The CORUS Consulting group completed at the end of 2011 implementation of a regional information system of monitoring of obstetric aid in the perinatal center in Saransk (Republic of Mordovia). The system integrator already implemented earlier successful implementations of "RISAR", in other Russian regions - the Nizhny Novgorod Region, the Voronezh region, Kursk region and the Republic of Kalmykia.

The Republic of Mordovia - one of three Russian regions with steadily low indicators of infantile death rate. The republican perinatal center which began acceptance of patients in May, 2011 was open within two state projects: national Health care project and "Republican program for improvement of a demographic situation in the Republic of Mordovia of 2008 - 2012". The center played a significant role in quality improvement of medical care at all stages of conducting pregnancy, obstetric aid and in the perinatal period. The birth rate coefficient (number been born on 1000 people of the population) since 2008 grows in the republic for 0.3-0.4% annually and in 2010 made 10.5. From the moment of opening in the center 800 children were born already, and possibilities of the equipment installed here allow to nurse newborns weighing from 500 grams. Any medical institution in the Republic of Mordovia did not locate such opportunities earlier.

Except equipment the most modern medical equipment which cost exceeds 2 billion rubles in the perinatal center implements a regional information system of monitoring of obstetric aid "RISAR" developed by "Corus Consulting of IT". It allows to simplify accounting and registration of patients, in real time to trace and analyze data on a situation with obstetric aid in the region, the emergency medical care or planned hospitalization of pregnant women and women in labor, provides data exchange with territorial offices of health care in the course of obstetric aid. It is especially important during the work with the patients arriving from the remote districts of the area on planned hospitalization or according to the emergency indications. A part of a system is the interactive map of the region – with its help the doctors supervising areas of the republic online can trace information on pregnant women with high risk group and in case of need render the planned or emergency help, saving health and life of mother and child.

The solution "RISAR" is a flexible full-function solution for accounting, the analysis and planning of medical care in the field of obstetric aid and perinatology. The most important advantage of "RISAR" - a possibility of the forecast of perinatal risks of the pregnant woman. On the basis of the obtained data a system analyzes the large volume of the factors influencing development of pregnancy and childbirth and which the attending physician can consider during the planning of conducting pregnancy, purpose of treatment or inspections. "We selected the RISAR system developed by "Corus Consulting of IT" as it is not a just information system taking into account specifics of medical institutions, but a versatile tool of monitoring using which it is possible to provide the qualified medical care to the woman in labor from any corner of the republic. Technologies of such level are necessary for us to reach the European level of assistance to expectant mothers and newborns in the region", the director of GBUZ Mordovian Republican Clinical Perinatal Center Alexey Gerasimenko noted.

"The RISAR system provides continuous control of conducting pregnancy at the level of the region, helping doctors of the Republic to carry out monitoring and planning of all main stages of pregnancy and childbirth, to predict their current, to define risk group. Thus, doctors have all necessary information for assistance even in the cases requiring urgent reaction", the CEO of "Corus Consulting of IT" Inna Ashenbrenner comments. The centralized data storage in the RISAR system allows the doctor of any medical institution where the expectant mother addresses, at once to obtain all data on the pregnancy course, planning of treatment and childbirth, the forecast of complications, from any medical institution of the Republic of Mordovia where before the patient was observed. At the same time the high level of personal data protection is provided: access to them is possible only from the computers connected to the protected network. Also in "RISAR" function of informing all participants of process of obstetric aid by e-mail is implemented.

For CORUS Consulting group the project in the Republic of Mordovia became the fifth project on system implementation of "RISAR" in Russian regions. In Nizhny Novgorod where the RISAR system was put into operation at the end of 2008, indicators of maternal death rate in a year were reduced by 48%. Such low level of death rate was not noted in the region for the last 20 years. In Voronezh where the perinatal center is open in the summer of 2011, the RISAR system is used from the first day of work and covers consulting and diagnostic department, a hospital, kliniko-diagnostic laboratory.

Centralization of data on appointments, inspections and the plan of conducting pregnancy allows to save not only time, but also money, reducing need of purpose of duplicative or additional inspections and procedures. The RISAR system is also the effective tool for accounting and data analysis about medical care to pregnant women and women in labor at the level of the region: the reporting from all treatment and prevention facilities is prepared in a system according to the requirements set by the legislation and transferred to the Ministry of Health of the region and the Ministry of Health and Social Development of the Russian Federation in electronic form.
