For the first time in the Russian Federation successful field tests were passed by the integrated security complex created based on the system of professional digital video surveillance of KODOS GLOBOSS integrated with a satellite navigation and monitoring system for the automated control of location and a status of ALMAZ vehicles.

The equipment of all jointly the working systems – our, domestic.

The complex performs:

  • exact determination of location of moving objects using a GLONASS/GPS of receivers, display of vehicles on the electronic local map;
  • remote control of the actuators and mechanisms installed on vehicles;
  • acceptance and information storage about a status of controlled objects;
  • complex processing and visualization of the obtained information;
  • the analysis, selection and representation of accumulated information in a report type;
  • forecasting of arrival time to a reference point;
  • the organization of video and audio communication in real time between the situational centers and controlled objects;
  • the operational notification about incident on a route;
  • status monitoring of drivers, and at emergence of an emergency situation – the covert video surveillance behind the events in the vehicle;
  • transfer of responsibility on control of vehicles from one center of monitoring – to another.

The Minister of Internal Affairs of the Russian Federation Rashid Nurgaliyev highly appreciated work of a complex during joint tactical and special exercises of divisions of the Ministry of Internal Affairs of the Russian Federation and Belarus on working off of interstate cooperation on suppression of illegal infringement of motor transport.

The complex is certified and is shared with regular divisions of the Ministry of Internal Affairs of the Russian Federation.


World statistics of the last 10-15 years shows that from 50 to 70 percent of the conducted terrorist attacks are connected with transport.

Objects of a transport complex of the country draw attention to themselves not only of terrorists and extremists, but also the persons committing crimes of general criminal orientation. According to the deputy chief of the General Administration for Transport of the Ministry of Internal Affairs of the Russian Federation of the police colonel A. Brevnov, only for the first half of the year 2011 law-enforcement bodies on transport register 32.5 thousand crimes, including – 2 acts of terrorism. Transport police officers reveal more than 6.3 thousand crimes connected with drug trafficking, over 1.5 thousand – with traffic in weapons.

On average in Russia from 75 to 84 thousand crimes on transport annually are registered. Means while the taken measures for protection of a transport complex against acts of illegal intervention are obviously insufficient.

At the same time, behind a numerous political debate of the last time, behind a general pre-election agiotage somehow almost unnoticed there took place the event which in practice can be sign for the whole branches of the economy and for the population in general.

In November, 2011 near Smolensk there took place joint tactical and special exercises of divisions of the Ministry of Internal Affairs of the Russian Federation and Belarus on working off of interstate cooperation on suppression of illegal infringement of motor transport.

In two different points of the route at the same time armed "criminals" "seized and hijacked" two cars with a valuable load. "Are stolen" in opposite directions: one went to Smolensk, and the second – to Belarus.

Drivers nevertheless managed to press "the disturbing buttons", the signal was instantly accepted by the dispatching center of the Smolensk region from where information was transferred right there to the Belarusian colleagues. The hidden video surveillance system installed in a car allowed to see and hear "car thieves", on the available databases quickly to identify their personality, to carry out effective prosecution, neutralization and detention.

Fantasy? Facade? At all not. And very much reminds vital realities.

  • - Exercises took place successfully and proved that work of law enforcement agencies without modern high technologies is impossible today, - the Minister of Internal Affairs of the Russian Federation R. Nurgaliyev who was present at exercises told. - We managed to integrate work of several communications systems at once and to develop the mechanism of interaction between different divisions of the Ministry of Internal Affairs of the Russian Federation and Belarus allowing to ensure safety of this transport corridor.

Not less appreciation was given to combined actions also by the Minister of Internal Affairs of Republic of Belarus A. Kuleshov.

The future forms today. Every day integration processes – in technical area, political activity, use of resource base accelerate. Most likely, they will define an appearance of our life tomorrow.

Already not in words, and the Customs union of Russia, Belarus and Kazakhstan created at the initiative of the Russian Federation in practice took place. Literally on a threshold - Russia's accession to the World Trade Organization. The increasing goods turnover and, as a result, the continuing active growth of vehicle fleet (according to the Ministry of Transport of the Russian Federation for the last 6 years the gain made more than 32%), the accruing traffic flow dictate need of application of more progressive and effective methods of security of the population on transport and also safe cargo transfer.

Lack of information of law enforcement authorities and the owner of a load on movements of motor transport remains a basic reason on which bandits manage to perform successfully the criminal business. It, in particular, means that the fact of attack on the driver becomes known with considerable delay that allows malefactors to disappear.

"Equipment of objects of transport infrastructure and vehicles technical means and the systems of ensuring transport security taking into account a possibility of their expansion and creation of the single centralized distribution manifolds" is one of main objectives of the Comprehensive program of security of the population on transport", developed by the Ministry of Transport of the Russian Federation and approved as the Order of the Government of the Russian Federation of July 30, 2010 No. 1285-r.

Certainly, it is the approach weighed and coordinated with other ministries and departments. Implementation of planned will allow to dispel the imaginary atmosphere of impunity at potential criminals and to prevent real threats of business activities of the companies.

It is worth reminding, however, that according to the current legislation heads of economic entities are responsible for ensuring transport security of objects of transport infrastructure and vehicles. They are obliged to fulfill in full all safety requirements imposed to objects depending on their categorization, approved by orders of the Ministry of Transport of the Russian Federation. It means that the notable positive effect can be reached only by joint efforts of business and the power.

Daily motor transport transports about 17 million tons of loads and more than 62 million passengers. In the motor transport over 97% of all licensed subjects of transport activity are concentrated. In the field of commercial and non-commercial automobile transportations about half a million economic entities are occupied now. However, according to Rosavtodor, about 29% of roads of federal importance are constantly overloaded now - generally it is the largest international corridors which became too narrow for a modern steam of cars and also the routes conducting from megalopolises or million-plus cities. So, for example, only on the route Moscow-Minsk movement up to 100,000 units of transport a day is fixed. On statistical data, for 2010 goods turnover in scales of the country grew almost by 11%. However loads often are late to consumers, and deceleration of goods turnover slows down also turnover of the capitals.

Especially important is a reliable calculation of movement of corporate transport on route and arrival time of a load to the consumer, so, significant are at first sight minor tasks which, however, are able to solve in real time - to define the same complex "KODOS GLOBOSS + ALMAZ" location of the distributed objects on the electronic local map, to learn a status of drivers, to browse routes of vehicles, to create detailed reports on each object for the selected interval, having recorded the traverse speed, the direction of the movement, passing of control points, etc.

The complex assumes and allows to create the whole network of the situational centers in regions of the country that will allow "hand over" actually, from the area to the area control over the vehicles equipped with the corresponding aircraft equipment in real time. The land analog long ago of the existing management system for air traffic, only more saturated in terms of safety of people and loads turns out kind of.

The special perspective is given to a complex by a possibility of relaying of data in the regional crisis centers intended for prevention of emergency and potentially dangerous situations. As convincingly showed the Russian-Belarusian exercises near Smolensk, implementation at the same time of continuous audio-and visual control of a large number of the distributed objects considerably supplements a picture of events for authorized persons.

The Deputy Minister of Transport of the Russian Federation N.A. Asaul notes: "… increase in security on roads is a necessary condition of integration of the transport systems of the states of the region of the Economic Commission for Europe of the UN into the European and world transport systems. It will allow to increase a part of the international trade flow transported by the Russian trucks".

Thus, equipment of objects modern, especially domestic, i.e. environmentproofed, the system of professional digital video surveillance working in a uniform complex with a satellite navigation and monitoring system for the automated control of location and a status of vehicles creates a number of competitive advantages first of all for the Russian carriers.

The complex is created, certified, actively is implemented, is tested in the conditions of "fighting application", is shared with regular divisions of the Ministry of Internal Affairs of the Russian Federation. Now – not to drown the main thing in papers, not to weaken coordination of efforts and the subsequent coordinated work of the Ministry of Transport, the executive power at the local level interested law enforcement agencies and the enterprises of a transport complex over creation of a single system. Such work is begun. For the benefit of the country it should be continued.
