Automation of a management system for public finances (GF ACS)

The "Budget and Financial Technologies" company (BFT) won an open competition for accomplishment of research and development on creation of the automated control system for public finances (GF ACS) in Moscow.

Moscow is among pilot regions in which the Concept of creation and development of the state integrated information management system by public finance "The electronic budget" providing automation of all budget process is implemented.

Within the project the methodology of creation of an ACS of GF will be developed, processes of monitoring of preparation and implementation of state programs of the city of Moscow are automated; formations of the planned and specified register of payment commitments; formations of the draft budget on expenses in program representation; drawing up and conducting summary budget painting of the budget, budget paintings of GRBS; formations and finishing state tasks, calculation of the amounts of financing of the state tasks; the portal of Administration of Moscow "The open budget" for work with Muscovites where in the round-the-clock mode up-to-date and reliable information about course of execution of the budget and indicators of activity of executive authorities will be available will be created. Also experts of BFT will provide training of several thousand specialists who will work in a new information system.

The automated control system for public finances (GF ACS) - the solution constructed on the principles of the concept of creation and development of the integrated information management system by public finance "The electronic budget" of the Government of the Russian Federation and completely conforms to requirements of Federal law No. 83-FZ, the Program for increase in efficiency of budgeted expenses until 2012, the state program "Information society (2011-2020)".

Results of start of an ACS of GF

• Creation of a common information space in the field of management of the public and municipal finances.
