A year ago the MTS company signed contact with Nokia Siemens Networks according to which service and monitoring of MTS network in 16 regions of Central Federal District is transferred to outsourcing. In the macroregion of MTS Centre monitor network of the operator now in the Global center of operation of Nokia Siemens Networks (GNOK) which is in Voronezh.
According to Alexey Besprozvannykh, the director of the branch of MTS in the Voronezh region, in case of successful implementation of this pilot project which lasts about a year it will be started also in other regions of Russia and also in the countries where the network of the operator works.
From "the big three" of operators the MTS company of the first gave monitoring of the networks on outsourcing. A choice for benefit of outsourcing was made for a number of reasons: increase in efficiency and quality of network functioning and also reducing costs for monitoring and service. "We are going to reduce our housekeeping overheads of network, and the world practice shows that under the contract there is an economy up to 20%. I cannot tell yet what economy at us at the moment, according to the results of a pilot project we will be able to determine economy by different parameters: operating costs and service of network, its efficiency and growth of quality" — Besprozvannykh explained.
One more important plus in service outsourcing — predictability of expenses as the contractor charges the fixed fee for the services. At service of network by forces of the operator to predict expenses it is problematic.
As the technical adviser in the project the Vodafone company which offered three potential contractors — Alcatel, Ericsson and Nokia Siemens Networks acted.
The world's fifth Global center of operation of Nokia Siemens Networks was officially open in Voronezh in September, 2011 in the territory of business center "Megion". The center is focused on monitoring and service of networks in Russia, the CIS countries, Scandinavia and Turkey.
For location of GNOK the Nokia Siemens Networks company selected Voronezh for several reasons — there is necessary telecommunication infrastructure, the city is conveniently located from the point of view of own network Nokia Siemens Networks, there are exits to Europe. In addition, in Voronezh the high level of specialists in the field of IT.
