Electronic Government card

On December 15, 2011 it became known that Rostelecom and St. Petersburg Bank in cooperation with an international payment system of MasterCard and Sitronics company the first in Russia began the bank card issue Electronic government with the new chip implementing the hardware of the qualified electronic signature certified by FSB of the Russian Federation on a class of security of KC2.

Why the card is necessary

The new card issued by bank combines in itself possibilities of the bank payment card and means of the qualified electronic signature according to standards of the Russian Federation, thanks to it the holder of this card gets access to "personal account" on the portal of state services www.gosuslugi.ru and a possibility of use of the electronic signature when receiving state services in electronic form. For access to the portal of state services from the normal computer complete with the card the USB device for its reading is free of charge issued.

As the Chairman of the board of St. Petersburg Bank Alexander Savelyev noted, "in the nearest future our clients who received new cards will be able to use them not only for receiving the salary or calculations for purchases, but also for access to Personal account of the Uniform portal of state services, receiving public services using the electronic signature the implementable card".

According to the President of JSC Rostelecom Alexander Provotorov, "the new card is another method of access for citizens to the uniform portal of public services. The citizen who received it, can fully use the portal, both via infomats of Electronic government, and from the home computer, thanks to the device of the map reading issued by bank free of charge together with the card at once.

How to receive the card

On December 15, 2011 at the Central office of St. Petersburg Bank (St. Petersburg, Malookhtinsky Ave., 64) the point of a design of the cards "Electronic Government" which will issue at first new cards within limited card issue opened.

This test period and limited card issue are defined by the existing rules of work of international payment systems before mass issue of new cards. During this time the bank is going to debug up to the end internal procedures and also to sign all agreements and agreements necessary for full-scale implementation of a new card product.

Since February 1, 2012 everyone in all bank departments St. Petersburg will be able to issue the Electronic Government card.

History

JSC Rostelecom, St. Petersburg Bank, MasterCard and JSC SITRONICS got to work on the project in June, 2011, after signing at the XV St. Petersburg International Economic Forum of partnership agreements.

Between JSC Rostelecom and St. Petersburg it is concluded and the contract for transfer of 30 services to an electronic form and their output to the www.gosuslugi.ru portal will be performed until the end of 2011.
