the region since February 1, 2012, reported on the website of the government of the Samara region.
SIEI provides considerable reduction of the list of documents which authorities request from the citizen at the address. Department in which the citizen addressed for this or that service, will request all data, necessary for its rendering, independently – in the mode of electronic interaction.
The Samara region along with Bashkortostan and the Volgograd region is one of three pilot regions on implementation SIEI. Federal executive authorities passed to a system according to federal law No. 210 since October, 2011, and regions should be connected to it since July 1, 2012. By this time our region as pilot, should fulfill all mechanisms and regulations, to eliminate defects and to pass on experience to colleagues.
Start SIEI was preceded by large-scale work. "First, we understand that implementation SIEI requires updating of a regulatory framework and specialists of department define 45 regional regulations to which it is necessary to make changes, - the Deputy Prime Minister of the Samara region, the Head of the Moscow Department of Information Technology and communication Kazarin Stanislav says. – And this work is already conducted. Secondly, we need to carry out large-scale audit and synchronization of information systems and databases of all authorities".
According to department of information technologies and communication of the Samara region, executive authorities and local government of the region now in the province provide 2367 services among which 331 – state and 2036 – municipal. By a present situation specialists of department create passports on 100% of the state (331) and 74% of municipal services (1501). After the carried-out analysis the list of the services transferred to interdepartmental interaction is defined: it included 112 state and 503 municipal services.
Formation and approval of the process charts of interdepartmental interaction (PCII) for these services became the next step. 100% of process charts of public services (112) and 82% of maps of municipal services are at the moment approved (411).
The approval of maps the commission which is specially created at department became the next stage. By December 1 design process of a system is complete for 95% (106 cards from 112 on public services are approved), work according to a number of standard cards on municipal services is conducted.
On design indicators SIEI the Samara region, according to data of the government commission on information technology implementation in activity of authorities, was included into the five of leading regions across Russia.
"We passed to the next step in our work on development of a system of interdepartmental electronic interaction. Technical infrastructure is completely prepared. The system design stage is almost completed. Process of updating of a regulatory framework comes to an end. We begin to test our system that in the terms established by the law fully to finish its debugging and to eliminate possible failures and defects. It is sure that during the harmonious work of all departments in the spring this stage will be fully completed, and our experience as it of the pilot region - is broadcast in scales of the whole country", - Stanislav Kazarin notes.
