Rosatom started project implementation on management of the uniform industry normative reference information

The IBS company creates the Uniform industry management system for the normative reference information (EOS NSI) for ROSATOM State Corporation.

The project provides system implementation of management of the normative reference information (NRI) for nuclear sector based on the SAP solution MDM. On its basis a common information space will be created and interaction of IT systems of the organizations of the nuclear industry is organized. A new system will also form a basis for development of a number of projects of Rosatom in the field of information technologies.

The Rosatom state corporation integrates more than 250 enterprises and the scientific organizations of nuclear sector. Creation of all-industry reference books is a necessary condition for centralization and ensuring transparency of purchasing activity and vendor relations and also for the organization of joint work of IT systems of the enterprises of the industry. For this reason the project on creation of EOS NSI is included in "The program of transformation of the financial and economic block and information technologies" of ROSATOM State Corporation.

The EOS NSI system will cover the organizations of blocks "engineering and construction of nuclear power plants", "operation of nuclear power plants", "lifecycle of nuclear fuel". According to the results of an open competition the IBS company was attracted to a pilot project of EOS NSI. As the platform the specialized solution of SAP is selected.

The pilot project on creation of EOS NSI is at the moment complete. In its framework a number of reference books is created: "Partners" (debtors/creditors, legal entities, residents/nonresidents), "Material Resources" (MR), "Elements of industrial facilities", "Unified plan of accounts", set of the all-Russian reference books and qualifiers. Reference books "Partners" (at the moment contains about 70 thousand records), "MTR" (about 150 thousand records) and "A unified plan of accounts" became the most demanded. Already during a pilot project 215 enterprises, in the reference book of "MTR" - 35 enterprises were connected to EOS NSI in the reference book "Partners". In total in a system more than 4 thousand users work, their access is provided using portal service.

The created "Unified plan of accounts" with the unified interface allows to be connected and begin it to use any organization of the industry. Feature is that the chart of accounts is integrated with the qualifier of MTR. It simplifies work of procurement experts and accountants on places, allows financial services to do postings by classes of materials and to have summary information on the made purchases. In turn, use of the uniform reference book on partners will reduce the probability of wrong and incorrect payments to a minimum, will increase transparency of work with partners.

Works on replication of a system regarding connection of the organizations to the reference book "Partners" are now conducted. Replication of a system regarding connection of the organizations to the reference book of "MTR" is planned for the near future. For implementation of these plans it is necessary to carry out normalization of records of reference books, integration and connection of information systems, training of staff of the organizations. Along with it, there will be works on development of functionality of a system, including improvement of the interface for end users. It is expected that by 2012 the total number of users of EOS NSI will reach about 10 thousand human. Thus, this project in the field of the organization of the normative reference information on the SAP platform will become one of the most large-scale in the world and the largest in Europe.

System implementation of NSI will help to provide correct identification of data which can be received automatically from the different systems of production divisions for preparation of procurement documentation and, then in electronic form to place lots on virtual marketplace", - the director of the department of methodology and the organization of purchases of Rosatom Roman Zimonas says.

"Centralization of processes of maintaining the normative reference information and use of the corresponding information system, first, will increase quality and accuracy of the information, provided by IT systems. Secondly, will allow to reduce costs and times for formation of the consolidated statements. Thirdly, minimizes risks because of incompleteness or incorrectness of data for payments. Also it will allow to optimize and provide transparency of processes of purchases and work with suppliers, to reduce time of purchase planning and supply of MTR, to optimize process of maintaining NSI at the expense of the organization of a unified environment of management", - the head on the program of NSI Greenatom Ltd Kirill Sukovykh noted.

Project deliverables and possibilities of EOS NSI will be used in a number of other IT projects of ROSATOM State Corporation. Among them - creation of a uniform industry purchasing system, single industry system of integration of corporate applications, the uniform industry workflow system, a management system for property assets, system implementation of uniform settlement center, etc.
